The West is willing to ignore Ukraine’s obvious support for neo-Nazi ideology because it serves its purposes in the stand-off with Russia, Foreign Minister Sergey Lavrov has said.

In an interview with the educational project ‘No Expiration Date’ published on Saturday, Lavrov stressed that Russia attaches great importance to preserving its historical memory and legacy, arguing that it remains one of “the guardrails of our sovereignty.” He expressed outrage that Ukraine, along with several other nations, was trying to “rewrite history.”

Those countries, Lavrov said, seek “to equate those who defeated Nazism with the Nazi hordes themselves,” saying that Ukraine had become an especially notorious example in this regard.

However, the resurgence of Nazi ideology in Europe started long ago, after the Baltic countries joined the EU and NATO in the early 2000s, Lavrov continued. He recalled that when Russia expressed concerns about the pace of integration, the West gave Moscow assurances that the Baltic states would become less “Russophobic” after joining the two blocs. However, the opposite happened, with support for Nazi ideology becoming more apparent in the region, the minister said.

Meanwhile, the West and the US turned a blind eye to Ukraine’s crackdown on Russian culture and the flourishing of neo-Nazi ideology in the ex-Soviet republic, the minister noted. “Duplicity and acquiescence... [and a desire to] forgive anything, including an open push to introduce Nazi theory and practice, have become common only because the West and the United States feel comfortable having [Ukraine] as a tool in the fight against Russia,” he stated.

Russian President Vladimir Putin has repeatedly said that Moscow’s key goals in the Ukraine conflict are the “denazification” and “demilitarization” of Ukraine. Another key objective is Ukraine’s neutrality, which implies abandoning its aspirations to join NATO. Russia views the expansion of the US-led military bloc towards its borders as an existential threat.

Ukraine is now allowed to use Western weapons to hit targets inside Russia. What will this decision change and how will it affect the front line in Ukraine?

Up until now, Western countries restricted the use of their weapons to military targets located inside Ukraine, including Crimea and occupied territories. They were concerned that attacking targets across the internationally recognised border with weapons provided by Nato countries would escalate the conflict.

But the latest Russian advance in the north-eastern Kharkiv region convinced Kyiv’s allies that in order to defend itself, Ukraine must be able to destroy military targets on the other side of the border as well.

Last month, Russia launched a massive ground assault in the region, opening a new front and capturing several villages. The Russian advance posed a serious threat to Kharkiv, Ukraine’s second-largest city, which is just 30km away from the border.

President Putin’s press conference on Wednesday in Uzbekistan might have been the most unusual and extraordinary event in his 24-year political career. After addressing the Constitutional issues surrounding Ukrainian President Zelensky’s decision to remain in office beyond his four-year term, Putin delivered a brief but disturbing statement on NATO’s plan to fire long-range weapons at targets inside Russia. Putin made it clear that Russia would respond to these attacks and that the countries that provided the weapons systems would be held responsible. He also gave a very detailed description of how the systems work and how they require contractors from the country-of-origin be directly involved in their operation. What is so remarkable about Putin’s comments is not the fact that they bring the world closer to a direct confrontation between nuclear-armed adversaries, but that he had to remind political leaders in the West that Russia is not going to sit back and be their punching bag. Here’s part of what Putin said:

With regard to the strikes, frankly, I am not sure what the NATO Secretary General is talking about. When he was the Prime Minister of Norway, (we had good relations) and I am positive he was not suffering from dementia back then. If he is talking about potentially attacking Russia’s territory with long-range precision weapons, he, as a person who heads a military-political organisation, even though he is a civilian like me, should be aware of the fact that long-range precision weapons cannot be used without space-based reconnaissance. This is my first point.

