On Jan. 9, the Biden administration will begin negotiations in Geneva over the “Putin Ultimatum,” two sets of demands presented to the U.S. and NATO. If accepted, they would destroy 30 years of post-Cold War European security policy while opening the path to Russian Empire 3.0 — the latest imperial iteration after the Romanoffs and the Soviets.

Russia’s irridentist push is the most serious challenge to the U.S. presence in Europe and to the Atlantic Alliance since the Berlin crises of the 1940s and 1960s. The Kremlin wants to reverse 30 years of post-Cold War peace and 75 years of relative stability in Europe following the 1945 defeat of Nazi Germany, guaranteed by the 1975 Helsinki Accords and the 1990 Paris Declaration.

Moscow’s anti-status quo verve could lead to a Cuban missile crisis-style escalation, with unpredictable consequences. The Biden administration and NATO allies should pay close attention to the Kremlin’s threats — and be fully prepared to deter potential aggression.

The dual goal of Putin’s ultimatum is to emasculate NATO, creating a geo-strategic space to swallow Belarus and possibly Ukraine, while denying the alliance options to oppose Russian imperial rebuilding. Moscow is doing this simultaneously with Beijing’s pressure on Taiwan, threatening to open two far-flung fronts against the U.S., in Europe and the Pacific.

The balance of power in Europe has shifted due to the alliance members’ chronic neglect of military capabilities and Germany’s unchecked historic guilt — and appetite for Russian gas. At the same time, Russia’s military buildup and domestic shift toward a police state that veteran human rights activist Dr. Lev Ponomarev calls a transition to fascism, made the Kremlin more truculent.

As Washington signals weakness with a disastrous pull-out from Afghanistan, Moscow is reverting to the status quo of the previous 500 years: making Russia the strongest military power in Northern, Central and Eastern Europe. The Kremlin is now confident that it can dictate geopolitical outcomes in the region.

Russian demands outlined in the Dec. 17 treaty draft to NATO are radical. Moscow insists that the U.S. cease to fly heavy bombers or sail surface ships anywhere in the range of potential Russian targets and that it removes intermediate range missiles staged outside U.S. borders. It promises to reciprocate, but cheated in the past by deploying Iskander nuclear capable missiles in Kaliningrad.

Moscow further demands a full NATO pull-out from Eastern Europe to the lines that existed before the first round of expansion in May 1997, cancellation of the 2008 NATO declaration of intent to accept Ukraine and Georgia, and a U.S. commitment not to invite them to the alliance. Moreover, it stipulates that the U.S. guarantee a full ban of NATO forces and military bases in states of the former USSR not currently in the alliance, and pledge not to conduct any military exercises with post-Soviet countries.

This is the core of the Ultimatum: Western recognition of a Great Russian Empire that includes Belarus, Ukraine and in the future possibly the Russian-speaking parts of Kazakhstan — a sphere of influence from the Dnipro to the Oder.

Today, Moscow is re-fighting the Livonian wars of Ivan the Terrible, the expansionist campaigns of Peter I in the Baltics, and conquests of Ukraine and Poland by Catherine the Great. The USSR under Stalin topped off the czarist expansion by grabbing Western Ukraine and the Baltics in a deal with Hitler in 1939 and creating an empire in Central Europe after 1945.

These conquests made Russia a near-hegemon in Europe. Today, wielding the energy weapon and building a Russlandversteher (Russia-hugger) lobby by appointing retired German Chancellors (Gerhard Schröder) and French Prime Ministers (Francois Fillon) on corporate boards, Russia thinks it has the leverage for another triumph.

There is a fundamental difference, however, between the Russia of today and its imperial ancestors. During the 1945 Yalta conference, which recognized the Soviet empire in Eastern Europe, Stalin was the ally of the U.S. and U.K. He had sacrificed 26.6 million people, or 15.5 percent of the Soviet population, to fight Hitler — and his armies already occupied most of the territory he later claimed. The West had no resources to start another major war.

