Russia has already emphatically rejected Ukraine’s so-called pace plan. Published late last year, the plan demands that Russia hand back the territories of Donetsk, Lugansk, Kherson, and Zaporozhye to Kiev, while also relinquishing control of Crimea, which voted overwhelmingly to join the Russian Federation in 2014. The plan also demands that Russia pay reparations to Ukraine and hand over its officials to face international tribunals. It is highly unlikely that a summit to which Russia is not invited, organized by countries currently bankrolling the Ukrainian military, will change any minds in the Kremlin. Russian Foreign Minister Sergey Lavrov stated last week that the Ukrainian plan essentially involves “the capitulation of Russia.” EU officials are aware of this, and told the Wall Street Journal that they plan on watering down Ukraine’s plan to “make it more acceptable” to non-Western powers such as Brazil, China, India, and Saudi Arabia, if not to Russia itself. Yermak acknowledged that the peace process “is not possible without the whole world, including the leaders of the Global South,” and Zelensky has recently made overtures to the non-Western world, addressing the Arab League in Saudi Arabia this month and speaking to Chinese President Xi Jinping the month before. However, this outreach has come across ham-fisted at times, with Zelensky accusing Arab League members of succumbing to “Russian influence,” before skipping a meeting with Brazilian President Luiz Inacio Lula da Silva at the G7 summit in Japan. Last month, Zelensky’s top adviser, Mikhail Podoliak, demanded that China “make a choice” to back Ukraine and the West or “lose its influence” in world affairs. China has released its own 12-point peace plan, which despite being rejected by the US and its NATO allies, has found favor in much of the world, including Russia. Lula has backed Beijing’s plan, while a coalition of African leaders has urged Ukraine to agree to a ceasefire followed by peace talks, which Kiev has refused to do unless Moscow’s troops withdraw to Russia’s pre-conflict borders. Ukraine is increasing its efforts to shore up support for its vision for ending the war with Russia by planning a peace summit with world leaders this summer, the Wall Street Journal reports. Kyiv has received strong support from the United States and Europe since the invasion, but its leaders have recently started to engage more with countries who have so far remained neutral on the conflict.
Following President Volodymyr Zelensky’s visit to the Arab League Summit and his foreign minister’s trip to Africa last month, Ukraine is now looking towards emerging powers who have expressed interest in playing a mediation role between Kyiv and Moscow, namely Brazil, India, and China. “The process is not possible without the whole world, including the leaders of the global south,” Andrii Yermak, a top Zelensky adviser, told the Journal.
Ukraine’s conception of a settlement has so far been Zelensky’s 10-point plan, which advocates for, among other things, restoring Ukraine’s control over the entirety of its territory, returning prisoners of war, and prosecuting Russian war crimes. European officials told the Journal that they were working with Kyiv on a modified version of the plan that could garner more widespread support.
Though the meeting can hardly be called a “peace” summit due to the notable absence of Russia, it can still serve as a meaningful sign. As the Journal report notes:
“The timing of the conference ahead of the NATO meeting would send a signal to the rest of the world that while Europe and the U.S. will keep supporting Ukraine with arms, they are also seeking diplomatic solutions to a conflict whose economic spillovers have hurt much of the developing world.”
In March, former U.S. diplomat Tom Pickering made the case that the first step to any serious negotiation is the prior preparations phase, in which the various sides resolve internal differences and begin to develop a strategy.
Though Russia’s absence makes the possibility of a significant breakthrough impossible, Zachary Paikin, a researcher at the Centre for European Policy Studies, argued on Twitter that it is “important nonetheless that we are seeing momentum toward a diplomatic outcome & Western powers beginning to engage with the perspectives of the ‘Global South.’”
French President Emmanuel Macron has reportedly played a significant role in this initiative, pushing his Ukrainian counterpart to acknowledge that this war will eventually require a political settlement, aiding Kyiv with outreach to Chinese president Xi Jinping and other world leaders, and offering to host the conference in Paris. Last week, the Danish foreign minister said that his country would also be willing to host a similar summit if the time was right. European officials hope that the meeting can take place shortly before NATO’s annual summit, which begins on July 11, in Vilnius, Lithuania.
In other diplomatic news related to the war in Ukraine:
—Zelensky is pushing for NATO to approve Ukraine’s membership this year, making his case at a meeting of EU leaders in Moldova on Thursday. “In summer in Vilnius at the NATO summit the clear invitation to the members of Ukraine is needed and the security guarantees on the way to NATO membership are needed,” he said, according to Reuters.
—Politico reported that Sen. Rand Paul (R-Ky.) will renew his call for an inspector general to oversee how aid given to Ukraine is being spent, after the Pentagon disclosed that it miscalculated Ukraine aid by $3 billion. This is the latest in a series of unsuccessful efforts from Republicans on the Hill to create a watchdog for assistance given to support Kyiv’s war effort.
—Drones struck residences in Moscow for the first time since the outbreak of the war. Russia blamed Kyiv for the strikes. Ukrainian officials denied direct involvement, but Zelensky adviser Mykhailo Podolyak said that his country was “pleased to observe and predict an increase in the number of attacks” in an online video interview, accordingto NBC News.

