After months of tense negotiations, Ukraine and the US ink a minerals deal

Washington has long demanded compensation for the billions in aid it's given to Kyiv. 

Now, the Trump administration has secured preferential access to Ukraine's mineral resources, and an equal share with Ukraine's government in exploiting them. The US says the deal is a message to Russia.

Scott Bessent, US Treasury Secretary: "Today's agreement signals clearly to Russian leadership that the Trump administration is committed to a peace process centered on a free, sovereign and prosperous Ukraine over the long term."

According to the Ukrainian Geological Survey, the country has large deposits of minerals.
These include graphite and lithium used in batteries for electric vehicles.
And titanium and zirconium used in aerospace. 
There are also deposits of rare earth metals. 
Ukraine says the deal is a win-win.

Denys Shmyhal, Ukrainian Prime Minister: "This is a strategic deal for creation of an investment partnership fund. It's truly an equal and good international deal on joint investment in the development and restoration of Ukraine between the governments of the United States and Ukraine."

Ukraine managed to negotiate away several punishing terms from earlier drafts.
The deal doesn't give US businesses special privileges over European investors that could hamper Ukraine's EU membership bid.  
And it won't be asked to compensate the US for its previous assistance.

Harsher terms were on the table when Zelenskyy visited Trump in February. That meeting was a diplomatic disaster.
President Volodomyr Zelenskyy wanted security guarantees from the US.
That's still off the table, but Trump says the new deal will discourage hostilities.

Donald Trump, US President: "It's also good for them because you'll have an American presence at the site, Chris. And the American presence will, I think, keep a lot of bad actors out of the country or certainly out of the area where we're doing the digging."

Signing the deal may have been the easy part. Some of the resources lie in Russian-occupied territory. Ukraine says those reserves are worth 350 billion euros.

US-Ukraine Minerals Deal: 'Trojan Horse' for Creating a Frozen Conflict?

 

The US and Ukraine signed a minerals deal Wednesday which President Trump promised would "protect" the $350 billion he said Washington had sunk into propping up Kiev to date in the proxy war against Russia. Sputnik asked a veteran journalism professor specializing in conflict studies about the agreement's fine print.

The agreement simply doesn’t add up on the financial side of things, says Daffodil International University journalism professor Dr. Greg Simons.

“What this means is this façade is a distraction from the real intent, which is not financial – it’s geopolitical, because the US is still pursuing its primary geostrategic objective, which is to maintain primacy, that is, its hegemony, globally” after proving unable to defeat Russia on the battlefield, Simons stressed.

Mineral Riches Will Take Years If Not Decades to Develop

If they lie in Russia’s new territories, for example, the US can basically forget about them, Simons says.

“And if you look how the US manages its client states, this means to keep Ukraine as a client state, which is both obedient to US demands and dictates, but also is under the direct protection as a protectorate of the United States because of the presence of these minerals,” the academic noted.

Terms Left Deliberately Vague and Weasel-Worded

“If something is vague, it can be interpreted to mean whatever you want it to mean,” Simons pointed out.

“This is an attempt at card stacking, because currently the playing field is definitely in Russia’s favor and against the United States and Ukraine.”

The deal “will most definitely mean a continued arming, supplying, training, equipping of the Ukrainian forces for a future war against Russia” if a ceasefire is agreed, Simons believes.

Is Trump’s Peace Push Even Real?

The new US-Ukraine mineral deal looks like “an attempt to try and create a smokescreen” about US intentions to “lure Russia” into a disadvantageous peace, Simons said. The professor doesn’t expect Moscow to fall into the trap.

“If you look at Trump, he’s been active during his presidency in arming Ukrainians against Russia. I mean he’s been…boasting how he gave them Javelins to use against Russia,” the academic pointed out.

The US-Ukraine minerals agreement announced this week “hides” details of Kiev’s “indefinite obligations” to Washington, a Ukrainian lawmaker has claimed.

In a Facebook post on Friday, Irina Gerashchenko, a member of European Solidarity party said the deal includes two “secret,” supplementary documents that will not be subject to parliamentary ratification.

The minerals deal reportedly grants the US preferential access to Ukrainian mining projects in exchange for assistance with an investment fund to support the country’s reconstruction. Initially portrayed by Washington as repayment forbears of military support – estimated at $350 billion by President Donald Trump – the final text, published on Thursday by the Ukrainian government, states that only future aid will count toward US contributions to the fund.

Gerashchenko claimed however that instead of one agreement, the US and Ukraine signed three.

The Zelensky government has not provided deputies and society with all the agreements signed in the US, which, as it turned out, are three, not one,” she wrote. “Meanwhile, they want to ratify only one framework document in the Verkhovna Rada. Others are labeled ‘implementation documents,’ despite the fact that it is in these two secret agreements that all the technical details of indefinite Ukrainian obligations are hidden.”

Ukrainian Prime Minister Denis Shmigal “avoided”commenting on the two documents and the lack of security guarantees in the published agreement – reportedly a key point of contention during negotiations – Gerashchenko told the country’s parliament on Friday.

The claim has raised questions among Ukrainian lawmakers and the public on the actual scope of the agreement. MP Yaroslav Zheleznyak claimed on Telegram that, when pressed, Shmigal acknowledged the two additional documents but downplayed them as “technical” and exempt from ratification. The texts “must be signed after the ratification” of the main agreement, Shmigal claimed, noting that lawmakers would see them when the Ukrainian negotiating team returns from the US next week.

Western media reports have also noted the existence of additional documents and claimed that a last-minute dispute arose when Washington demanded Kiev sign all three. Ukrainian officials reportedly argued they could not sign the annexes until the main agreement was ratified in Parliament. Later reports suggested all three documents were ultimately signed.

Further details about the contents of the supplementary documents have not been publicly released, and the Ukrainian government has not issued an official statement addressing their existence or content.
