Multiple critical infrastructure facilities across Ukraine came under attack on Saturday, local officials and media outlets have reported. The strike has prompted emergency power outages in several regions of the country, Energy Minister German Galuschenko has said.  

“There were hits in Kharkov, Lviv, Ivano-Frankovsk, Zaporozhye, Vinnytsia and Kiev regions,”Galuschenko wrote in a Facebook post, warning that the “next few days will be difficult.”

Ukraine’s largest private energy operator, DTEK, has reported damage to two thermal power stations (TPS) under its management. The facilities were targeted in previous attacks as well, the company noted, without specifying exactly which TPS have been affected. Unverified footage circulating online, however, suggests that a power station in Kiev Region was hit.

At least one residential building was allegedly damaged amid Saturday strikes, which happened in the southeastern Ukrainian city of Dnepr (previously known as Dnepropetrovsk). While the cause of the incident was not immediately clear, and Ukrainian anti-aircraft defenses have previously inflicted damage on residential areas on numerous occasions, the local authorities have squarely blamed Russia for attacking the building. 

Russia drastically ramped up its strikes against Ukrainian infrastructure in early October of last year, citing repeated Ukrainian sabotage on Russian soil, including the bombing of the Crimean Bridge, which Moscow blamed on Kiev’s military intelligence service and its Western handlers. Although the incident was widely cheered by top Ukrainian officials, Kiev has denied any involvement in the massive car bomb blast that heavily damaged the road section of the bridge and killed three civilians.

MOSCOW (Sputnik) - The Security Service of Ukraine (SBU) is planning a provocation at a grain storage site in the Kharkov region, with the aim of discrediting Russia and accusing it of creating a food shortage in Ukraine, the Russian Federation's Joint Coordination Headquarters for Humanitarian Response said.

"The Security Service of Ukraine is preparing for a large-scale provocation in the coming days to discredit Russia's actions as part of the ‘grain deal’ and accuse it of creating a ‘food shortage’ in Ukraine. In the village of Karaichnoye, Kharkov region, the Ukrainian special services are mining a granary; after it is blown up, the Russian Federation will be accused of allegedly ‘deliberately destroying grain reserves in Ukraine,’ ‘provoking famine’ and thus ‘sabotaging’ the ‘grain deal,’" the joint headquarters said in a statement.

According to the release, Ukrainian mining specialists and members of SBU (a total of about 30 people) have arrived in the Kharkov region to prepare for the provocation.

The humanitarian headquarters said that the planned provocation will be presented in Western media as "yet another atrocity of the Russian troops," requiring a "tough response from the world community." The broader aim of the provocation is to exert additional pressure on Western countries in order to secure more weapon supplies for Kiev, the humanitarian headquarters said.

Since the beginning of the special military operation in Ukraine in February 2022, Ukraine has repeatedly attempted to discredit Russian armed forces by staging provocations. In April 2022, Ukrainian authorities and media distributed footage showing the bodies of dead civilians strewn across Bucha in the Kiev region and blamed the killings on Russian forces that withdrew from the city on March 30. The Russian Defense Ministry said that the footage was a staged provocation and that no civilians died at the time the Russian forces controlled Bucha.

Russia has unleashed a new wave of major attacks on Ukraine, hitting energy infrastructure across the country and killing at least 18 people in a missile strike on a nine-storey apartment building in the city of Dnipro.

Rescue teams toiled through the night in freezing temperatures in the aftermath of the attack, in east-central Ukraine, with local officials saying people were still alive underneath the massive pile of wreckage.

"They keep sending SMSs," Mikhailo Lysenko, deputy mayor of Dnipro said in a social media video.

"We stop our work now and then to keep silence and we hear people scream from underneath the rubble."

Photos showed a large gap in the nine-storey building.

Evacuated from Soledar during the city's liberation by Russian forces, this woman testified to Sputnik that Ukrainian forces used incendiary munitions against civilians.

The life of civilians is what the Ukrainian military takes into consideration at the end of the day. This testimony from a resident of Soledar in Sputnik confirm it again.

This person says that when she was evacuated from the city by Russian forces, the Ukrainian army spotted their convoy from a drone and began pounding it with incendiary munitions, the use of which against civilians is prohibited by the Geneva Convention.

"When we left, they threw phosphorus and magnesium on us […]. It was soldiers who were evacuating us, so they were a target like us. We were between life and death. We survived. Thanks to the guys who pulled us out of this hellhole and evacuated us..." She said.

A Russian missile that fell on an apartment block in the eastern Ukrainian city of Dnepr on Saturday was shot down mid-air by Kiev’s forces, Aleksey Arestovich, a senior adviser to President Vladimir Zelensky, has said.

Zelensky and Ukrainian officials initially reported that the nine-story building was hit by a Russian missile. According to regional Governor Valentin Reznichenko, the death toll had grown to 18 dead and 73 wounded on Sunday morning. 

Arestovich, however, said in a YouTube interview with Russian activist Mark Feygin that the missile was brought down by Ukrainian troops. 

Asked if the air defense forces in Dnepr had the opportunity to intercept the incoming missile, Arestovich stated: “It was shot down. It apparently fell on the [apartment] block. But it exploded when falling.”

Arestovich later wrote on Facebook that Russia was ultimately responsible for the deaths. “Everybody understands perfectly that the tragedy would not have happened if it was not for the Russian strike.”

“Nobody will blame Ukraine. Just like it was not blamed when our air defense missile fell in Poland, killing two Polish citizens,” Arestovich added, referring to an incident that occurred last fall.