Modern Russia, on the other hand, wants to renegotiate the outcome of the Cold War — by blackmail and the use of force if necessary. Putin’s Munich 2007 speech, the wars in Georgia, Ukraine and Syria are all about this: regaining the empire and great power status.

While the Geneva negotiations are necessary and agreements on arms control and limitations of deployment may be needed, the integrity of the NATO alliance is not negotiable. NATO is a defensive alliance which will not preemptively attack a nuclear power like Russia. It has a combined GDP of $40 trillion and population of 943 million versus Russia’s $1.5 trillion and 146 million, respectively.

Europe consumes the lion’s share of Russian oil and gas, and the West supplies the bulk of investment and technology for Russian economic development. The chances are high — 25 percent or more, I’d say — that Putin may invade Ukraine. However, it is much easier to start a war than to end it. Many Russian rulers — from Ivan the Terrible to Nicholas II to Gorbachev — learned this bitter lesson too late. The result was the “Time of Troubles” or imperial collapse.

One hopes that cooler heads will prevail, but we are facing a clear and present danger in Europe. The U.S. and the West need to prepare for choppy waters and a rocky ride ahead.

Chaos and division is the real goal for Russia

There’s only one person who’ll be genuinely pleased with the Intelligence and Security Committee’s Russia report, finally revealed on Tuesday, and that’s Vladimir Putin. Russia emerges as an amorphous and formidable enemy — all the more so because the inconclusive and much-redacted report contains next to no substantiated allegations. Instead Russia appears as a phantom, unknowable menace, and this will spawn a thousand conspiracy theories far more corrosive and confusing to our politics than any Moscow-generated Twitter-storm or document leak.

There’s no smoking gun on Brexit. Yet the government-induced delay in publication allows anyone that way inclined to imagine a cover-up. Even the insistence that the state should do more to prevent Russian meddling plays into Putin’s hands. The fear of Russian interference in British elections creates chaos and division — and this, rather than any particular result, is Putin’s real goal.

Russia may be reeling from a collapse in oil prices [NOT AT THE MOMENT!!!!] and one of the highest rates of Covid-19 infection in the world, but Moscow relies on pushing the idea that it’s the West that is really in trouble, racked with violent culture wars and suffering from a profound loss of faith in its own values. The Kremlin’s new party line is: we may have it bad, but their crisis is much worse. And where Putin’s propagandists lead, its trolls and hackers follow.

If recent history is anything to go by, the raging divisions around the Black Lives Matter movement are also a sweet spot for Russian trolls set on fanning the flames of the West’s self-immolation — in the UK, in the EU and especially in America. A US Senate Intelligence Committee investigation into the 2016 US presidential election concluded that a Russian fake-news campaign targeted ‘no single group… more than African-Americans’. Russian operatives used social media to suppress black voter turnout and stoke division along racial lines. One Facebook page that the group operated, Blacktivist, racked up 11.2 million user engagements and more than 360,000 likes by September 2017 — compared with the 301,000 likes of the verified Black Lives Matter Facebook account.

Russian trolls are equal-opportunity provocateurs. Between 2014 and 2017 the Internet Research Agency, a troll farm based in St Petersburg funded by close Putin ally Yevgeny Prigozhin [SHIT! HE’S DEAD NOW!!!!], ran thousands of Twitter, Facebook, Instagram and YouTube accounts propagating both pro-black and pro-Southern culture themes in the US — as well as pro-Scottish independence and Brexit-related tweets and posts [NOTE: RUPERT MURDOCH’S MEDIA REACHED MORE THAN 400 MILLION PEOPLE MANY TIMES OVER IN TRUMP’S FAVOUR]. A detailed 2018 study by the University of Washington found that Russian-controlled Twitter accounts that mentioned the hashtag #BlackLivesMatter were disseminating not only pro-BLM messages but also ironic anti-BLM memes such as ‘What is this world coming to when you can’t aim a gun at some cops without them shooting you? #BlackLivesMatter’. And just in case that wasn’t cynical enough, Russian trolls even sought to discredit BLM by promoting the message that ‘#BlackLivesMatter is an arm of the Russian government’ [THIS DOES NOT MAKE ANY SENSE].