My second point is that the final target selection and what is known as launch mission can only be made by highly skilled specialists who rely on this reconnaissance data, technical reconnaissance data. For some attack systems, such as Storm Shadow, these launch missions can be put in automatically, without the need to use Ukrainian military. Who does it? Those who manufacture and those who allegedly supply these attack systems to Ukraine do. This can and does happen without the participation of the Ukrainian military. Launching other systems, such as ATACMS, for example, also relies on space reconnaissance data, targets are identified and automatically communicated to the relevant crews that may not even realise what exactly they are putting in. A crew, maybe even a Ukrainian crew, then puts in the corresponding launch mission. Let’s summarize:

1. The long-range precision weapons (missiles) are provided by NATO countries
2. The long-range precision weapons are manned by experts or contractors from the country of origin
3. The long-range precision weapons must be linked to space reconnaissance data provide by the US or NATO
4. The targets in Russia are also provided by space reconnaissance data provide by the US or NATO

The point that Putin is trying to make is that the long-range missiles are made by NATO, furnished by NATO, operated and launched by NATO contractors, whose targets are selected by NATO experts using space reconnaissance data provided by NATO. In every respect, the prospective firing of long-range precision weapons at targets in Russia, is a NATO-US operation. Thus, there should be no confusion about who is responsible. NATO is responsible which means that NATO is effectively declaring war on Russia. Putin’s lengthy comments merely underscore this critical point. Here’s more from Putin:

So, these officials from NATO countries, especially the ones based in Europe, particularly in small European countries, should be fully aware of what is at stake. They should keep in mind that theirs are small and densely populated countries, which is a factor to reckon with before they start talking about striking deep into the Russian territory. Naturally, the western media has focused all its attention on the paragraph above, and for good reason; Putin is stating the obvious: ‘If you attack Russia, we will retaliate.’ That is the underlying message. Here are a few of Friday’s (hysterical) headlines:

Is that what this is all about; testing Putin to see if he’s bluffing?

If it is, it is a uniquely risky strategy. But there is a grain of truth to what they say. After all, Putin is warning that any attack on Russia will trigger an immediate and ferocious retaliatory strike. And he is advising the leaders of ‘small, densely populated NATO countries’ to consider how a nuclear attack by Russia might impact their prospects for the future. Would they really put their entire civilization at risk to find out whether Putin is bluffing or not? Here’s Putin again:

Look at what your Western colleagues are reporting. No one is talking about shelling Belgorod (in Russia) or other adjacent territories. The only thing they are talking about is Russia opening a new front and attacking Kharkov. Not a word. Why is that? They did it with their own hands. Putin seems genuinely mystified by the West’s behavior. Do US and NATO leaders really think they can attack Russia with long-range missiles and Russia won’t respond? Do they really think their ridiculous propaganda can impact the outcome of a clash between two nuclear-armed superpowers? What are they thinking or ARE they thinking? We don’t know. We seem to have entered ‘uncharted stupidity’ where desperation and ignorance converge to create a foreign policy that is utter madness. This is from an article at Tass News Service:

NATO countries that have approved strikes with their weapons on Russian territory should be aware that their equipment and specialists will be destroyed not only in Ukraine, but also at any point from where Russian territory is attacked, the Russian Security Council’s Deputy Chairman Dmitry Medvedev said on his Telegram channel, noting that the participation of NATO specialists could be seen as a casus belli.

“All their military equipment and specialists fighting against us will be destroyed both on the territory of former Ukraine and on the territory of other countries, should strikes be carried out from there against Russian territory,” Medvedev warned.

He added that Moscow proceeded from the fact that all long-range weapons supplied to Ukraine were already “directly operated by servicemen from NATO countries”, which is tantamount to participation in the war against Russia and a reason to start combat operations. NATO weapons to be hit in any country from where Russia may be attacked — Medvedev, Tass

There it is in black and white. Where Putin chose to take the diplomatic approach, Medvedev opted for the hammer-blow. ‘If you attack Russia, we will bomb you back to the Stone Age.’ Not much wiggle-room there. But perhaps clarity is what’s needed for people who do not understand the potential consequences of their actions. In any event, no one in Washington or Brussels can say they weren’t warned.

