After Merz's speech, von der Leyen was awarded the Charlemagne Prize. 

Shortly afterward, von der Leyen gave an address of what Europe means for her and how she views the way forward for the continent in the future. 

Von der Leyen urged the building of an "independent Europe."

"The next great era, our next great, unifying project must be about an independent Europe," von der Leyen said. 

She said this doesn't just mean the countries in the European Union, but also countries on the whole continent.

In light of "enormous" geopolitical tensions, von der Leyen asserted, "what we once took for granted as an international order has tranformed into international disorder within a very short time."

Von der Leyen: Europe 'must take matters in our own hands' 

She said that Europe must "take matters into our own hands" and as she said the world order is once again characterized by "imperial striving for power and imperial wars."  

Her comments come amid Russia's invasion of Ukraine and US President Donald Trump sowing doubt on the future of the trans-Atlantic NATO alliance. 

Von der Leyen said Europe must focus on tasks like defense and economic competiveness and also the strengthening of democracy. She also noted the possible assession of Ukraine, Moldova and West Balkan countries as a the "next historic reunification" of expanding the bloc. 

German Chancellor Friedrich Merz spoke at the Charlemagne Prize ceremony in Aachen, where he congratulated European Ursula von der Leyen on receiving the award. He thanked von der Leyen for providing a "European voice" in the world.  

During the speech, Merz launched a aggressive defense of the European Union and its values as the bloc faces challenges due to Russia's invasion of Ukraine and tensions with US President Donald Trump's administration.  

Merz said Europe stands for the conviction that freedom and democracy are worth standing up for.  

He described the European Union as a "European peace project" and said it should be strong not only internally but also externally. 

He said that Europe must become so strong "that it can restore peace on our continent and secure freedom in the long term."

Merz said Germany would continue supporting Ukraine not only militarily, but also economically and politically.

The German chancellor said Germany is ready to make "far-reaching" decisions at a NATO summit in June to strengthen Europe's security and the trans-Atlantic relationship with the US.

Euroclear, a little-known but central player in Europe's financial system, holds €193 billion in frozen Russian assets that, since the invasion of Ukraine, have drawn intense scrutiny. Its director general, Valérie Urbain, warns that confiscation – illegal under international law – would weaken Europe's position.

As others did, Valérie Urbain learned about the shocking proposal by reading the news. The director general of Euroclear, the European securities depository holding some €200 billion in frozen Russian assets since the invasion of Ukraine, had not been informed by Friedrich Merz. So it was early on September 25, while checking her phone, she saw the front page of the Financial TimesThe German chancellor had a plan to create a measure to lend €140 billion to Ukraine using the frozen Russian assets, but without confiscating them. The proposal has since been at the center of intense discussions that European Union heads of state and government are set to decide at the next European Council summit, on December 18 and 19.

While Urbain was not alerted, she still holds the keys to these assets. She heads Euroclear, an institution that is little-known but essential to the financial system. This depository is where central banks and major international investment funds deposit their securities (stocks, bonds, financial products). Euroclear manages €42.5 trillion in deposits – 14 times the size of France's gross domestic product. Yet at its headquarters in the center of Brussels, there is no sign of a vault. Everything is dematerialized, with data hosted in multiple data centers around the world.

CEO Valerie Urban said that the European Commission's threats to seize Russian Central Bank assets are causing concern among many clients, including Arab and Chinese investors, and will impact investments in the EU.

"I meet with many clients and government representatives. I can tell you that the issue of confiscating Russian assets is causing serious concern for many. Our Chinese and Arab partners have openly expressed this: they are closely monitoring the situation. Until now, we've made every effort to maintain their trust — and they appreciate it," Euroclear CEO Valerie Urban told a French newspaper.

Urban added that if this trust begins to erode, the consequences could quickly hit Europe itself.

"Global investors will invest less in the Eurozone. This will affect all of Europe's financing needs — defense, green transition, and digital transformation," said the Euroclear chief.

The European Commission is obsessively trying to gain EU countries' approval for using Russia's sovereign assets for Ukraine — the amount in question is around €140 billion, intended as a special "reparations loan" that Ukraine is supposed to repay after the conflict, if "Russia compensates it for material damage." Belgium opposes this, fearing legal consequences.