NATO members move toward formal alliance with Ukraine

As Ukraine’s offensive against Russian forces moves into full swing, NATO members are accelerating their efforts to initiate a formal military alliance with Ukraine or even have Ukraine join NATO.
On Saturday, Canadian Prime Minister Justin Trudeau visited Ukraine to pledge, in writing, his government’s support for Ukraine joining NATO.
Commenting on the meeting, Ihor Zhovkva, the deputy head of the Office of the Ukrainian President, wrote that Canada’s support for Ukraine’s acquisition of NATO membership “as soon as conditions allow” is “the strongest wording among all the G7 countries that are NATO members.”
He added that it was “[A]nother practical step on the Euro-Atlantic path, another powerful voice in support of Ukraine and another stage of preparation for the successful holding of the Vilnius NATO Summit in July.”
Zhovkva claimed that Canada was one of 20 NATO member states to agree in writing that they support Ukraine becoming a member of NATO.
Under conditions in which Ukraine is actively involved in a war with Russia, for Ukraine to join the military alliance would require NATO members to go to war with Russia.
Last month, Colonel Alexander S. Vindman, who had been an early advocate of sending US tanks and F-16s to Ukraine, endorsed an article in Foreign Affairs headlined “To Protect Europe, Let Ukraine Join NATO—Right Now,” by former Ukrainian Defense Minister Andriy P. Zagorodnyuk.
In May, French President Emmanuel Macron said he supports a “path” for Ukraine into NATO. In April, NATO Secretary-General Jens Stoltenberg declared, “Ukraine’s rightful place is in NATO,” adding, “All NATO allies have agreed that Ukraine will become a member.”
The flurry of diplomatic activity is meant to set the stage for the July 11-12 NATO summit in Vilnius, Lithuania, whose central focus will be the expansion of the NATO alliance with the accession of Sweden and moves to engineer a formal alliance between NATO and Ukraine.
The ongoing Ukrainian offensive is timed to create the best possible circumstances for the formalization of this alliance.
As the New York Times wrote on Saturday:
Some battlefield success, whether by decimating Russia’s army, claiming some territory or both … would build more support in Europe for some sort of long-term security guarantee for Kyiv.
Both Ukraine and Western allies have invested in the counteroffensive because, no matter the precise result, it will set the stage for the next phase of the war. The American and British plan to help secure Ukraine involves building support for robust security guarantees from the United States and NATO countries.
Over the weekend, the battlefield situation remained unclear, with indications that Ukrainian forces were able to seize multiple villages after incurring horrific casualties, including the loss of several main battle tanks and dozens of Western armored personnel carriers.
Over the weekend, the New York Times confirmed the Russian claim that at least three German Leopard 2 tanks and eight American Bradley vehicles were destroyed in recent days.
The Institute for the Study of War claimed, “Ukrainian forces conducted counteroffensive operations in at least three areas of the front and made territorial gains on June 10 and 11.” It added, “Ukrainian forces made visually verified advances in western Donetsk Oblast and western Zaporizhia Oblast, which Russian sources confirmed but sought to downplay.”
In his meeting with Trudeau, Zelensky officially confirmed the counteroffensive had begun, saying, “Counteroffensive and defensive actions are being taken in Ukraine.” He added, “At what stage, I will not disclose in detail.”
In this supercharged climate, NATO is preparing to launch what the German Luftwaffe (air force) called “the largest air force deployment exercise in NATO’s history” based in Germany.
The Luftwaffe said that the war game “scenario is modeled on a NATO Article 5 assistance scenario.” This is a reference to the treaty commitment by all NATO members to go to war if any member is attacked. In this simulation, the Luftwaffe will attempt do what its commander-in-chief, Hermann Göring, failed to do in the Second World War: militarily defeat Russia.
During the exercise, scheduled to begin on Monday, the 10,000 military personnel and 250 aircraft will be involved in missions flying from Germany to the NATO member states bordering Russia.
The Wall Street Journal described the war games as follows:
The Air Defender exercise will practice the mass deployment of troops and hardware from the U.S. to Europe in response to various scenarios involving Russian attacks on NATO members.
The baseline scenario involves the enemy capturing the German port of Rostock in an attack that would trigger NATO’s common defense clause, known as Article 5. The response will include recapturing the port and other infrastructure, as well as defending cities and moving into offensive action.
Increasingly, the war is becoming an existential question for the United States. An article in Politico noted, “Senior U.S. officials are convinced that future support for the Ukraine war—and President Joe Biden’s global reputation—hinges on the success of Ukraine’s counteroffensive.”

