Ambassadors from EU member states in Russia have “completely discredited themselves” and failed their own citizens, Foreign Ministry spokeswoman Maria Zakharova has said, accusing them of refusing to meet Moscow’s top diplomat Sergey Lavrov.

Zakharova touched on the matter in an interview with TASS on Tuesday, stating that the Russian public is now wondering why exactly the missions from the bloc’s member states are needed at all, given their reluctance to actually fulfill their duties.

“I believe that conclusions will be drawn, and I have no doubt that [the envoys] have completely discredited themselves within our country and abroad,” Zakharova stated.

The ambassadors have effectively breached their duties, failing the citizens of their home countries, she asserted.

“In fact, it is their citizens, the citizens of their countries who need to ask the question, what are you [EU diplomats] doing in Russia anyway? Do you participate in events only to your taste or do you participate only in events of an anti-Russian flavor?” Zakharova wondered.

The issue was first raised by Foreign Minister Sergey Lavrov on Monday, with the top diplomat explaining he had invited EU states’ envoys for a meeting concerning the upcoming presidential election in Russia. Moscow had accumulated assorted materials on the activities of the missions, including on the “creation of certain support projects for non-systemic opposition” and wanted to warn the ambassadors against election meddling, Lavrov said. The envoys, however, refused to show up for the meeting shortly before it was set to begin, he stated.

The EU mission in Russia appeared to confirm the account, telling RBK it believed the envoys had a right to skip the meeting. “We were invited to discuss the relations between the EU and Russia, but now Minister Lavrov is saying that he wanted to lecture us. This proves that we were right to decline the invitation,” the mission stated.

The alleged refusal provoked an angry reaction from ex-Russian President and current deputy head of the Security Council, Dmitry Medvedev, who suggested all the diplomats involved in the affair should be expelled.

“All these ambassadors should be kicked out of Russia, and the level of diplomatic relations should be demoted,” Medvedev wrote on X (formerly Twitter) on Monday, arguing that the conduct of the envoys “goes totally against the very idea of existence of diplomatic missions.”

The decision of French President Sarkozy that France re-enter NATO’s integrated military structure is, as his supporters have pointed out, the confirmation of a series of earlier shifts. The validity of these changes was debatable at the time but they are now a fixture of the French political landscape. 

2Indeed, France played a part in NATO’s survival after the Cold War by agreeing to an intervention in 1994-1995 in Bosnia-Herzegovina, and, later, in 1999 – this time without a UN mandate – in Kosovo and more generally in Yugoslavia. As early as December 1995, France re-entered NATO’s Military Committee. France had agreed to intervene outside its original sphere of influence. 

3At the beginning, the Atlantic Alliance, of which France never ceased to be a part, was a defensive alliance, restricted to the Euro-Atlantic zone. Over the years, and particularly since 1999 (Kosovo) and 2001 (Afghanistan), it has become a global alliance committed to stabilization and peace-enforcement operations. This is effectively a shift in the organization’s stated purpose. NATO is now portrayed as ‘the UN’s military arm,’ [IT IS NOT: IT IS THE USA MILITARY TRUNCHEAON] yet this has not always been the case. During the Kosovo conflict, NATO bombed Yugoslavian cities, supplanting the UN whose Security Council had not issued a mandate for intervention. We can only hope that this regrettable situation will not be repeated. It is worth noting, however, that the manner in which the Kosovo conflict was dealt with set a precedent that led to the invasion of Iraq by a ‘coalition of volunteers’ led by the United States and, for the most part, recent or older members of NATO. In opposing the invasion of Iraq, France was a minority within the United States-dominated organization, as well as within the European Union.

4Furthermore, France has now become one of the main contributors to NATO’s ‘stabilization operations.’ As such, was it necessary to take things further by re-entering NATO’s Defense Planning Committee (DPC) as well as its Chief of Staff ranks? In other words, France is once again a part of NATO’s integrated military structure, which remains, from an operational point of view, under the supreme command of an American general. Justifying this decision is no small task because it is a political and symbolic decision whose importance should by no means be played down.

The US Embassy in Moscow has warned that “extremists” are plotting to carry out attacks in the Russian capital within the next few days.

“The embassy is monitoring reports that extremists have imminent plans to target large gatherings in Moscow, to include concerts, and US citizens should be advised to avoid large gatherings over the next 48 hours,” the diplomatic mission said in a statement on its website in the early hours of Friday local time.

It urged Americans to stay vigilant and “monitor local media for updates.”The embassy did not provide any additional details about the alert.

The Russian authorities have not commented on the notice yet.

The alert was issued amid the ongoing tensions between Moscow and Washington. On Thursday, the Russian Foreign Ministry summoned American ambassador Lynne Tracy, demanding that the embassy cut all ties with three US-funded NGOs whose work was recently banned in Russia.

The Foreign Ministry further threatened to expel “any US Embassy employees” who will attempt “to interfere in the domestic affairs of the Russian Federation, including subversive campaigns and misinformation” in the context of the conflict in Ukraine and the upcoming presidential election in Russia.
