united nations decline.....It is no secret that United Nations mediation is in a state of decline. The U.N. is no longer in the lead role in conflict countries where the secretary-general and his representatives or special envoys are mandated to provide mediation and good offices. In most of these conflicts, powerful members of the Security Council, regional and subregional organizations are taking the lead, pushing the U.N. to the sidelines.
The only two conflicts where the U.N. is still clearly in the lead are Cyprus and Western Sahara, and, in both countries, it has failed for decades to make any progress. One needs only to look at how many U.N. envoys cannot enter the countries where they are supposed to be mediating or they have limited access to the actors they should be engaging with. The U.N. has been largely sidelined in many mediation processes by parties to, or backers of, these proxy conflicts, who are ironically taking the mediation lead (for example, in Syria and Yemen). In recent years, powerful P5 countries [the five permanent members of the Security Council — China, France, Russia, the United Kingdom and the United States] and others have routinely interfered with the appointment of the secretary-general’s envoys, effectively imposing candidates with little relevant experience. Many envoys have been appointed to countries they have never been and whose language they do not speak. The U.N. has made a great deal of effort since former Secretary General Kofi Annan’s “In Larger Freedom” reform proposals in 2005 to professionalize its mediation processes and establish a series of guidelines that place inclusion at the forefront.

When Ukraine's Foreign Minister Dmytro Kuleba last week told critics of his country's counteroffensive to "shut up", accusing them of "spitting in the faces" of frontline soldiers, it was obvious who his fury was directed at.
Key points:Over the past few weeks, anonymous "Western officials" have been speaking to US newspapers, giving bleak assessments of Ukraine's counteroffensive and its ability to sever Russia's land bridge to Crimea by the end of the year.
During a visit to Spain last week, Mr Kuleba dared those unnamed critics to "come to Ukraine and try to liberate one square centimetre by themselves".
While the pace of the counteroffensive may have been slower than expected in the past three months, there is cause for optimism amongst Western allies over Ukraine's progress in this past week.
On Friday, White House National Security Council spokesman John Kirby was upbeat in his latest assessment.
"We have noted over the last 72 hours or so, some notable progress by Ukrainian armed forces ... in that southern line of advance coming out of the Zaporizhzhia area," he said.
The recent liberation of the village of Robotyne has been a huge morale boost for Ukrainian forces.
Mr Kuleba described it as the first step to cutting off the land bridge and strangling Russian supply lines.
"We are opening the way to Tokmak and, eventually, Melitopol and the administrative border with Crimea," he said.

Ukraine has suffered heavy losses during three months of its summer counteroffensive against Russia but has failed to achieve its goals at any part of the front line, Russian Defense Minister Sergey Shoigu has reported.
Kiev’s forces have lost more than 66,000 troops and over 7,600 heavy weapons since launching their push in early June, the Russian official estimated on Tuesday.
Despite the “colossal” cost in manpower and equipment, the Ukrainian government continues its operation because it desperately needs to show some kind of success to its Western sponsors, Shoigu also claimed.
The most tense situation remains in Zaporozhye Region, where Kiev deployed brigades from its strategic reserves that had been trained with the help of Western instructors, the minister said.