The meeting in Vilnius was conceived of as a summit of victors, in which the battlefield successes of Ukraine would serve as the basis for a whole series of ultimatums to Russia, including a full withdrawal not only from portions of Ukraine seized during the 2022 invasion but also from the Crimean Peninsula.
Should the Vilnius summit take place under conditions of major setbacks and even a breakdown of the offensive, as at this point appears more likely, it will become the occasion for a massive further escalation of US-NATO involvement in the war.

WASHINGTON (Sputnik) - NATO allies are reportedly weighing a plan that could make it easier for Ukraine to join the military alliance without having to adhere to a Membership Action Plan (MAP) and chances are increasing that the proposal may become official during NATO’s summit in Lithuania.
Citing an official with knowledge of the developments, US media reported Friday that the idea, which has been put forward by NATO Secretary-General Jens Stoltenberg, should hopefully be consensual within the alliance.
Stoltenberg has reportedly advised that allies agree to allow Ukraine to join NATO without adhering to a MAP, which comprises of a series of military and democratic governance reforms that applicant countries must complete prior to accession.
Removing the MAP would only speed up Ukraine's bid to become an ally, however, and does not provide any guarantees that Kiev will receive the unanimous approval needed for membership, the report said.
It's reported that the support of US President Joe Biden, who said earlier this week that he is open to the plan, has the potential to kick-start talks about Ukraine's MAP requirement when NATO meets in Lithuania in July.

In Vilnius on July 11 and 12, North Atlantic Treaty Organization (NATO) partners will have to respond to Ukraine's membership application. France would be well advised to give clear support to the prospect of membership, something which could take effect at the end of the current war.
As President Emmanuel Macron indicated in Bratislava on May 31, there will probably be no consensus in favor of Ukraine joining the Alliance, but there will be proposals in terms of security guarantees that partners could offer to Kyiv. While in Poland and the Baltic states, it's argued that only full membership would provide a solid guarantee for the future, other observers, particularly in the United States, point to the risk of direct confrontation with Russia and the additional military commitment that defending the Russia-Ukraine border would represent. Between the two camps, the French leader remained relatively open, mentioning a possible "path toward membership."
Should France signal a clearer position in favor of Kyiv's candidacy? There are three arguments in favor of this option.
Firstly, this accession aligns with the direction of history. Diplomatic circumlocutions aside, once Ukraine is not only armed and trained by its allies but also enjoys security guarantees from them, does it still make sense to deny it membership, which would merely formalize the de facto reality? It's a safe bet that this ambiguity would become increasingly futile, and even dangerous, encouraging Moscow to test the limits of our support for Ukraine.
But if Ukraine is destined to join the alliance sooner or later, it's in France's interest to anticipate the move rather than submit to it. This was the logic that guided French policy toward Germany in 1948-1950. Since Germany's recovery was inevitable, rather than seeking to hinder, it was better to be part of it and steer Germany toward a path favorable to France, i.e. a European path.