Is the Internet Research Agency still up to its old tricks during the latest season of violence and civil strife that has spread from America to the UK? Most certainly, according to seven US officials briefed on the latest intelligence who spoke recently to the New York Times, and warned that Russia’s SVR foreign intelligence agency has stepped up the scale and sophistication of its efforts to fuel discord. ‘We see Russia is willing to conduct more brazen and disruptive influence operations because of how it perceives its conflict with the West,’ David Porter, a top agent in the FBI’s Foreign Influence Task Force, told an election security conference in Washington in February. ‘To put it simply… Russia wants to watch us tear ourselves apart.’

While Facebook and Twitter have become more vigilant about fake accounts, the Russians have also become much better at covering their tracks. After technical details of how fake accounts were spotted emerged during the Congressional investigations, trolls now take care to remove traceable watermarks from their photographs and avoid overtly racist language that gets flagged up by automated systems. Rather than use public pages to spread messages as widely as possible, as in 2016, Russian operatives are — according to the officials who briefed the New York Times — using private Facebook groups, posts on the online message board 4chan and closed chat rooms that are more difficult to monitor. And in a sinister echo of the micro-polling strategies developed by Cambridge Analytica, these messages and groups are tightly targeted on swing voters in swing states.

It’s no surprise that Russia is so good at influence operations in the West given how long it’s been doing them. In the 1920s and 1930s the brilliant Moscow-backed German Communist agitator and networker Willi Münzenberg set up and channelled money to dozens of front organisations, from the League against Imperialism to Workers International Relief, in order to draw thousands of liberal-minded people into supporting good causes secretly funded by the Communist International. Münzenberg called them his ‘innocents’ clubs’. These arms-length organisations had much wider influence than overtly Soviet propaganda organs such L’Humanité or the Daily Worker— just as today’s fake accounts have more influence than the conspiracy-theory spewing Sputnik news agency and the RT (formerly Russia Today) news channel, where it was recently claimed that BLM was a front organisation funded by George Soros.

In 1927, well before Europe had become the cultural suburb of the US that it is today, Münzenberg’s network whipped up global protests against the execution of a pair of American anarchists, Nicola Sacco and Bartolomeo Vanzetti, convicted for double murder during a robbery. Protests in support of Sacco and Vanzetti were held in every major city in North America and Europe, as well as in Tokyo, Sydney, Melbourne, São Paulo, Rio de Janeiro, Buenos Aires, Montevideo, Johannesburg, Auckland and even by the pearl divers of Dubai. After the pair eventually went to the electric chair, just after midnight on 23 August 1927, angry rioters destroyed property in Paris, London and other European cities.

The Soviets covertly channelled funds to the Campaign for Nuclear Disarmament and to the National Union of Mineworkers during the 1984 strike. And though FBI director J. Edgar Hoover’s suspicions that Martin Luther King was receiving Russian funds were unfounded, Soviet propagandists used American racism to discredit Washington’s claim to moral leadership during the Cold War. Whenever the USSR was criticised for its human rights abuses, the standard official rebuttal ‘and you lynch Negroes’ was so proverbial that it became shorthand for Soviet whataboutism.

 

Today, Russian propagandists no longer have to recruit useful idiots to further their cause. They can simply speak directly to millions through social media. And their task is easier than for earlier generations of influencers, because instead of spreading the message of communism, the modern Russian trolls’ aim is a simple reversal of St Francis of Assisi’s prayer: to bring discord in place of harmony, error instead of truth, and despair where there is hope.

But what is most chilling of all is that perhaps for the first time since the Great Depression, Russia’s latest divisive interference comes in a period when not only the US’s leadership of the free world, but also its faith in itself, are starting to waver. The hostile takeover of the once-moderate US Republican party by Trumpian nationalists on the right and the destruction of classical liberalism by the zealotry of political correctness on the left makes America more vulnerable than ever to the kind of toxic nihilism put out by the Kremlin.

