NATO Secretary General Mark Rutte met with Chancellor Olaf Scholz in Berlin on Monday, in his first visit to Germany as the alliance's chief.

Of particular security concern for the NATO countries at the moment is the recent addition of North Korean soldiers to Russian troops fighting in Ukraine, marking a new escalation of the conflict.  

Rutte wants higher German defense spending

At a press conference after the meeting, Rutte said German defense spending was still too low, despite recent increases. Germany is now investing 2% of its gross domestic product in defense for the first time in three decades, but all Allies need to invest more, he said.

But Rutte voiced confidence that Germany would continue to take steps in this direction. He thanked Scholz in particular for the budget increases in recent years. 

"As a former prime minister, I know that it is not always easy for governments to allocate funds for national defense and for aid to Ukraine, but both are crucial for our collective security," said Rutte, the former prime minister of the Netherlands. 

Scholz promised to resolutely continue on this path, emphasizing that German defense spending has doubled in the past seven years. He also said that he believed NATO's European pillar must be further strengthened.

"Europe will make considerable investments in this in the coming years," Scholz said. "It's about being able to counter any threat to security in Europe."

The chancellor tried to appear calm in the face of the dispute within his coalition government. He urged his coalition partners to overcome their differences, insisting that the government must do its job and that pragmatism is the right approach.

"We have a basis for this. It is the coalition agreement. It has been negotiated," Scholz said.

 No news on Ukrainian NATO membership

Expectations that Ukraine could be invited to join NATO were played down by both leaders.

Scholz said decisions at the NATO summits in Vilnius in 2023 and in Washington in 2024 had been made with regard to Ukraine, and that there was no need to make any new decisions, because the situation hadn't changed.

"What's important now is that Ukraine does not run out of weapons," he added. 

Rutte also said the Washington summit had committed Ukraine to an irreversible path toward NATO membership. "I am absolutely convinced that one day Ukraine will be a member of NATO," he said.

The NATO chief warned that Russian President Vladimir Putin would not stop if he were to win in Ukraine. Russia is carrying out an "intensifying campaign" of hybrid attacks across NATO through violence, sabotage and interference in the alliance's democracies, Rutte said. "This shows that the shifting front in this war is no longer just in Ukraine," he added, noting Russian activity in Western Europe, the Baltics and the Arctic. 

Rutte said the deployment of North Korean troops in Russia against Ukraine was a significant escalation. "It makes us even more focused and determined to make sure that Ukraine has what it needs to fight off the Russians, including the North Koreans," he added.

A review of the meeting of NATO Ministers of Defence 

Brussels, 17-18 October 2024

This fourth meeting of NATO Defence Ministers in 2024 (the previous three took place in FebruaryApriland June), and the first since the Washington Summit in July, focused on four core issues:

  • supporting Ukraine;
  • strengthening deterrence and defence; 
  • the status of NATO’s current operations and missions in Iraq and Kosovo; and
  • deepening NATO’s global partnerships. 

It was new Secretary General Mark Rutte's first ministerial meeting as the head of NATO and the first time that defence ministers of NATO’s four Indo-Pacific partners—Australia, Japan, New Zealand and South Korea—joined a North Atlantic Council (NAC) session with their 32 NATO counterparts (although their leaders and foreign ministers had previously done so in other formats). The EU’s special representative also attended the same session. 

The key decisions and outcomes were as follows:

  • Ukrainian President Volodymyr Zelensky sought support for his ‘victory plan’ for ending the war with Russia, but a key part of it, an invitation to join NATO remains elusive. 
  • At a separate meeting with EU leaders, Zelensky had seemed to warn that his country may pursue nuclear weapons if it is not granted membership in NATO, but he denied this was the case.
  • A new NATO command to coordinate security assistance and training for Ukraine, which is being set up in Wiesbaden, Germany, is expected to become fully operational in the “coming months”.
  • NATO allies committed 20.9 billion euros in military assistance to Ukraine during the first half of 2024 (as part of the financial pledge during the Washington Summit to deliver 40 billion euros in 2024).
  • Discussions between NATO Defence Ministers and counterparts from Australia, Japan, New Zealand, South Korea and the EU focussed on support for Ukraine; joint efforts to boost cyber defences, military production and innovation; counter disinformation; and harnessing new technologies, including artificial intelligence. However, no new initiatives were announced.
  • Defence Ministers agreed a new NATO initiative on standardisation, and five new multinational cooperation initiatives to enhance deterrence and defence:
    • 13 member states agreed a new initiative to accelerate the delivery of new generation Remotely Piloted Aircraft Systems (RPAS) - such as NATO’s Alliance Ground Surveillance (AGS)
    • 15 member states agreed a new project to increase the interchangeability and interoperability of key allied artillery munitions. 
    • 18 member states joined the Distributed Synthetic Training Environment project, which establishes a network of advanced and immersive multinational training opportunities for militaries. 
    • 13 member states launched the Northlink initiative to explore the development of a secure, resilient and reliable multinational Arctic satellite communications capability.
    • 14 member states agreed to launch the Starlift initiative to investigate ways to strengthen NATO’s access to and use of space
  • Further steps were also taken to advance work on two existing projects: the Next Generation Rotorcraft Capability and NATO’s cross-border airspace cooperation.