NATO ‘out of the question’ for Ukraine right now – Scholz
The German chancellor wants the West to promise more weapons to Kiev, not a fast track to joining the bloc
German Chancellor Olaf Scholz has argued that NATO should use its upcoming summit to marshall more military aid for Ukraine rather than pushing for the country to join the bloc. The US-led alliance is divided on the speed of Ukraine’s accession, with Britain demanding a fast-tracked process.
“We have to take a sober look at the current situation,” Scholz told parliament in Berlin on Thursday. Scholz added that Ukrainian officials have admitted “that joining NATO is out of the question” for as long as the conflict with Russia is raging, and the Western bloc should focus on other means of “support” for Kiev.
"Therefore, I suggest we focus on the top priority in Vilnius, namely strengthening the combat power of Ukraine," he argued, referring to the July summit in the Lithuanian capital.
"Our goal is… a sustainable military support of Ukraine, including with modern Western weapons,”he said, adding that EU and G7 nations could work out “security guarantees” for Ukraine in the absence of full NATO membership.

NATO has cleared the way for Sweden to join the Western military alliance by persuading Turkish President Recep Tayyip Erdogan to end his opposition to Stockholm’s bid.
The Turkish leader agreed to support Sweden’s application and forward the proposal to Ankara lawmakers for ratification, NATO Secretary-General Jens Stoltenberg said after hosting a meeting between Erdogan and Swedish Prime Minister Ulf Kristersson on Monday in Vilnius. “This is an historic step which makes all NATO allies stronger and safer,”he added.
Türkiye had stood in the way of NATO’s latest expansion, using its veto power largely on concern that Sweden hadn’t done enough to help crack down on pro-Kurdish “terrorist organizations.” The 31-nation alliance requires unanimous approval for all new members. Stoltenberg, who denied any linkage between the NATO expansion and Türkiye’s EU accession, said Erdogan and Kristersson worked closely together to address Ankara’s “legitimate security concerns.” He added, “As part of that process, Sweden has amended its constitution, changed its laws, significantly expanded its counterterrorism operation against the PKK (Kurdistan Workers’ Party), and resumed its arms exports to Türkiye.”
Erdogan pledged to forward Sweden’s NATO bid to Turkish lawmakers as soon as possible and help “ensure ratification,” Stoltenberg said. A clear timeline hasn’t been set for Stockholm’s accession to the bloc.
Sweden and neighboring Finland applied for NATO membership last year, abandoning their long traditions of military neutrality on fears raised by the Russia-Ukraine conflict. Finland was officially admitted to the alliance in April, but Türkiye blocked Sweden’s application after accusing the country of sheltering Kurdish terrorists.
US President Joe Biden has pressured Erdogan to drop his opposition to NATO’s expansion, suggesting that the issue must be resolved for Washington to approve a sale of F-16 fighter jets to Türkiye.

NATO chief Jens Stoltenberg has failed to make Ukraine any concrete membership offer ahead of the US-led military bloc's summit in Vilnius, instead proposing that Kiev is given the chance to 'skip a step' on the road to joining the bloc.
Speaking to journalists on Monday, Stoltenberg insisted that NATO leaders will “send a clear and positive signal” to Kiev regarding its desire to join the military organization. His comments come despite the clearly stated opposition of multiple bloc members to Ukraine's membership as long as it is involved in a conflict with Russia.
Stoltenberg proposed that member states “remove the requirement for a Membership Action Plan (MAP)” for Kiev. This would change the accession path “from a two-step process to a one-step process,” he explained during a press conference on Tuesday.
Bypassing MAP is one of the three elements in a proposed multi-year program for Ukraine, according to the NATO chief. Another involves the country moving closer to the US-led military organization by ensuring “full interoperability between Ukrainian forces and NATO forces,” meaning Kiev would predominantly use Western-made weapons.
Kiev will also be tied to NATO politically through a new Ukraine-NATO council, the inaugural meeting of which will be held on Wednesday. Ukrainian President Vladimir Zelensky will attend the event, Stoltenberg said.
Ukrainian officials, including Zelensky, have been calling on NATO to offer the nation a concrete roadmap towards NATO accession during the summit in the Lithuanian capital Vilnius. The Ukrainian leader reportedly threatened to boycott the event unless this expectation was met.
The US and Germany have opposed nations such as Poland and the Baltic states, which have advocated for granting Kiev’s request. US President Joe Biden told CNN last week that Ukraine was not ready to join NATO.