Brexit and an ongoing crisis in confidence in the EU across the continent are also music to the Kremlin’s ears. Any kind of discord in the West reinforces Putin’s fundamental message to his own people and to the world that democracy is a weakness, not a strength. Vladimir Lenin, quoting Nikolai Chernyshevsky, wrote ‘the worse, the better’ of the collapsing Tsarist regime. The same is true for Putin. The more divided the West is by its own culture wars, the better his own rule looks in comparison. Putin, presiding over a corrupt and ailing economy that is just one fifteenth the size of America’s, cannot hope to destroy what the KGB used to call the main adversary. But Russia can help — and certainly is helping — America and its allies to destroy themselves.

German Foreign Minister Annalena Baerbock has branded Chinese President Xi Jinping a “dictator,”warning that a Russian victory in the Ukraine conflict could embolden leaders like him.

In an interview with Fox News released on Thursday, Baerbock was asked for her take on how Berlin and the West think the hostilities between Kiev and Moscow will end. According to the foreign minister, the only outcome can be “liberty and peace in Ukraine.”

“Because if [Russian President Vladimir] Putin were to win this war, what sign would that be for other dictators in the world? Like Xi, the Chinese president? So, therefore, Ukraine must win this war,” she said, reiterating Germany’s commitment to support Kiev for “as long as it takes.”

China’s Foreign Ministry has yet to comment on the remarks.

Baerbock is not the first Western leader to openly label Xi a “‘dictator” in recent months. In June, US President Joe Biden made a similar statement following an incident involving a Chinese balloon that strayed into US airspace and was shot down by an American fighter jet earlier this year. While Washington claimed the vessel was spying on US military facilities, Beijing denied the allegation, saying it had veered off course due to “force majeure factors.”

“That’s a great embarrassment for dictators. When they didn’t know what happened. That [balloon] wasn’t supposed to be going where it was,” Biden said at the time. His remarks drew a sharp rebuke from Beijing, which called them “extremely absurd and irresponsible.”

Baerbock’s comments also come after the German government released its first-ever “Strategy on China” in July, which called for a change in its approach to Beijing. The document insisted on cutting the country’s dependence on China – Germany’s main trading partner – in a number of “critical sectors,” including medicine, lithium batteries, and elements used in chipmaking.

While recognizing that China remains Germany’s key partner in tackling climate change and fostering sustainable development, Berlin voiced concerns about what it called Beijing’s increasingly assertive policies and attempts to “reshape the existing rules-based international order.”

In April, Baerbock warned Europe not to turn a blind eye to tensions between Beijing and Taiwan – a self-ruled island that China considers part of its sovereign territory – noting that it could lead to a “worst-case scenario” for the global economy.

The US Department of Homeland Security has released a new threat assessment report highlighting the dangers facing Washington. Among other things, it warns of AI technology by foreign actors to spread alleged “disinformation” – and presents an obviously satirical video by RT as an example of such activities.

The report, released last week, states that Washington’s “nation-state adversaries,” including Russia, China, and Iran, “continue to develop the most sophisticated malign influence campaigns online.” The alleged effort is now boosted by AI technology, which enables “the rapid creation of an endless supply of higher quality, more idiomatically correct text,” which purportedly gives the US’ adversaries a “greater aura of credibility.”

“Russian influence actors have used new AI technology in select cases to augment their operations. For instance, in June, an RT (formerly Russia Today) social media account created and shared a deepfake AI-generated video disparaging the US President and other Western leaders,” the assessment reads.

The example listed apparently refers to a video released by RT back in June that portrays Western leaders, including US President Joe Biden, French President Emmanuel Macron, and President of the European Commission Ursula von der Leyen using various unorthodox techniques in search for inspiration to hatch a new package of anti-Russian sanctions. The obviously satire video was never advertised by RT as actual footage of the process of developing sanctions.
