NATO will support Ukraine until it wins – Stoltenberg

The bloc’s leadership has been scrambling to reassure Kiev that it won’t push for peace

NATO will keep arming Ukraine until Kiev decides the time is right to enter negotiations with Russia, Secretary General Jens Stoltenberg declared on Thursday. The statement came after Stoltenberg’s top aide seemingly suggested a deal whereby Ukraine would abandon its territorial claims in exchange for membership in the US-led bloc.

Speaking to Norwegian media, Stoltenberg said that NATO’s priority is “to support Ukraine militarily,”adding that “if you want a lasting, just peace, then military support for Ukraine is the way to get there. There is no doubt about that.”

“It is Ukraine, and only Ukraine, that can decide when the prerequisites for negotiations are present. And who can decide, around a negotiating table, what is an acceptable solution,” he continued. “Our task is to support them.”

Stoltenberg’s statement was not a radical departure from his previous rhetoric on Ukraine. The NATO chief has long insisted that Ukraine will fight until it defeats Russia or chooses to seek peace, but his latest affirmation of support came after his top aide cast doubt on the bloc’s commitment to Kiev’s aims.

Speaking on Tuesday, Stoltenberg’s chief of staff, Stian Jenssen, told a conference that a solution to the conflict “could be for Ukraine to give up territory, and get NATO membership in return.” Jenssen claimed that the idea was being actively discussed within NATO.

The remarks set off a wave of condemnation in Kiev, where Ukrainian President Vladimir Zelensky has outlawed negotiations with the Kremlin as long as Russian leader Vladimir Putin remains in power, and has promised to retake all of Ukraine’s former territory – including Crimea. 

NATO issued a statement within hours insisting that its Ukraine policy had not changed, while Jenssen apologized and said that his remarks were a “mistake.” He also praised Ukraine’s “heroic effort” against Russia and – contrary to what he had said only a day earlier – claimed that NATO officials were discussing “how much territory Ukraine is able to take back.”

The Ukrainian military has been locked into a counteroffensive against Russian forces since early June, with the operation aimed at pushing south through Russian defensive lines, reaching the Sea of Azov, and cutting off Russian access to Crimea. The operation has so far failed to achieve these goals, with the latest Russian figures claiming that Kiev has lost more than 43,000 troops since June, while managing to capture only a handful of hamlets and villages near Russian lines.

However, there is no sign that Kiev will seek peace in the near future. Despite reports of staggering losses* on the battlefield, debates within Zelensky’s cabinet are focused on whether to pour yet more men into the failing counteroffensive, or to dig in and attempt a fresh offensive next spring, Newsweek reported on Wednesday.

Ukraine may be forced to announce a maximum scale mobilization if there is ever a real threat to the country’s statehood, according to Verkhovna Rada MP and deputy chairman of the country’s national security committee Egor Chernev.

Speaking to Novosti.LIVE, the official explained that the country was currently in the second phase of mobilization out of four, but this number could be extended based on how long the conflict between Russia and Ukraine continues and the resources are required. 

“The fourth assumes that all men go to war,” Chernev said. “If the country is in danger and there is a real threat of losing statehood, then everyone will go,” he added, noting that he believes that “it is the duty of every man to defend his own country.” 

According to Ukrainian laws on mobilization, a fourth stage means that all able-bodied residents of the country between the ages of 18 and 60 will be called up for service.

The politician noted, however, that there were no plans to increase the mobilization level at the moment and that authorities were just focusing on making sure that the system worked.

Chernev’s comments come a week after Ukrainian President Vladimir Zelensky launched a sweeping military purge and sacked all of the regional military officials responsible for the country’s conscription campaign following a string of corruption scandals.

That was after Kiev’s authorities had exposed a scheme which allegedly allowed Ukrainian recruits to purchase fraudulent medical certificates to avoid conscription. 

Zelensky revealed that 112 criminal cases had been opened against officials working in local recruitment centers, with 33 suspects – including commissars and medical commission employees – accused of taking bribes in the form of both cash and cryptocurrency. 