NATO has cleared the way for Sweden to join the Western military alliance by persuading Turkish President Recep Tayyip Erdogan to end his opposition to Stockholm’s bid.
The Turkish leader agreed to support Sweden’s application and forward the proposal to Ankara lawmakers for ratification, NATO Secretary-General Jens Stoltenberg said after hosting a meeting between Erdogan and Swedish Prime Minister Ulf Kristersson on Monday in Vilnius. “This is an historic step which makes all NATO allies stronger and safer,”he added.
Türkiye had stood in the way of NATO’s latest expansion, using its veto power largely on concern that Sweden hadn’t done enough to help crack down on pro-Kurdish “terrorist organizations.” The 31-nation alliance requires unanimous approval for all new members. Kiev hasn’t received enough military assistance from the West to succeed in its counteroffensive against Russia, a joint investigation led by a Ukrainian news outlet has claimed. Some EU member states acted too slowly and selfishly to produce and ship enough supplies, the probe, which was funded by Brussels, has found.
The scathing report was released this week by several media organizations, including the Western-backed online newspaper the Kyiv Independent. The outlets detailed problems that Ukrainian troops are facing in their fight against Russia. A shortage of munitions has been a key factor behind Russia’s superiority in artillery, they said.
Kiev attempted to boost domestic production of shells for Soviet-standard rounds before the hostilities broke out last year, but the efforts were derailed by alleged corruption and poor manufacturing standards.

NATO states should be less concerned about Russia’s nuclear capability and station troops near its border on a permanent rather than rotational basis, the president of Lithuania has argued, as his nation hosts a summit of the US-led military bloc.
“With Russia taking active steps to deploy tactical nuclear weapons in Belarus… we should finally pronounce this NATO-Russia Founding Act dead,” Gitanas Nauseda told The Times newspaper.
He was referring to the 1997 treaty between the alliance and Russia, which includes a ban on deploying permanent military contingents close to Russian territory. Moscow has argued that NATO has long been breaching the spirit of the agreement by rotating military missions in Eastern Europe and ignoring Russian complaints about those deployments.

President Joe Biden’s administration has objected to plans by US lawmakers to establish an independent inspector general who would scrutinize Washington’s massive military and economic aid packages for Ukraine.
At issue is a provision added to the $874 billion US defense budget for the government’s next fiscal year, calling for an additional oversight layer on Ukraine aid modeled after the inspector general established for reconstruction in Afghanistan.
Conservative lawmakers, including Representative Matt Gaetz, a Republican from Florida, have argued that the White House lacks adequate controls to prevent fraud and other misuse of the $113 billion in aid approved by Congress to support Ukraine in its conflict with Russia.
However, the administration argued on Monday that the Pentagon inspector general and the Government Accountability Office (GAO) were already working with relevant congressional committees to “ensure accountability” for Ukraine aid. NATO has reaffirmed its readiness to grant Ukraine membership at some point in the future. A joint statement released during the annual summit of the US-led bloc said Kiev would be invited to join only “when allies agree and conditions are met,” but it will be allowed to bypass the so-called Membership Action Plan that is usually required for candidate members.
“We reaffirm the commitment we made at the 2008 summit in Bucharest that Ukraine will become a member of NATO, and today we recognize that Ukraine’s path to full Euro-Atlantic integration has moved beyond the need for the Membership Action Plan,” the statement read.
Ukraine has become “increasingly interoperable and politically integrated with the US-led bloc,” it stated. It also outlined the need for “additional democratic and security sector reforms” in the country.
“The alliance will support Ukraine in making these reforms on its path towards future membership. We will be in a position to extend an invitation to Ukraine to join the alliance when allies agree and conditions are met,” the statement concluded.
NATO Secretary General Jens Stoltenberg further elaborated on the matter at a press conference, stating that the bloc must first ensure that Ukraine achieves a “victory” in its ongoing conflict with Russia. Should Kiev not succeed, its NATO membership will be out of the question, he warned.
The pledge falls short of calls by top Ukrainian officials, who have repeatedly urged the US-led alliance to accept the country right away or at least produce an official “invitation” for it at the summit. Ukrainian President Vladimir Zelensky made an apparent last-ditch attempt to influence the bloc’s joint statement hours before it was released, taking to social media to criticize NATO and demand “respect” for Ukraine from the alliance.
“It’s unprecedented and absurd when [a] time frame is not set neither for the invitation nor for Ukraine’s membership. While at the same time vague wording about ‘conditions’ is added even for inviting Ukraine,” Zelensky wrote, referring to a draft of the document that was partially leaked to the media.