We cannot exclude the possibility that Washington actually wants to expand the war despite the fact that cities across Eastern Europe could be incinerated in the process. It could be that beltway warhawks see a broader conflict as the only way to achieve their geopolitical ambitions. Putin knows that this is a real possibility, just as he knows that there is a sizable constituency in Washington that support the use of nuclear weapons. This might explain why he is proceeding so cautiously, because he knows there are crazies within the US establishment who look forward to a clash with their old rival Russia so they can implement their pet-theories about “usable” nukes for tactical advantage. The United States has a theory of a ‘preventive strike’…Now they are developing a system for a ‘disarming strike’. What does that mean? It means striking at control centres with modern high-tech weapons to destroy the opponent’s ability to counterattack.

Putin has devoted a considerable amount of time studying US Nuclear Doctrine, and it has him deeply concerned. After all, didn’t the Biden administration launch an unprecedented attack on “a key element of Russia’s nuclear umbrella” just last week?

Indeed, they did.

And hasn’t the US (via its Nuclear Posture Review) rebranded the offensive use of nuclear weapons as a justifiable act of defense?

It has.

And doesn’t this revision provide US warhawks with the institutional framework needed to launch a nuclear attack without fear of legal prosecution?

It does.

And haven’t these same warhawks developed their respective theories on “first-strike”, “preemption” and “disarming strike” in order to lay the groundwork for a first-strike nuclear attack on a geopolitical rival of Washington?

They have.

And doesn’t US Nuclear Doctrine state that nuclear weapons can be used “in extreme circumstances to defend the vital interests of the United States or its allies and partners.”

It does.

And does that definition include economic rivals like China?

Yes.

And is that a defense of a “first strike” nuclear weapon attack?

It is.

And does that mean that the United States no longer regards its nuclear arsenal as purely defensive but as an essential instrument for preserving the “rules-based order”?

Yes, it does.

And does Putin know that there are powerful actors in the political establishment and deep state who would like to see the taboo on nuclear weapons lifted so they can be used in more situations and with greater frequency?

He does.

And does he know that Washington regards Russia and China as the primary threats to US global hegemony and the “rules-based order”?

Yes.

And does he realize that if the US implements its first-strike policy Russia may not have the time to retaliate?

He does.

And does Putin realize that foreign policy analysts regard him as a restrained and reasonable man who may not pull the trigger or respond promptly when Russia faces a preemptive attack that will inflict the strategic defeat on Moscow the West seeks?

No, he doesn’t. He still thinks that possessing a large cache of nuclear weapons will deter US aggression. But a large cache of nuclear weapons is no deterrent when your opponent is convinced you won’t use them.

Sometimes being reasonable is not the best way to fend off an adversary. Sometimes you have to be a little crazy.

That’s a lesson Putin needs to learn. Fast.

The United States’ proxy war with Russia is at another inflection point. The battleground is shifting dramatically to Russian territory — something without precedent even in the Cold War. How this pans out will be a momentous event in 21st century politics.  

There are three defining issues here. One, the NATO strategy going forward, given the realisation in the West that there is no question of Russia being defeated in Ukraine; two, the constitutional crisis in Kiev with the presidential term of Vladimir Zelensky having run out on May 21; and, three, germane to all this, Russia’s intentions.  

To be sure, the NATO and the EU are revamping their strategy while Russia hopes to remain “one foot ahead” of the West, as President Vladimir Putin put it. 

Russia is not interested in an escalation as it is doing well in the war of attrition with Ukraine. Russia has effectively countered the US’ Mission Creep so far to push through all of its self-imposed limitations on aid to Ukraine and eventually breach those limits. 

The big question today is how one could take the Biden Administration’s affirmation — stated by the White House National Security Council, the state department and the Pentagon — that it disfavours the use of western weaponry by Kiev to attack pre-war Russian territory. 

An established pattern has set in whereby when Washington says some advanced weapon system is off limits for Ukraine, it actually turns out that Kiev just has to sit out for a few months so that Biden can cross the self-imposed red line. 

Therefore, Russia will not take this as Washington’s final word. Curiously, the ground is being prepared to jettison the taboo, with both congressional Republicans and Secretary of State Blinken urging the White House to give the green light and both New York Times and Washington Post reporting that it is only a matter of time before the administration yields to formal American blessing to accelerate strikes on prewar Russia. The New York Times and  Guardian reported on Thursday, in fact, a shift already in the US position that now allows Ukrainian US-supplied artillery to fire back at Russian batteries over the Russian border from Kharkov region and also to target concentrations of Russian forces massing on the border in Russia’s Belgorod region. 

