The Ukrainian Ministry of Defense says it has purchased 50,000 sets of women’s uniforms for the first time since the start of the conflict. The announcement by Defense Minister Rustem Umerov comes a day before an expected parliamentary vote on amendments to the law on mobilization.

The proposed changes have caused a public outcry, with some calling them “unconstitutional” and aimed mainly at cracking down on draft dodgers. While it has been said that the changes to legislation do not foresee the conscription of women, such proposals have been previously voiced.

“For the first time, the Ministry of Defense purchased 50,000 sets of women’s uniforms, 100,000 electric heaters, and 15,000 active headphones,” Defense Minister Rustem Umerov wrote in a Facebook post on Monday.

Last month, Ukrainian MP Inna Sovsun said the government should consider drafting women if deemed necessary. She suggested the provision of uniforms for women as among the preparations needed to implement the plan. Last October, requirements for the military registration of women with a medical degree entered into force.

More than 60,000 women already serve in the Ukrainian army, making up about 7% of the country’s armed forces, according to the Ministry of Defense.

Kiev has been struggling to mobilize enough men to send to the frontline. President Zelensky told journalists last month that 450,000-500,000 new soldiers were needed, but that achieving this was a “sensitive issue.”It comes in the wake of a large-scale counter-offensive by Ukraine last year, which has been acknowledged as a failure by the armed forces chief, Gen. Valery Zaluzhny. Ukraine has also suffered several setbacks in obtaining aid, with Republicans in Washington blocking a $61 billion military package and Hungary vetoing an EU financial deal worth €50 billion.

The number of severely wounded Ukrainian soldiers streaming from the frontline to the rear has soared by 30% with many of them crippled for life, ABC News reported on Tuesday citing the head of one major hospital.

According to Dr. Sergey Ryzhenko, who is in charge of the Mechnikov Hospital in Dnepr, the surgical facility – deemed one of the oldest and largest in Ukraine – is now taking in between 40 and 100 seriously wounded service members a day.

He noted that during the same period his team is performing between 50 and 100 surgical procedures on the soldiers, many of which are amputations. Ryzhenko told the outlet that doctors at the hospital have performed amputations on about 3,000 service members since the escalation of the Ukraine conflict in February 2022.

ABC also spoke with a Ukrainian amputee who lost his arm in a Russian drone strike, noting that these weapons have become one of the most dangerous in Moscow’s arsenal.

The article, citing unnamed Ukrainian soldiers, said that the number of wounded is rising as Russian forces now enjoy key advantages, including a greater number of drones, the capability to counter Kiev’s own unmanned aerial vehicles as well as larger stocks of ammo.

In terms of military supplies, Ukraine is heavily dependent on its Western backers. The US has struggled to approve further funding for Ukraine due to Republican opposition in Congress; additionally, the EU has so far been unable to greenlight €50 billion ($54 billion) in aid for Kiev because of Hungary's veto.

Ukraine has been reluctant to release the official data of its battlefield losses but it recently announced plans to mobilize an additional 500,000 troops.

The conscription campaign, which has been underway since the early days of the conflict, has been marred by draft dodging and corruption. Ukraine’s former Prosecutor General Yury Lutsenko suggested that Kiev might convince the population to join the fight by revealing the true scale of its losses, which he estimated at 500,000, or 30,000 a month.

Officially, Germany has spent about €17.1 billion (US$18.7 Bln) on military assistance to Kiev for NATO’s ongoing proxy war against Russia in Ukraine, with an additional €3.83 billion (US$4.2 Bln) committed to economic and humanitarian assistance. Unofficially, the figure may be over three times that.

German assistance to Ukraine through European Union institutions accounts for “half” of the bloc’s total assistance to Kiev, and its time for other EU members to pick up the slack, Finance Minister Christian Lindner has revealed.

 

 

“At the moment, Germany pays for half of all EU aid to Ukraine. We accept the responsibility because we know what’s at stake,” Lindner said at a recent meeting of the Free Democratic Party – one of the members of Chancellor Scholz’s Traffic Light coalition.

 

But “it should not happen that Germany does more so that others can do too little,” Lindner added, without naming the countries he thinks aren’t pulling their weight.