The Ukrainian leader also officially signed a bill on Thursday to extend general mobilization and martial law in Ukraine for another 90 days, until November 15. Martial law was initially introduced in the country on February 24, 2022, after Russia launched its military campaign against Ukraine.

There’s an iconic scene in the 1990's cult classic movie, Reality Bites, where Leilaina, played by Winona Ryder, delivers the valedictory address. "What are we going to do now?" she asks, before following up with an even more pertinent question: "How can we repair all the damage we inherited?"
She then answers her questions with a plaintive, "I don't know."
In watching NATO and Ukrainian officials struggle to comprehend the reality of the situation they find themselves in, with the long-awaited and much-anticipated counteroffensive floundering against Russian defenses that have proved to be impenetrable, Leilaina's words came immediately to mind.
Ukraine has dispatched the last of its strategic reserves, led by the elite 82nd Airlanding Brigade, into the battle for the Zaporozhye village of Rabotino. Here, in fields made fallow by conditions of war, Ukraine’s best fighting forces have been eviscerated by Russian defenders who have refused to yield. Based upon the experience of the lead elements of the 82nd Brigade, this fate awaits them as well.

With the Ukrainian strategic reserve committed and soon to be defeated, there are no more forces of significance available to Ukraine and their NATO overseers capable of influencing the conduct of the battles raging all along the 1,000-mile line of contact between the armies of Ukraine and Russia.

 

Russia, meanwhile, retains an uncommitted reserve of some 200,000-plus fresh, well-trained and equipped forces which are leaning into the bit to be committed to battle. When they are eventually unleashed, Ukraine will lack the resources necessary to fend off their attack, signally the culminating moment in a Russian campaign designed to achieve just this result—the collapse of the Ukrainian ability to sustain large-scale ground combat.

While Ukraine is now set to receive F-16 Falcon fighter jets from NATO, they won’t be on the battlefield for at least six months, and they stand little chance of being effective for at least two years, meaning the program won’t affect the course of Russia’s special operation in Ukraine for a while, experts told Sputnik.


According to the latest deal hammered out between the NATO powers and Ukraine, the Netherlands and Denmark will together supply Kiev with 61 F-16 Falcon fighter jets of the older A/B variants - with updated equipment - in exchange for being permitted to buy newer versions of the jet from the United States.


Kiev has long sought Falcons, which were introduced as an interceptor in the 1970s to counter Soviet fighters and bombers, as a year and a half of combat has severely attrited its air forces. While Western powers that are former Soviet allies have until this point supplied Ukraine with Soviet-made aircraft from their own inventories, shipping Western-made fighters presents a new challenge since both Ukrainian pilots and Ukrainian technology will have to be adapted to use them.


Boris Rozhin, a military expert with the Center for Military-Political Journalism, an independent Russian military affairs think tank, said that the transfer of fighters would likely be slow and it would present few problems for Russian forces.


“It was promised that Denmark and Holland should receive 61 F-16 fighters according to their plans within three years. That is, some quantity will be delivered possibly before the end of the year, some parts will arrive in 2024-25 and even possibly in 2026. This is a rather lengthy process, at each stage of which geopolitical and technical problems may arise. Maybe the conflict will come to naught by then. Various things can happen. But there is no particular doubt that these aircraft will be provided in principle, the process is underway, approved by the United States,” he told Sputnik.


“It has already passed into the stage of practical implementation, so the planes will take part in the fighting. It depends on the quantity of the first delivery. In addition, how many aircraft will be delivered as part of the first batch is also unclear, as is the final number of aircraft that will be provided to Ukrainian troops,” Rozhin said.


“If the planes are nevertheless handed over, the pilots have time to master these machines and learn how to handle them correctly and efficiently, then they will be used to launch missiles. That is, they will also seek to carry out missile strikes against our facilities, because they fly at low altitudes,” Rozhin said.