Meanwhile, a new phase is about to begin to conclude the Battle of Donbass, which, even after two years remains unfinished business. The entrenched Ukrainian military hubs in the region — Pokrovsk, Kramatorsk and Slovyansk — still threaten southern Donetsk Oblast.

Similarly, Volchansk on the Russian border facing Belgorod city and Kupyansk, also an important logistical point and railway node (almost 20 rail lines intersect in the town with about half track straight into Russia) are a thorn in the flesh for Russia’s border region. 

Russians have openly stated that repeated raids into Belgorod city and its environs from the Kharkov Region needed to be countered with the creation of a “security zone”. Putin himself had spoken about this as early as in March. 

From present indications, Russian operations are directed on two Ukrainian towns close to the border — Volchansk and Lypsti. Russia may stretch the front with a foray into Sumy oblast but any serious effort to capture either Sumy or Kharkov seems unlikely at this stage. 

In an incisive analysis, the well-known Russia watcher Big Serge wrote last week, “The main purpose of these fronts will be to fix Ukrainian reserves in place and denude Ukraine’s ability to react on other fronts. This war will not be won or lost in Kharkov, but in the Donbas, which remains the decisive theatre.            

“We currently appear to be solidly in the preparatory/shaping phase of a Russian summer offensive in the Donbas, which (likely among other things) will feature a Russian drive on the city of Konstyantinivka. This is the last major urban area shielding the advance towards Kramatorsk-Slovyansk from the south (remembering that these twin cities form the ultimate objective of Russia’s campaign in the Donbas.)” 

Putin has strongly reacted to the recent proxy attacks on Russia’s strategic assets with western weaponry inside its territory. Putin warned that “this unending escalation can lead to serious consequences.” 

As he put it, “long-range precision weapons cannot be used without space-based reconnaissance… the final target selection and what is known as launch mission can only be made by highly skilled specialists who rely on this reconnaissance data, technical reconnaissance data.

Importantly, Putin underscored, “If Europe were to face those serious consequences, what will the United States do, considering our strategic arms parity? It is hard to tell. Are they looking for a global conflict? I think they wanted to agree upon strategic arms…We will wait and see what happens next.” 

However, there are growing signs that the Biden administration may have simply mothballed the idea of western long-range weaponry being used to destroy Russia’s strategic assets deep inside its territory until the NATO summit gets over in Washington (9-11 July) so as to keep the flock together. 

Equally, Biden may calculate that it is expedient to drum up tensions with Russia rather than leave the foreign policy turf to Israeli Prime Minister Benjamin Netanyahu who may land in DC to address the lawmakers. The Israeli National Security Advisor Tzachi Hanegbi told Israel’s Kan public broadcaster on Wednesday, “we are expecting another seven months of fighting” in Gaza. The Republicans are already flagging Middle East as the single biggest foreign policy goof-up by Biden. This is where the real risk lies. 

There is a remarkable consistency in the Russian words that the depth of its proposed buffer security zone along the western borders will entirely depend on security considerations. The deputy chairman of Russia’s security council Dmitry Medvedev had explicitly stated recently that the security zone may not only include Kiev but also extend as far as the Polish border if the West sends Kiev long-range weapons. Significantly, on Tuesday, Putin called into question the legitimacy of Zelensky remaining in power in Kiev after his presidential term ended on May 21. 

The ball is in Biden’s court. But the signs are not good. Germany, which is the US’s closest European ally, is apparently switching tack and now says that Ukraine’s “defensive action is not limited to one’s own territory, but [can] also be expanded to the territory of the aggressor.” 

The chancellor’s spokesman said Berlin’s previous stance that Ukraine wouldn’t use German weapons on Russian soil had been “a statement of facts” that was true at that moment but did not necessarily apply to the future. He refused to reveal Berlin’s precise agreements with Kiev on using German weapons.