Lindner’s comments offer important clues regarding the true extent of German involvement in the Ukrainian crisis, revealing Berlin’s stake to be much larger than previously assumed.

According to the latest figures from the Kiel Institute for the World Economy, Germany committed some €20.93 billion ($22.9 billion) in military, economic and humanitarian aid to Ukraine between January 2022 and the end of October 2023.

Ukrainians living abroad must register for military service, according to a recently adopted government decree, the consulate in the UK has announced.

In a statement released on Wednesday, it explained that the instruction is in response to numerous inquiries from Ukrainians residing in the country. According to the new rules, Ukrainian nationals must register for the military “in case of staying outside Ukraine for a period of more than three months,”the consulate stated. New arrivals must present at Ukrainian diplomatic institutions within a week of entering Britain, it added.

Currently, there are no penalties for avoiding military registration, the consulate stated, denying rumors that consular services are being withheld from people who do not sign up. The situation, however, could change if these provisions are included in the new mobilization law currently being considered by the Ukrainian parliament, it warned.

Previously, Batkivshchyna party MP Vadim Ivchenko, who sits on the parliamentary committee on National Security, Defense and Intelligence, warned that Ukrainians living abroad who have not registered for military service may end up being denied both consular and banking services under the new law. It remains unclear whether the provisions will be included in the new legislation, which is expected to be voted on in the first reading on Thursday.

The mobilization law was introduced in the Ukrainian parliament late last year. It proposes lowering the draft age from 27 to 25, eliminating exemptions for some categories of disabled people, and other measures to bolster the ranks of the military.

Shortly before the mobilization bill was put forward, Ukrainian President Vladimir Zelensky said the military had asked him to round up another 450,000 to 500,000 soldiers. This claim has been disputed by Ukraine’s top general, Valery Zaluzhny, who insisted the military had not come up with exact figures, but wanted the government to ensure a steady flow of recruits to meet its combat needs and make up for losses.

Kiev has never officially disclosed the country’s casualty numbers amid the conflict with Russia, yet the tally is widely believed to be in the hundreds of thousands. According to the latest estimates by Russian Defense Minister Sergey Shoigu provided on Tuesday, Ukraine lost more than 215,000 troops and 28,000 pieces of military hardware last year alone.

Last month, the minister claimed that Kiev has lost more than 383,000 service members, killed or wounded, since the beginning of the hostilities, with more than half of the casualties sustained during its summer counteroffensive, which was launched early last June.

The Ukrainian government should leave behind its “old-school mentality”and implement true equality in the armed forces, Kiev’s chief military adviser for gender issues, Oksana Grigorieva, has argued.

Kiev is currently overhauling its military service system, with lawmakers debating amendments to lower the mobilization age and penalize draft-dodgers. There are currently no plans to conscript women, but the idea has previously been raised.

“Our constitution states that it is the duty of every Ukrainian to protect their homeland, so it is only right that women serve too,” Grigorieva told British newspaper The Times on Wednesday. Russia “isn’t simply going to disappear,” she argued, so “like Israel, we have to be prepared for this and that means training up both men and women to be ready for war.”

Ukraine’s armed forces continue to experience dire personnel shortages on the battlefield, as has been admitted by a number of top Ukrainian military officers, including Land Forces Commander Aleksandr Pavlyuk, who warned on Monday that “no one can sit out” mobilization.

The Ukrainian parliament on Wednesday advanced the proposal to enable the mobilization of certain categories of convicted criminals. Those who join up may see their sentences reduced or commuted.

With no votes against and 281 in favor, proposal 11079-1 sailed through the Verkhovna Rada in the first reading, lawmaker Yaroslav Zheleznyak wrote on his Telegram channel.

As written, the bill allows courts to grant conditional parole to inmates serving sentences at correctional facilities, so they can enlist in the military.

Persons convicted of rape, sexual assault, murder of two or more persons, crimes against the national security of Ukraine, drunk driving that resulted in death of at least one person, corruption, terrorism or financing of terrorism would not be eligible.

However, Zheleznyak said he expected the second version of the bill would expand eligibility to those convicted of corruption and more “serious” crimes. 

The bill would also add a provision to the criminal code that evasion of military service by those paroled would be punishable by 5-10 years in prison.
