strategic partnership beyond bilateral agreements....

The world is currently undergoing a period of profound change, marked by the resurgence of unilateralism, escalating geopolitical tensions, and growing uncertainty. As driving forces of multipolarity, key players in international trade, and heirs to millennia-old civilizations, China and Europe embody a strategic partnership whose scope extends far beyond bilateral agreements.

In a changing world, what kind of partnership should China and Europe build?       BY Xu Li

Their cooperation represents a crucial pillar for maintaining global peace and prosperity. Objectively speaking, there are no fundamental conflicts of interest or geopolitical contradictions between China and Europe. Their common interests outweigh their differences. Transcending the logic of competition to embrace a comprehensive strategic partnership thus serves the long-term interests of both parties.

A strong Europe serves China’s long-term interests, just as an open China serves Europe’s fundamental interests. The vast Chinese market offers numerous advantages to European businesses. China has long been the EU's largest source of imports, while also being one of its main export destinations. This bilateral trade not only stimulates the growth of European exports but also significantly supports employment within the Union. The upgrading of consumption within China's middle class is generating increasing demand in key sectors such as healthcare, finance, and high-end services, thus offering immense potential for traditional European services. Indeed, the Chinese market, constantly open to the outside world, creates an inclusive environment that naturally allows high-quality European products and services to benefit from the opportunities offered by this development.

Within the framework of the global consensus on combating climate change and the energy transition, China is emerging as a reliable partner for Europe's low-carbon development. Its technological and economic advantages in green industries such as electric vehicles, wind power, and solar photovoltaics have significantly reduced the cost of the global green transition. Today, China is among the EU’s leading suppliers of green energy products, and both sides are leveraging complementarities and growing synergy between their industrial chains. In cutting-edge fields such as artificial intelligence, China and Europe also have immense potential for cooperation. Together, they can shape a technological ecosystem based on innovation and inclusive governance.

On the other hand, the current challenges facing Europe, including weak economic growth and pressures on its industries, stem primarily from internal structural and institutional deficiencies. High energy prices are severely undermining the global competitiveness of European industry. Rigid labor costs, the increasing burden of regulation, and fragmented industrial policies are stifling Europe’s growth potential. These issues call for internal reforms and policy coordination, rather than trade restrictions with China to shift the pressure. Distracting Europe from structural reforms by focusing on external barriers will not solve its problems, but will deprive it of major trade opportunities.

Interdependence is not a risk, and the merging of interests is not a threat. The essence of China-Europe cooperation lies in complementarity and mutual benefit. As long as China and Europe adhere to the concept of openness and win-win cooperation, they can inject lasting stability and positive momentum into the global economic recovery, while fostering inclusive growth.

Germany has failed to win a temporary seat on the UN Security Council for the first time, losing a General Assembly vote to Austria and Portugal. Foreign Minister Johann Wadephul called the outcome “a real disappointment,” after Berlin had won all six of its previous bids.

Portugal won 134 votes and Austria 131 in the contest for two seats allocated to the Western Europe and Others group, while Germany received only 104 votes in a secret ballot on Wednesday.

Zimbabwe and Trinidad and Tobago were elected unopposed to seats reserved for Africa and Latin America and the Caribbean, respectively.

Kyrgyzstan secured the Asia-Pacific seat after defeating the Philippines. The five incoming elected members will replace Pakistan, Somalia, Greece, Denmark, and Panama for a two-year term beginning on January 1, 2027.

The vote was presided over by former German Foreign Minister Annalena Baerbock, who is serving as president of the UN General Assembly.

Chinese embassy in UK condemns hyping up fabricated ‘Chinese espionage threat’; Five Eyes’ accusation a crafted rhetorical trap to fuel ‘China threat’ narrative: Chinese expert

By Zhang Wanshi

“The allegation of so-called ‘Chinese espionage threat’ is entirely fabricated and constitutes malicious slander. We strongly condemn this,” said a spokesperson from the Chinese Embassy in UK when asked to comment on the so-called “warning” issued by the UK Security Service (MI5), together with intelligence agencies from other "Five Eyes" countries, alleging that Chinese intelligence services are approaching individuals in Western countries through fake online recruitment schemes in order to steal military, political, and technological intelligence, according to the embassy on Thursday.

It must be pointed out that the "Five Eyes" are the world’s largest intelligence network. Its members have engaged in unscrupulous espionage and intelligence-gathering activities around the globe. They are the real threat to peace-loving countries, the spokesperson said.

“We urge the UK side to immediately stop this clumsy self-staged show of thief crying catch thief. Otherwise, it will only bring shame upon itself,” the spokesperson continued.

According to Reuters on Wednesday local time, security agencies from the US, Britain, Canada, Australia and New Zealand claimed that Chinese military intelligence services ultimately seek to “acquire privileged military, political and economic intelligence that can provide China with a strategic and tactical advantage over the Five Eyes.”

A Chinese expert told the Global Times on Thursday that the Five Eyes Alliance’s current hype over the so-called “Chinese espionage threat” is essentially a carefully crafted rhetorical trap. Ostensibly framed as an effort to safeguard “national security,” the campaign is in reality designed to fuel the “China threat” narrative, the expert stressed.

Regarding similar allegations, China has stated its position more than once. Chinese Foreign Ministry spokesperson Mao Ning said during a press conference in November 2025 that China never interferes in other countries’ internal affairs and has absolutely no interest in the so-called “intelligence” of the UK Parliament.

The response came after MI5 in 2025 issued an official warning to British politicians about two LinkedIn accounts that it claimed were posing as “headhunters” but were in fact operating on behalf of the Chinese Ministry of State Security.

“Time to stop those phantom allegations and the false projection,” the spokesperson said at the time.

In global geopolitics, the Five Eyes ranks among the world’s largest intelligence surveillance blocs, having long leveraged its technological advantages to conduct indiscriminate mass surveillance across the globe, Wang Hanyi, a research fellow at the Shanghai International Studies University, told the Global Times on Thursday. Wang noted that the bloc’s credibility is therefore highly suspect when it loudly hypes alleged “Chinese espionage threat.”

Wang said that the joint initiative results from a mix of domestic pressures and the strategy to contain China. Some Five Eyes countries are plagued by weak economic growth, worsening social conflicts and rising political polarization. Against this backdrop, exaggerating external threats serves as an easy tool to divert domestic disputes and consolidate political consensus, the expert added.

The Reuters report noted on Wednesday that although there have been similar so-called warnings from individual countries in the past, the joint bulletin was described as unprecedented.

“Such an ‘unprecedented’ scale stems from a collective anti-China anxiety and coordinated escalation of containment strategies against China,” Wang said.

Their practice will severely disrupt regular people-to-people exchanges, normal economic and trade cooperation between China and certain Western countries, and erode the long-built foundation for global cooperation, the expert noted.