There is a dearth of hopeful possibilities coming out of the Ukraine war these days, so it’s important to make the most of them when they do emerge. 

Case in point: last week, Reuters published a report based on four sources “who work with or have worked with [Russian President Vladimir] Putin at a senior level in the political and business world” and are “familiar with discussions in Putin's entourage,” who told the outlet Putin was ready to negotiate an end to the war on the current battlefield lines. 

Significantly, when asked about the report at a press conference, Putin said to “let them resume,” meaning peace talks. 

If true, this is yet another signal coming out of Moscow in recent months that Putin is open to striking a deal to finally end the war, albeit on the condition that Ukraine accept territorial losses. As distasteful as that prospect is, the United States and its partners, including the Ukrainian leadership, should urgently take this opportunity. 

For one, we are already living through the folly of ignoring the very real prospects for a negotiated end to this war in 2022. The result has been disastrous for Ukraine. 

Though the numbers are a state secret, Ukraine has by now almost certainly suffered hundreds of thousands of casualties. Its economy and infrastructurehave been crippled, it is mired in massive amounts of foreign debt, faces more than half a trillion dollars in reconstruction costs, seen its democratic institutions degraded — all while facing a social crisis from its rapidly aged and disabled population. 

Worse, Ukraine has started losing territory it gained back in its fall 2022 counteroffensive, as Russia has leveraged its far bigger population and resources to slowly make gains. Western intelligence agencies now reportedly expect the country to suffer “significantly greater territorial losses” by the end of this year. 

Meanwhile, the measures taken by the Ukrainian leadership and its NATO partners to maintain the war effort are becoming increasingly morally indefensible. As Kyiv puts its deeply unpopular expansion of conscription into action — and as ordinary Ukrainians flee the country, desert the military, or desperately avoid being snatched by military recruiters and sent to die on the front line — a succession of NATO states, including Poland and even some German officials, have talked about deporting Ukrainian refugees, so they can be forced to fight. 

Meanwhile, only 35 percent of those not fighting feel ready to serve, and morale is rock bottom among the country’s increasingly older, unhealthy recruits. 

All the while, the war’s risk of catastrophic escalation is creeping back to the high point it reached two years ago, when President Biden warned the world was the closest to “Armageddon” it had been in sixty years. With the United States and Europe looking at the serious prospect of what the Economistrecently called a “humbling episode” that would be a “modern Suez moment,” officials have begun publicly floating previously unthinkable steps to prevent a Ukrainian defeat, ones that have the potential to trigger direct NATO-Russia hostilities.

Several NATO member states, including France, have now publicly threatenedto send troops into Ukraine. Just yesterday, the Ukrainian military’s top commander officially permitted French instructors to enter Ukrainian training centers, bringing the possibility of Russian strikes killing NATO service members one step closer to reality.

At the same time, other alliance officials, including Secretary General Jens Stoltenberg, are now warming up to the idea of letting Kyiv use its Western arms to strike targets within Russia, something the Kremlin has warned is “playing with fire.” We got a chilling idea of what that might mean last Friday, when Ukrainian forces used drones to destroy an early warning radar site in Russia. 

The radar, warned Carnegie Nuclear Policy Co-director James Acton, was a key part of Russia’s nuclear detection and deterrence system that would have “only limited military benefit to Ukraine and exacerbates nuclear risks.” 

As Acton pointed out, attacks on this system are explicitly listed as potentially justifying the use of nuclear weapons in Russia’s military doctrine, just as they had been by the Trump administration.

The potential for these and further escalations will only grow in the months to come. As the U.S. election season heats up, the political pressure to avoid the appearance of defeat, humiliation, or loss of prestige — and so, the incentives to escalate in the hope of forestalling one or all three — will only become more intense. 

Taking advantage of Putin’s apparent openness to a ceasefire and striking a deal now, however unpleasant, will be better for everyone: for the state of Ukraine, for its people, and for the safety of the entire world. To borrow words that were already once tragically ignored, the Biden administration should now “seize the moment.”
