The married Secret Service agent who allegedly sparked the Colombian prostitution scandal has been identified.Arthur Huntington, 41, from Severna Park, Maryland, spent the night with a prostitute while on duty in South America but refused to pay her what she had asked, according to CNN.
The encounter with escort Dania Suarez led to police being called to the luxury Hotel Caribe, and subsequently a major Secret Service investigation where nine agents lost their jobs.

Embarrassed over a Colombia sex scandal, the US Secret Service has released new conduct guidelines that forbid agents from visiting "non-reputable establishments" or bringing foreigners to their hotel rooms.

The "enhanced standards of conduct," which are effective immediately, also forbid agents in the presidential protection force from consuming alcohol within 10 hours of reporting for duty, and require trips to be staffed by a supervisor from the agency's Office of Professional Responsibility.

The rules were disseminated two weeks after more than two dozen Secret Service agents and military personnel were sent home from Cartagena, Colombia, where they had been preparing security for a visit by US president Barack Obama.

They were accused of drinking heavily, visiting a strip club and consorting with prostitutes, including bringing sex workers to their hotel rooms.

Eight agents have since been dismissed, the security clearance of one other has been permanently revoked, and three others have been cleared of major misconduct, according to the agency.

Investigations into the actions by the agents and some 12 military personnel are ongoing.

Four Secret Service employees have decided to fight their dismissals for engaging in inappropriate conduct in Colombia last month, a development that could unravel what has been a swift and tidy resolution to an embarrassing scandal over agents’ hiring of prostitutes.

The agents are arguing that the agency is making them scapegoats for behavior that the Secret Service has long tolerated, a charge that Director Mark Sullivan may have to address when he appears before a Senate committee Wednesday. He has not spoken in public about the controversy, but according to his prepared testimony, he plans to tell Congress that there was no breach of operational security.

The United States has released a log of allegations of improper conduct made against Secret Service employees during the past decade, including a description of an agent who appeared under the influence of alcohol when he was supposed to be protecting a foreign president.

The 229-page log was provided today with extensive redactions in response to Freedom of Information Act requests from news organizations after agents were accused of consorting with prostitutes while preparing for President Barack Obama's arrival in Cartagena, Colombia, for a summit in April.

The prostitution allegations tarnished the agency's reputation and prompted questions from lawmakers about conduct by agents.

The director of the Secret Service, Mark Sullivan, said last month at a Senate hearing that what unfolded in Colombia wasn't a "systemic issue."
