Australia’s former prime minister Paul Keating has labelled the head of Nato a “supreme fool” for his push to increase the alliance’s ties with Asia in an attempt to contain China.
Keating made the comments about secretary general Jens Stoltenberg in a statement released as Australia’s prime minister, Anthony Albanese, travels to Germany and the Nato leaders’ summit in Lithuania to discuss greater support for Ukraine.
Keating is a strident critic of the acquisition of nuclear submarines through the Aukus alliance to guard against possible aggression from China, which Labor supported in opposition and has continued in government.

Partnership For Peace-As ProposedUnfortunately, the American proposal for the forthcoming NATO summit, the so-called Partnership For Peace, does not deal with this issue at all. It is a very narrow, technical proposal for holding common exercises and otherwise preparing for possible future cooperation with member countries of the former Warsaw Pact. The scope of possible future cooperation is described as peace-keeping, crisis management, search-and-rescue missions, and disaster relief. While useful as far as it goes, it fails to address the conflicting security needs of the countries concerned.

There is only one deficiency in this design: it leaves Japan out of account. Japan should be asked to join NATO. Then we would have the beginnings of an architecture for a new world order. It is based on the United States as the remaining superpower and on open society as the organizing principle. It consists of a series of alliances, the most important of which is NATO and, through NATO, the Partnership for Peace which girds the Northern Hemisphere. The United States would not be called upon to act as the policeman of the world. When it acts, it would act in conjunction with others. Incidentally, the combination of manpower from Eastern Europe with the technical capabilities of NATO would greatly enhance the military potential of the Partnership because it would reduce the risk of body bags for NATO countries, which is the main constraint on their willingness to act. This is a viable alternative to the looming world disorder.

Update on the conflict in Ukraine for July 9, 2023:
- Ukraine’s offensive is headed toward week 6 - at one and a half months, Ukraine still has not breached any of Russia’s primary defense lines;
- The US and its allies are attempting to replace lost Ukrainian equipment amid the ongoing offensive;
- The US is sending an unspecified number of 155mm cluster munitions due to a shortage of 155mm artillery ammunition;
- The US is also sending additional 155mm artillery pieces as Ukraine suffers heavy losses of equipment amid its now 5 week-long offensive;
- The US is also sending additional Bradley and Stryker vehicles in its most recent assistance package;

The EU plan to keep Ukraine’s military stocked at a cost of up to €20 billion ($22.3 billion) under the so-called European Peace Facility would support Kiev for at least four years, per EU top diplomat Josep Borrell. Is the bloc really capable of walking the talk?
"It will be interesting to see if the EU governments have the political guts to justify such a proposal," Paolo Raffone, a strategic analyst and director of the CIPI Foundation in Brussels, told Sputnik.
"The European population is increasingly showing unease with the prolongation of the war and with further financial allocation to Ukraine at the detriment of European and national social policies. The EU Commission has proposed €20 billion in defense that adds up to €50 billion [$55.6 billion] in financial support to the Ukrainian state. This is an enormous burden to European societies. The consequences will be seen in the national and European elections. All trends indicate that right-wing parties will strengthen."
Under the EU plan, the bloc would not directly pay for Ukraine’s weapons: Brussels will help countries cover their own costs of purchasing and donating weapons to Ukraine or providing training to the Ukrainian military.
"We proposed the creation of a dedicated session under the European Peace Facility to provide up to €5 billion a year for the next four years for the defense needs of Ukraine," Borrell said on July 20. Thus far, the EU has allocated €4 billion for the military fund since February 2022.
The proposal came on top of Brussels' plan to allocate €50 billion in non-military assistance to Ukraine between 2024 and 2027.
However, during the meeting, Hungary opposed the €20 billion in funding, saying that it would object to it until Kiev removes Hungarian bank OTP from its "war sponsors" list. Budapest has repeatedly criticized the EU's engagement in arming Ukraine, stressing that it does not believe the Kiev regime is able to win.
