Mikhail Gorbachev struggled to make up his mind about Vladimir Putin.

Over the more than 20 years after Putin came to power, the ex-Soviet leader embraced, then rejected, then embraced again the man who, much like Gorbachev in the 1980s, came to embody Russia in the eyes of the West.

A grudging respect seemed to have developed in the end, with Gorbachev saying ahead of Putin's 2018 re-election for a fourth term: "Today he is a leader who deservedly enjoys people's support." 

After the chaos of the 1990s and the rule of his nemesis Boris Yeltsin, Gorbachev expressed hope for the former KGB agent who was first elected Russia's president in 2000.

Putin, he said at the time, was "intelligent, serious, reserved and well-organised. I like people of this kind."

For Gorbachev, Putin represented a chance for stability and economic growth, while continuing the transition to democracy he had set in place.

Even in 2006, as activists expressed increasing concern about the tough treatment of civil society under Putin, Gorbachev was able to declare that "those who fear Putin's authoritarian tendencies are wrong."

But as the years went by and hopes of democratic development in Russia evaporated, Gorbachev turned to veiled criticism and then to strongly worded attacks.

Fraud-tainted 2011 parliamentary elections hardened his attitude against the president, as well as Putin's decision to stand for an unprecedented third term in office.

Gorbachev backed a protest movement that followed the elections and in 2013 made a stinging attack on Russia under Putin.

"Politics is more and more turning into an imitation of democracy. All power is in the hands of the authorities and the president," Gorbachev said at the time. 

"The economy is monopolised. Corruption has taken on colossal proportions."

Foreign media often latched on to his comments and he part-owned the proudly anti-Kremlin Novaya Gazeta newspaper, which suspended publication earlier this year after Russia launched its military action in Ukraine.

But at most Gorbachev was an irritating thorn in Putin's side. 

The Kremlin shrugged off criticism from the man who allowed the collapse of the USSR, which Putin famously described as the biggest geopolitical tragedy of the 20th century.

When Gorbachev slammed Putin over the decision to return to the Kremlin for a third term, the Russian strongman spat back by accusing the former Soviet president of "abdicating" power.

By 2014, there were signs of another change of heart, with Gorbachev supporting Moscow's seizure of Crimea from Ukraine despite a Western outcry.

"Crimea is Russia and let someone prove the opposite," Gorbachev said.

The next year he backed Russia's launching of a military campaign in Syria to support President Bashar al-Assad's regime.

By the time Putin was running for a historic fourth term in 2018, Gorbachev was saying he was the kind of leader Russia needed in a "very complicated international situation".

The bitter irony was that in his twilight years Gorbachev supported a man who did not think much of him and who dismantled much of what the Soviet leader worked to achieve.

The economy was great, we were on our way to putting a computer in every home, and Bill Clinton, a moderate generally inoffensive to most Americans, was in the Oval Office. With the fall of the Soviet Union, Fukuyama argued, this upward trend would continue indefinitely. Liberal democracy and capitalism had won the final victory, and peace, freedom, and prosperity would reign forever and ever, Amen.

Tarpley maintains that the September 11 attacks were engineered by a rogue network of the military-industrial complex and intelligence agencies as a false-flag operation.[3][11] The common account about the events of 9/11 are in Tarpley's opinion in 2006 an "outrageous myth" and an "absurd fairy tale." The organisations involved in 9/11 apparently included Britain's MI6 as well as "government officials loyal to the invisible government."[10]

On November 21, 2011, while traveling to Syria, Tarpley told Syria's Addounia TV that the Syrian Civil War was a NATO–CIA ploy to destabilize Syria using mercenaries and death squads against the population and the Syrian government.[12]

On April 2, 2012, C-SPAN aired 9/11, False Flags, and Black Ops: An Evening of Debate, in which Tarpley debated his critic Jonathan Kay on conspiracy theories, specifically the truth behind the September 11, 2001, terrorist attacks.[13] David Frum, who served as moderator between the two men, described Tarpley's "presentation as involuted as it was long-winded." During the event, Tarpley said that the Attack on Pearl Harbor was also a government conspiracy.[14]

On June 7, 2012, interviewed for the NRK (Norwegian Broadcasting Corporation) regarding the 2011 Norway attacks, Tarpley said, "I believe that the evidence points to a private network, or even a NATO network, within the police that contributed the long time delay until they stormed the Island."[15]

