Danny [Daniel Davis] explains that after years of stalled efforts, there are now real signs that the Russia-Ukraine war might be moving toward a negotiated settlement. A secret 28-point U.S.–Russia peace proposal is reportedly being drafted, inspired by Trump’s earlier ceasefire framework used in the Israel–Hamas conflict. The plan reportedly covers four broad categories:

ending the war,

security guarantees for both sides,

a new European security structure, and

future U.S.–Russia and U.S.–Ukraine relations.

The reason for cautious optimism, he says, is that Russian officials—for the first time—indicate the U.S. may be seriously acknowledging Russia’s position, which has not happened in previous years.

At the same time, Ukrainian president Zelensky is suddenly traveling to Turkey to restart negotiations. The host interprets this as a sign that Ukraine’s leverage has collapsed, driven by two major pressures:

Mounting corruption scandals involving Zelensky’s closest allies (embezzlement accusations against multiple top officials).

Possible U.S. or Western pressure, suggesting Zelensky must accept an “ugly deal” or risk being abandoned—or even exposed.

Russian messaging also hints that Trump and Putin’s Anchorage meeting set the framework for peace, likely based on Russia’s long-standing demands: recognition of the four annexed regions, constitutional protections for Russian-speaking Ukrainians, no NATO membership for Ukraine, and demilitarization goals.

The host argues the U.S. may finally be acknowledging reality: Russia retains overwhelming advantages in manpower, industry, and munitions, and is continuing battlefield advances. Meanwhile, Ukraine’s energy grid is collapsing under repeated attacks, worsening the country’s overall situation.

Overall, he believes a negotiated settlement is now more plausible than at any point since the war began—but it remains uncertain and heavily conditional.

Putin Spent Nearly Two Days Undergoing a Full Medical Check

Speaking at the conference “Journey Into the World of Artificial Intelligence,” the president explained that the examination lasted almost two full days, during which he stayed overnight at the medical facility.

Witkoff Refuses Meeting After Zelensky Rejects Agreed Terms

According to the report, the meeting was postponed once it became clear that Zelensky was abandoning the arrangements previously reached with the head of Ukraine's National Security and Defense Council, former Defense Minister Rustem Umerov, and was not interested in discussing Trump's proposal.

"The meeting was postponed when it became clear that Zelensky was backing away from the agreements reached with Umerov and had no interest in discussing Trump's plan,” the source told Axios.

Sources say the Ukrainian leader arrived in Ankara with a new plan drawn up together with European partners. This proposal, they note, would almost certainly trigger a strongly negative reaction from Moscow.

One of the interlocutors also mentioned that the negotiations were complicated by the corruption scandal in Ukraine, which further undermined confidence in Kyiv's position.

Witkoff Handed Kyiv Washington's Demands Earlier This Week

As reported, the peace proposal was developed with participation from a group of current and former Russian and American officials. It was delivered to Kyiv earlier this week by Steve Witkoff, who met in Miami with the current secretary of Ukraine's National Security and Defense Council, Rustem Umerov.

According to sources, Washington is asking Kyiv to cut the size of its armed forces by half and abandon key categories of weaponry. The plan also envisions the winding down of US military assistance and obliges President Volodymyr Zelensky to accept the proposed terms.

Earlier, Witkoff called off the meeting with Zelensky that had been scheduled for November 19. Ukrainian and American officials confirmed that the envoy "was supposed to meet Zelensky on Wednesday in Turkey but postponed his trip.”

FT: Plan Requires Recognition of Crimea and Russian Language

According to the Financial Times, the proposed settlement would require Kyiv to relinquish its claims to Donbass and officially recognize the Russian language.

"The peace plan stipulates recognition of Russian as an official state language of Ukraine. It also includes granting official status to the local branch of the Russian Orthodox Church,” the paper reported.

The plan further demands that the United States cease military aid to Ukraine and accept Crimea as part of Russia.

One Ukrainian source cited by the newspaper harshly criticized the proposal, calling it a "capitulation” and accusing President Donald Trump of seeking compromise with Moscow at Kyiv's expense.

New Russian Offensive STEAMROLLING Ukraine in Zaporizhia

 

Russia launched a major offensive towards Huliaipole. The objective is to flank Ukrainian fortifications along the Zaporizhia front. Many Ukrainian military analysts are raising alarm bells about the critical situation. Huliaipole is the largest urban area in a 35 KM radius. If it falls, Russian forces could bring the battle very deep into Zaporizhia Oblast.

Senior Pentagon officials have arrived in Ukraine to "discuss efforts to end the war" with Russia, the US military has said.

The team, led by US Army Secretary Dan Driscoll, is expected to meet Ukrainian President Volodymyr Zelensky in Kyiv on Thursday when he returns from a trip to Turkey.

Reports began surfacing on Wednesday that the US and Russia had prepared a new peace plan, containing major concessions from Ukraine. Neither Washington nor Moscow has officially confirmed the plan.

Earlier in the day, at least 26 people were killed in a Russian missile and drone attack on Ukraine's western city of Ternopil, officials there said. Russia launched a full-scale invasion of Ukraine in 2022.

Trump’s 28-Point Peace Plan for Ukraine is Dead On Arrival

Ok. The plan to end the war in Ukraine is not Trump’s… It reportedly was crafted by Trump’s man, Steve Witkoff. The key territorial provisions in Witkoff’s proposed Ukrainian peace plan primarily involve significant concessions by Ukraine to Russia. The plan reportedly includes Ukraine relinquishing control over the entire eastern Donbas region, which means including areas currently occupied by Russia as well as parts not under Russian occupation. However, the plan also calls for Russia to freeze its forces in place in Kherson and Zaporhyzhia and to withdraw Russian forces from Kharkiv and Sumy. That is a non-starter for Russia.

According to Oliver Carroll — a reporter for The Economist — the Ukrainians also are not thrilled with Witkoff’s plan:

The plan, they say, is a 28-point document aimed largely at curbing Ukraine’s military power once the war ends. It envisages a reduction in the number of Ukrainian troops to just 40% of the current level, with no corresponding cut on the Russian side. Ukraine would be required to cede yet more territory, beyond the large parts of its east and south already occupied by Russia. It would be barred from possessing several classes of weapons, including long-range systems capable of reaching Moscow and St Petersburg. No foreign troops would be allowed on Ukrainian soil. Planes used by foreign diplomats would be prohibited from flying to Ukraine, raising questions as to Russia’s intentions for Ukrainian airspace. Ukraine would also be required to designate Russian as a second state language, and the local branch of the Russian Orthodox Church, disbanded over Ukrainian charges that it is a tool of Kremlin propaganda and espionage, would be restored.

The demands are far-fetched. Ukrainians see most of them as non-starters. The country’s forces have been battered on the battlefield lately, but Russia has not achieved a serious operational breakthrough since 2022. Military analysts do not see Ukraine’s position as being so desperate that Mr Zelensky would need to agree to such punishing terms.

Zelensky will not have a choice… The Russian ground forces are advancing rapidly all along the 1000-mile line of contact. This is one other reason that makes it unlikely that Russia will agree to a Witkoff proposal that requires them to give up captured territory.
