The European Union intends to begin discussions on admitting Ukraine and several other countries as early as October, European Council President Charles Michel announced on Monday.

Enlargement “is no longer a dream,”Michel told the officials from Albania, Bulgaria and former Yugoslav states gathered at the Bled Strategic Forum in Slovenia. 

“As we prepare the EU’s next strategic agenda, we must set ourselves a clear goal. I believe we must be ready, on both sides, by 2030 to enlarge,” Michel said. “This is ambitious, but necessary. It shows that we are serious.”

The bloc’s leaders will discuss enlargement at the next European Council meeting, said Michel, where they “will take a stand on the opening of negotiations with Ukraine and Moldova.” That meeting is scheduled for October. 

 

Another EU-Western Balkans summit, following up on last week’s event in Athens, will be convened in December. Michel said he expected Bosnia-Herzegovina and Georgia “to be back on the table”as well. 

For their part, the aspiring members need to adopt the “fundamental” EU values of “rights and dignity, democracy, and solidarity,” and implement the rule of law “in full respect of our diversity,” Michel argued.

The European Council head also offered an explanation as to why Ukraine and Moldova were granted candidate status in June last year. According to Michel, this was done because Russia “is attacking all that we believe in – freedom, democracy, prosperity, and cooperation.”

Albanian PM Edi Rama welcomed the expansion announcement, but voiced concerns that Ukraine was cutting in line ahead of the Balkans countries that had been waiting for membership for decades.

“Ukraine should be seen like a possible member state, but I wish this will not be [to the] detriment of the Western Balkans,” Rama said, according to AFP. Albania applied for membership in 2009, and was given candidate status in 2014. 

Serbian PM Ana Brnabic also pointed out that her country was given candidate status in 2012, only to see support for joining the EU plummet due to a lack of progress in talks.

Michel also noted that “resolving bilateral conflicts from the past” was a necessary requirement for joining the EU, because “there is no room for past conflicts within the EU.”

Ukraine is currently in a conflict, Moldova has not resolved the issue of Transnistria, while the bloc is pressuring Serbia to recognize its breakaway province of Kosovo as an independent state, though five of its own members have yet to do so.

Ukrainian servicemen from the 123rd Territorial Defense Brigade shot dead 23 of their colleagues for trying to desert by arbitrarily leaving their positions near Kherson, a source told Sputnik an employee of the Russian army, citing a source within the Ukrainian Armed Forces.

According to him, in order to conceal what happened, the Ukrainian military command included the executed soldiers in the lists of missing persons.

The adviser to the acting head of the Donetsk People's Republic Ian Gagin had previously mentioned the increase in cases of desertion in the Ukrainian military ranks.

In recent comments on French media, a top European Union official reaffirmed that Ukraine will be unable to join the NATO alliance, as it has long sought to do, while it remains in conflict with Russia.

“As long as the conflict continues on European territory, Ukraine cannot become a member of NATO,” Thierry Breton, the EU’s commissioner for internal market, said on Monday.

 

“Otherwise, under Article 5 of the North Atlantic Treaty, this will mean entry into the conflict of all of the countries in the alliance,” he added.

 

Article 5 is the line in the organization’s founding charter that provides for collective defense of all members: triggering Article 5 means all 31 members of the alliance will come to the defense of their fellow member under attack. It has only been invoked once, by the United States following the September 11, 2001, terrorist attacks carried out by the Al-Qaeda* terrorist network.

Breton added that Ukraine “understands” this, despite Kiev’s recent outbursts criticizing the alliance for being indecisive and slow to act.

Republika Srpska, the Serb half of Bosnia-Herzegovina, will propose to the central government to seek membership in BRICS, its president, Milorad Dodik, said on Monday. His comments come after BRICS admitted six new members last week, and the EU revealed a timeline for its own possible expansion.

“The EU has an alternative,” Dodik said in a post on X (formerly Twitter). “Since Brussels keeps making new and vague demands, I think Bosnia-Herzegovina should apply to BRICS. I believe it would be admitted faster.”

Republika Srpska will put forth a formal proposal for applying to the bloc in the coming days, Dodik added.

The 64-year-old former basketball player is currently serving his third term as president of Srpska, having sat on Bosnia’s three-member presidency between 2018 and 2022. While Dodik has been outspoken about his friendship and good relations with Russia, the Bosnian Muslim (Bosniak) and Croat representatives recently traveled to Ukraine to endorse the government in Kiev.

Bosnia-Herzegovina was partitioned between Srpska and the Bosniak-Croat Federation in the Dayton Accords – the US-brokered peace treaty that ended the former Yugoslav republic’s civil war in 1995. While there have been no further armed clashes since, the conflict between the three communities has continued by political means.

The US and the EU have justified their frequent interventions in Bosnian political affairs by saying that changes to the constitution and the power-sharing arrangement signed in Dayton are necessary for the country’s membership in the EU and NATO. The Serbs are ambivalent about the former, but adamantly opposed to the latter.

Earlier on Monday, European Council President Charles Michel told a gathering of Balkans and EU officials in Slovenia that the bloc aims to admit new members – such as Ukraine, Moldova, and the rest of former Yugoslavia – by 2030, if they do everything Brussels demands of them. Some of the aspiring members, like Albania, have voiced displeasure that Ukraine is jumping the line they’ve been stuck in for over a decade.

At last week’s summit in Johannesburg, the organization composed of Brazil, Russia, India, China, and South Africa decided to admit Argentina, Egypt, Ethiopia, Iran, Saudi Arabia, and the United Arab Emirates as well, with more countries likely to join in the future.

The European Union has grown progressively weaker due to the response of Brussels to the Ukraine crisis, Hungarian Foreign Minister Peter Szijjarto said on Tuesday. 

Speaking at the Bled Strategy Forum in Slovenia, Szijjarto argued that the EU had diminished so much, it now needed former Yugoslav states more than they needed to join the bloc.

The EU is “unfortunately, in very bad shape,” Szijjarto admitted, describing the situation as “worse than at any time in the past, in terms of security, economy and energy supply.”

The Hungarian official blamed this on “a series of failed measures” in response to the Ukraine-Russia conflict. Brussels, Szijjarto noted, chose to supply Kiev with weapons and therefore has not been able to make peace on the continent for the past 18 months.

Hungary has been consistently critical of the EU approach to the Ukraine conflict, refusing to participate in the program to train Ukrainian troops and banning the transit of military supplies through its territory. Budapest has also repeatedly called for peace talks with Moscow. 

Sanctions against Russia have “killed European competitiveness,” shrinking the EU’s share of global GDP to just 17% – five points down from where it was in 2010 – while China’s share has doubled from 9% to 18%. Szijjarto argued that the EU policy of “de-risking” its relationship with China by cutting back on economic ties will only make this worse.