Tarpley has said Edward Snowden is probably a triple agent ultimately being an agent for the CIA with the aim of weakening President Barack Obama and pushing him into intervening in Syria.[16]

On January 21, 2015, Tarpley was interviewed by Guns and Butter's Bonnie Faulkner about "geopolitical terrorism and the destabilization of governments and how others like Russia and Belarus are responding".[17][18]

Tarpley is a member of the "world anti-imperialist conference" Axis for Peace, of Scholars for 9/11 Truth and of a research Netzwerk of German 9/11 authors founded in September 2006. Tarpley has also given lectures what he terms the "Versailles thesis", which claims that the British government attempted to create a new "world order" at the Treaty of Versailles.[19]

I have never believed that there is a secret United Nations plot to take over the US. I have never seen black helicopters hovering in the sky above Montana. But, for the first time in my life, I think the formation of some sort of world government is plausible.

A “world government” would involve much more than co-operation between nations. It would be an entity with state-like characteristics, backed by a body of laws. The European Union has already set up a continental government for 27 countries, which could be a model. The EU has a supreme court, a currency, thousands of pages of law, a large civil service and the ability to deploy military force.

So could the European model go global? There are three reasons for thinking that it might.

First, it is increasingly clear that the most difficult issues facing national governments are international in nature: there is global warming, a global financial crisis and a “global war on terror”.

Second, it could be done. The transport and communications revolutions have shrunk the world so that, as Geoffrey Blainey, an eminent Australian historian, has written: “For the first time in human history, world government of some sort is now possible.” Mr Blainey foresees an attempt to form a world government at some point in the next two centuries, which is an unusually long time horizon for the average newspaper column.

But – the third point – a change in the political atmosphere suggests that “global governance” could come much sooner than that. The financial crisis and climate change are pushing national governments towards global solutions, even in countries such as China and the US that are traditionally fierce guardians of national sovereignty.

Barack Obama, America’s president-in-waiting, does not share the Bush administration’s disdain for international agreements and treaties. In his book, The Audacity of Hope, he argued that: “When the world’s sole superpower willingly restrains its power and abides by internationally agreed-upon standards of conduct, it sends a message that these are rules worth following.” The importance that Mr Obama attaches to the UN is shown by the fact that he has appointed Susan Rice, one of his closest aides, as America’s ambassador to the UN, and given her a seat in the cabinet.

A taste of the ideas doing the rounds in Obama circles is offered by a recent report from the Managing Global Insecurity project, whose small US advisory group includes John Podesta, the man heading Mr Obama’s transition team and Strobe Talbott, the president of the Brookings Institution, from which Ms Rice has just emerged.

The MGI report argues for the creation of a UN high commissioner for counter-terrorist activity, a legally binding climate-change agreement negotiated under the auspices of the UN and the creation of a 50,000-strong UN peacekeeping force. Once countries had pledged troops to this reserve army, the UN would have first call upon them.

These are the kind of ideas that get people reaching for their rifles in America’s talk-radio heartland. Aware of the political sensitivity of its ideas, the MGI report opts for soothing language. It emphasises the need for American leadership and uses the term, “responsible sovereignty” – when calling for international co-operation – rather than the more radical-sounding phrase favoured in Europe, “shared sovereignty”. It also talks about “global governance” rather than world government.

But some European thinkers think that they recognise what is going on. Jacques Attali, an adviser to President Nicolas Sarkozy of France, argues that: “Global governance is just a euphemism for global government.” As far as he is concerned, some form of global government cannot come too soon. Mr Attali believes that the “core of the international financial crisis is that we have global financial markets and no global rule of law”.

So, it seems, everything is in place. For the first time since homo sapiens began to doodle on cave walls, there is an argument, an opportunity and a means to make serious steps towards a world government.

But let us not get carried away. While it seems feasible that some sort of world government might emerge over the next century, any push for “global governance” in the here and now will be a painful, slow process.

There are good and bad reasons for this. The bad reason is a lack of will and determination on the part of national, political leaders who – while they might like to talk about “a planet in peril” – are ultimately still much more focused on their next election, at home.

