France’s foreign intelligence service has denied claims that its director pressured Telegram founder Pavel Durov to censor political content on the messaging platform.

Durov claimed on Sunday that the government of a Western European country – which he hinted was France – had asked him to block conservative Romanian content on Telegram ahead of the country’s presidential runoff. After Paris denied involvement, Durov identified Nicolas Lerner, head of the Directorate-General for External Security (DGSE), as the official behind the request.

On Monday, the DGSE told French outlets Agence France-Presse and Le Monde that it had contacted Durov on multiple occasions, but only to “firmly remind him of his company’s responsibilities, and his own personally, in preventing terrorist and child pornography threats.” The agency rejected accusations of political interference.

Durov was arrested in France last August after arriving at Le Bourget Airport and charged with complicity in crimes allegedly carried out by Telegram users, including extremism and child abuse offenses. He was released on €5 million ($5.46 million) bail. The Russian-born entrepreneur, whose company is headquartered in Dubai, left France with official permission in mid-March.

The dispute emerged as Romania held its second attempt at a presidential election. On Sunday, pro-EU candidate Nicusor Dan narrowly defeated Euroskeptic rival George Simion in a runoff. A previous vote last year was annulled after right-wing independent Calin Georgescu unexpectedly won the first round.

Romania’s Constitutional Court invalidated the initial vote, citing alleged Russian interference. Media reports linked Georgescu’s surge in support to a digital campaign orchestrated by a firm with ties to the ruling National Liberal Party, which may have aimed to split the conservative vote.

Romania’s Foreign Ministry has also accused Moscow of meddling in the latest runoff. The Russian government has dismissed the claim.

American Vice President Kamala Harris’ visit to Vietnam was delayed for a few hours on Tuesday. Officials said two possible cases of “Havana Syndrome” among American workers in the country led to the delay.

White House Press Secretary Jen Psaki said Tuesday that the cases had not been confirmed and did not involve anyone traveling with Harris.

Havana Syndrome is the name for a series of mysterious health incidents first reported by American diplomats and other government employees in the Cuban capital in late 2016.

Sufferers reported hearing loud noise, loss of balance, intense head pressure, and vision problems. Many continued to experience these or other health problems for some time.

Similar unexplained incidents have since been reported by U.S. officials and family members in other countries, including Germany, Austria, Russia and China. Especially worrying are the discoveries of at least two possible incidents around Washington, D.C. One happened near the White House last November.

What causes the syndrome?

Following the reports from Havana, U.S. officials told the Associated Press and other news organizations that the diplomats had been exposed to a sound device that operated outside the range of normal hearing.

It was not immediately clear if the device was a weapon or had some other purpose. Officials added investigators were looking into the possibilities that the incidents were carried out by a third country such as Russia. Russia denied any involvement.

The University of Pennsylvania’s Center for Brain Injury and Repair did a study in 2018 to compare the brain images of 40 Americans stationed in Havana with other healthy individuals. The study found evidence that American diplomats experienced some form of brain injury in Havana.

Another study, published last December in the National Academy of Sciences, identifies “directed, pulsed radio frequency energy” to be the most probable cause of Havana Syndrome.

James Giordano is a professor at Georgetown University. He has worked with the State Department on investigating the Havana cases. Giordano told the AP last May that there is evidence of brain injuries in several people, suggesting they may have been affected by radio waves. He identified two possible sources. One is a device used to directly target people. Another is a tool that used energy waves for intelligence gathering.

Some scientists, however, disagreed with the findings.

Robert Baloh is a medical doctor from the University of California, Los Angeles. He and Robert Bartholomew of Botany College in New Zealand wrote in the Journal of the Royal Society of Medicine, “the most likely explanation for the recent outbreak of mysterious symptoms in Cuba and elsewhere is mass psychogenic illness.” A mass psychogenic illness is when people learn of sickness among others in their group and begin to feel sick themselves.

In June, lawmakers passed the HAVANA act to provide support to Americans who might have brain injuries “from likely directed energy attacks.” Senator Susan Collins of Maine said those “who have undergone these attacks while serving our country should be treated the same way we would treat a soldier who suffered a traumatic injury on the battlefield.”

William Burns is the director of the Central Intelligence Agency, or CIA. He told NPR in July that Havana Syndrome is “real and it’s serious.” Burns added, "I am absolutely determined — and I've spent a great deal of time and energy on this in the four months that I've been CIA director — to get to the bottom of the question of what and who caused this.”

The defeated ultranationalist candidate in Romania’s presidential election rerun has said he will ask the country’s top court to annul the vote on the same grounds – foreign interference – that led to the original ballot being cancelled last year.

George Simion, who was defeated in Sunday’s runoff by the liberal mayor of Bucharest, Nicuşor Dan, said on Tuesday he would ask the constitutional court to void the ballot “for the same reasons they annulled the elections” last year.

 

The election, which Dan won by a margin of 53.6% to 46.4%, was the second time the vote had been held. The first, last November, was cancelled by the court after the first round amid allegations of campaign financing violations and a “massive” Russian interference campaign.

The winner of the annulled vote, far-right firebrand Călin Georgescu, was barred from standing again and is under formal investigation on counts including misreporting campaign spending, illegal use of digital technology and promoting fascist groups. He denies any wrongdoing.

“Just as Călin Georgescu was removed and the elections were annulled, we will challenge the election of Nicușor Dan for exactly the same reasons,” Simion, an EU-critical, Trump-admiring former soccer ultra, said in a statement to local media.

“Why? Because there was vote buying,” said Simion, who formally conceded to Dan on Sunday night after first claiming to have won. “Because dead people voted on 18 May, and no calculation in the world can show us over 11.5 million Romanians voted.”

Simion has repeatedly alleged electoral fraud without providing evidence. His belated decision to contest the election’s outcome, while unlikely to succeed, will prolong the political uncertainty in Romania, which is under a caretaker government.

The ultranationalist, whose supporters carried out a parallel count at some polling stations, said votes were “correctly counted” but “international observers” had seen “foreign interference” and “social media and algorithms have been manipulated”.

He claimed there was “irrefutable evidence” of meddling by France, Moldova and others in “an orchestrated effort to manipulate institutions, direct media narratives and impose a result that does not reflect the sovereign will of the Romanian people”.

Simion referenced a suggestion by the founder of the Telegram messaging app, Pavel Durov, that Paris had asked it to “silence conservative voices” in Romania. France has “categorically rejected” what it called “completely unfounded allegations”.
