TONY JONES: How is it verballing you to repeat back a very straightforward answer you gave to a very straightforward question to Laurie Oakes in August of last year? He said, 'you are a climate change sceptic, aren't you?' and you said, 'I'm a sceptic of the connection between emissions and climate change'.

IAN MACFARLANE: Let's define what a sceptic is, a sceptic is someone who based on the information he or she has received to date has a position. It doesn't say they won't consider another position, they say based on the scientific evidence that I've been presented with, there is a debate about what the connection is. There is a growing weight of evidence and I'm happy to sit here and consider it. I'm considering it as a minister and the Government has already put in place policies that are reducing greenhouse gas emissions. Three billion dollars worth of policies, policies that are already reducing the tonnes of CO2 that we emit for every megawatt hour of electricity.

My consensus is that the Howard Government has dragged its feet as much as possible on this issue and is wind-milling now with money which is doing NOTHING to arrest global warming in the near future, Basically this money with the wrong attitude delays the implementation of green renewable sources of energy. That money earmarked for global warming reduction, to be spent on "clean" coal and nuclear power is obscene. It is mainly designed to delay the solutions by another 15 years, if solution there is for coal and to create a serious lasting gigantic problem of nuclear waste and power station decommissioning. Let's not forget, despite the improvement in the nuke industry, that waste is waste. Presently the UK government has to spend more than 150 billion dollars to "clean up" its disused nuclear power plants.

Scientists may have seriously underestimated the speed at which Arctic sea ice will melt in the coming decades, caused by global warming, according to a study published today.

All of the computer models used by the UN's Intergovernmental Panel on Climate Change (IPCC) appear to have erred on the side of extreme caution when estimating the time it will take for sea ice to disappear during summer.

Aust 'not on track' to meet emissions target

The Federal Opposition is disputing new figures that the Government says show Australia is on track to meet its Kyoto targets.

The National Greenhouse Accounts for 2005 show a 2.2 per cent increase in emissions levels from the 1990s.

The Government says the figures show Australia is still in line to meet its 2012 emissions target, but the Opposition environment spokesman, Peter Garrett, disagrees.

"We've seen an incredible spiral in energy emissions in the time from Kyoto to now and climate policy is just out of control with this Government," he said.

States 'should be thanked'

However, the New South Wales Government says the Federal Government should give credit to the states for Australia being on track to meet its Kyoto greenhouse emissions target.

NSW Environment Minister Phil Koperberg says land clearing laws introduced in the state and in Queensland last decade have underpinned Australia's greenhouse performance.

Mr Koperberg says a close look at the latest figures from the Australian Greenhouse Office shows the impact that land clearing laws have had.

"If you look at the Greenhouse Office figures and take out the changes in land use since 1990, you will find that we would fall 19 per cent short of our Kyoto targets," he said.