But this “problem” also hints at a more welcome reason why making progress on global governance will be slow sledding. Even in the EU – the heartland of law-based international government – the idea remains unpopular. The EU has suffered a series of humiliating defeats in referendums, when plans for “ever closer union” have been referred to the voters. In general, the Union has progressed fastest when far-reaching deals have been agreed by technocrats and politicians – and then pushed through without direct reference to the voters. International governance tends to be effective, only when it is anti-democratic.

The world’s most pressing political problems may indeed be international in nature, but the average citizen’s political identity remains stubbornly local. Until somebody cracks this problem, that plan for world government may have to stay locked away in a safe at the UN.

Daniel Estulin (born August 29, 1966[1]) is a Lithuanian-born conspiracy theorist whose main interest is the Bilderberg Group,[2][3][4] an annual invitation-only conference of the elites in the fields of business, finance, media, military and politics. He is known for his extensive works on this group, having written a book called "The True Story of the Bilderberg Group", as well as for his live seminars throughout the world. Estulin wrote The True Story of the Bilderberg Group (original title: La Verdadera Historia del Club Bilderberg),[5][6] purportedly a report on the nature and meetings of the world’s most powerful people. According to Estulin's book, the secretive Bilderbergers have been making major political, economical and social decisions since their first gathering in 1954.

Commenting on an episode in this book, Bruce Ramsey wrote "The method here is to initiate the reader into a special group of in-the-know; of mixing facts with assertions so that the casual reader won’t tell them apart, and to draw lines between A and B, when A is the person you want to impeach and B is a known wickedness."[4]

Estulin published a second book, Los secretos del club Bilderberg, released in September 2006, described by Fidel Castro as a "fantastic story".[7] On August 19, 2010, the Cuban state news agency Prensa Latina published the full text of a "reflection" by former President Fidel Castro which was devoted to quoting Estulin from Los secretos del club Bilderberg, on the topic of "The World Government."[8] The selected quotes from Estulin's book focused on material credited to Lyndon LaRouche and members of his movement.

Italian MEP Mario Borghezio invited Estulin to address the European Parliament in 2011.[9]

James P. Tucker, Jr. (December 31, 1934 – April 26, 2013), also known as Big Jim Tucker,[1] was an American journalist and author of Jim Tucker's Bilderberg Diary who began to focus on the Bilderberg Group in 1975.

Tucker has been described as a "veteran Bilderberg observer",[2] "the doyen of Bilderberg hunters",[3] as "an oddball Washington journalist",[1] and as a "right-wing conspiracy investigator".[4] Tucker died from complications due to a fall, according to his obituary.

Bilderberg Group1990s

Tucker said he was able to write the "advance story" on the downfall of Margaret Thatcher and, later, about the rise of Bill Clinton when he attended the Bilderberg meeting at Baden-Baden in Germany in 1991.[2] He said Thatcher was removed from office because she "didn't like it [the one meeting of the Bilderbergs she attended]" and that as a result they "replaced her" with a trapeze artist from the same party".[2] According to Tucker's "close paraphrasing" of a conversation some years later, Thatcher told him it was "a tribute to be denounced by them" at a function in Washington.[2] Thatcher actually attended at least three Bilderberg meetings.[6]

Tucker's efforts to infiltrate the 1999 Bilderberg meeting at the Hotel Caesar Park in Sintra, Portugal were chronicled by British reporter Jon Ronson in his book, Them: Adventures with Extremists and broadcast as part of Channel 4's The Secret Rulers of the World series. Tucker told Ronson "They exist and they're not playing pinochle in there".[1][7]

2000s

In 2005, Tucker wrote Jim Tucker's Bilderberg Diary published by the American Free Press where he was an editor, a book chronicling his thirty-plus years of exposing the Bilderberg Group.

After the 2006 Bilderberg meeting in Ottawa Tucker claimed that he "was able to report that in the year ahead many hundreds of thousands of American home owners would lose their homes".[2] Tucker said another person present remarked "the stupid jerks deserve it" while another responded to the comment by saying "That's awful cruel".[2]

Tucker is featured prominently in a film made by radio host Alex Jones, Endgame: Blueprint for Global Enslavement (2007), which partially deals with the 2006 Bilderberg conference at the Brookstreet Hotel in Ottawa, Ontario, Canada. Both Tucker and Jones are featured in the documentary film, New World Order(2009). Charlie Skelton encountered him in 2009 while researching that year's Bilderberg.[3]

In his 2009 book Analytixz,[11] Griffin once again admitted the faults in his 1989 statement: "To say the Jews are responsible for the majority of wickedness that went on around the globe, I would have to know about the majority of wickedness that went on around the globe, which is impossible...I'm not the best knower—God is. Then, not only knowing that, I would have to know who is at the crux of all of the problems in the world and then blame Jewish people, which is not correct." Griff also said that not only were his words taken out of context, but that the recording was never released to the public for an unbiased listen. In a YouTube interview on August 2, 2018, Griffin recalled one of his many long conversations with record executive Lyor Cohen he said he used to have respectful debates about history: "I told him about the history of him and his people about the Ashkenazi, the Ashke-Nazis, and when I laid it on him he couldn't handle it and I'm like, all right, which is common knowledge today everybody talking about it, you understand what I'm saying people are making books about it."[12]

In recent weeks, the world has been politely standing by and watching how things play out with the fiscal stimulus and latest bank-bailout plans in Washington. Yes, there’s been some grumbling overseas about “buy American” provisions in the stimulus bill, but for the most part, officials elsewhere don’t want to step on the toes of a new President to whom they are favorably disposed. They also don’t want to endanger legislation that they hope will help jump-start the global economy.

Just wait a couple of months, though. Politicians from Beijing to Berlin to Brasi­lia see the current crisis as the product of a messed-up global financial infrastructure dominated by the U.S., and they will soon be pushing for big changes–whether Americans like them or not.

 

All this will begin to gel on April 2, when the newish international organization known as the G-20–the leaders of 19 of the world’s biggest national economies, plus the European Union–meets in London. An unofficial meeting has already taken place, at the World Economic Forum in Davos, Switzerland, where G-20 officials (with the conspicuous exception of those from the U.S.) made speeches, conversed in the halls and gave a sense of the direction in which the world outside the U.S. wants to head. The global discussion of the financial crisis is strikingly different from the one in the U.S. Here there’s still something of a debate over whether the mess is the result of too much government interference in the housing market or too little government regulation of financial markets. In the rest of the world, that’s no debate: inadequate and inconsistent financial regulation is uniformly blamed. What’s more, a consensus seems to have emerged among the world’s finance ministers and central-bank bosses that the chief underlying cause of the crisis was an unbalanced and out-of-control system of global capital flows in which some big-spender countries (namely the U.S.) ran up huge debts while big savers (China and India, for example) hoarded surpluses.

On the regulatory front, the path to a new global approach is pretty clear. Last spring the leaders of the G-7, a club of wealthy nations, agreed to create a “college of supervisors” to more closely coordinate regulation of multinational banks. The Group of Thirty, an influential organization of current and former central bankers and financial regulators, recommended in January that “systematically significant” financial institutions (those that are too big to fail) be identified in advance and subjected to higher capital requirements and tougher regulation. (See who’s to blame for the financial crisis.)

Yet regulators around the world were already jointly setting bank-capital standards before the current crisis hit. A lot of good that did us. So there is also much talk about the need for a new architecture–“a new Bretton Woods” was a phrase that echoed around Davos–to rein in global financial flows.

Bretton Woods is the mountain resort in New Hampshire where in 1944 the Allied nations met–with the U.S. calling almost all the shots–to plan a postwar financial system. The Bretton Woods creations included the International Monetary Fund (IMF), the World Bank and a quarter-century of fixed exchange rates built around a U.S. dollar that was linked to gold. The fixed exchange rates and gold standard unraveled in the 1970s, and ever since we’ve had a system in which the IMF occasionally steps in to help countries in currency crises (usually imposing harsh terms in the process) but exercises no real control over the global financial system.

After the emerging-market currency collapses of the late 1990s, in which IMF aid wasn’t much help, the lesson that emerging economies such as China and India took was that they needed to build up gigantic reserves of U.S. dollars to protect their currencies. To build those reserves, they ran big trade surpluses, which were in turn enabled mainly by record trade deficits in the U.S., which were in turn enabled by massive borrowing from around the world. It was an extremely unbalanced financial ballet, and it has now come crashing to the ground.

In the view of many outside the U.S. (and some within), the only way to limit such excesses is through a bigger, more powerful IMF that can act as a central bank to the world–and knock heads when needed. While everybody agrees that this new IMF needs to be less dominated by the U.S. and Western Europe, things get controversial as soon as you go past voting rights. Should capital flows be restricted?
