Chinese President Xi Jinping on Tuesday delivered a speech at the 26th Meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO) in Bishkek, the capital of Kyrgyzstan.

Here is the full text of his speech.

Toward Higher-Quality Development of The Shanghai Cooperation Organization

Your Excellency President Sadyr Japarov,

Colleagues,

It is a great pleasure to join you in Bishkek. I would like to thank President Japarov for the thoughtful arrangements for our meeting. Since assuming the chairmanship, Kyrgyzstan has, under the theme "Together Toward Sustainable Peace, Development, and Prosperity," held a variety of activities with remarkable success. China highly commends all this.

August 31 and September 1 mark the 35th anniversaries of the independence of Kyrgyzstan and Uzbekistan. I wish to extend our heartfelt congratulations to President Japarov, President Mirziyoyev, and to the friendly people of Kyrgyzstan and Uzbekistan.

This year is the 25th anniversary of the Shanghai Cooperation Organization. Twenty-five years ago, reckoning with the hard lessons of the Cold War, confronting the real threats from terrorist, separatist and extremist forces, and heeding the earnest aspirations of the world for peace and development, countries in our region came to a prevailing consensus on working together to uphold sovereignty, security, and development interests. Our organization was founded in this context, and it has shown increasingly stronger vigor and vitality.

Over the past 25 years, the SCO has traveled an extraordinary journey. Its biggest achievement is that it has steadily grown into a new type of regional cooperation organization with the largest land area and population and enormous development potential. Its most valuable spiritual asset is that it pioneered, and has since followed invariably, the Shanghai Spirit of mutual trust, mutual benefit, equality, consultation, respect for diversity of civilizations, and pursuit of common development. Its most important experience for cooperation is that it has found the right way of coexistence featuring non-alliance, non-confrontation and not targeting any third party, enabling regional countries to build a common home together.

Twenty-five years later today, transformation not seen in a century is accelerating across the globe. The rivalry is intensifying between dialogue and confrontation, win-win and zero-sum, and multilateralism and unilateralism. The shadow of war continues to haunt the world. At such a crossroads with humanity's future at stake, the SCO should step forward to shoulder its historical responsibility and steer the course for the future.

First, we should stay committed to putting development first, and open up the prospects for shared prosperity. We should advocate a universally beneficial and inclusive economic globalization, consolidate cooperation in traditional areas such as trade, investment, connectivity, energy and resources, and expand cooperation in emerging areas such as artificial intelligence, digital economy, green industry and green mining. We should do all this in order to deepen, substantiate and upgrade regional cooperation.

China takes the SCO as a priority area for promoting high-quality Belt and Road cooperation and implementing the Global Development Initiative. In light of the development needs of this region, we will continue to ensure the success of the SCO Digital Economy Forum, the SCO Agricultural Expo, and other events. We will develop an international AI application cooperation center with fellow SCO countries, continue to work with fellow SCO countries to increase the installed capacity of photovoltaic and wind power each by 10 million kilowatts, implement 100 technological cooperation projects with other SCO countries in the next three years, and nurture more green industry talents through China-SCO cooperation. China welcomes interested member states to take an active part in the "Big Market for All: Export to China" event series to seize the opportunities on China’s super-sized market. To facilitate trade and logistics in the region, China supports improving the performance and efficiency of the Trans-Caspian International Transport Corridor, and will establish a China-SCO port economic cooperation center in Tianjin.

Second, we should stay committed to taking security as a key goal, and foster an environment of common security. We should pursue coordinated measures to tackle traditional and non-traditional security threats. We should crack down on the three forces of terrorism, separatism and extremism, transnational organized crime, drug trafficking, and telecom fraud. We should strengthen cooperation on information security, bio-security, and outer space security. We must prevent external forces from interfering in our internal affairs, endangering our political security, and undermining regional stability.

China stands ready to work with all parties to act on the vision of common, comprehensive, cooperative, and sustainable security, and make our organization an important platform for implementing the Global Security Initiative. We believe in a sensible, coordinated, and balanced approach to nuclear security, and support a stronger multilateral partnership for nuclear safety and security. We support the early opening of the SCO's four security centers so as to upgrade the capacity of member states in responding to security threats and challenges.

Third, we should stay committed to a people-centered approach, and cement the foundation for everlasting friendship. Diversity of civilization and culture is a salient feature of our region. We should fully appreciate the distinctiveness of every country in its history, culture, social system, and development stage, and build cooperation networks between legislatures, political parties, institutions of education, think tanks, businesses, and the media, so as to promote nongovernmental exchanges and invigorate good-neighborliness and friendship among member states.

China stands ready to work with all parties to implement the Global Civilization Initiative. We support a bigger role by nongovernmental friendship institutions such as the SCO Good-Neighborliness, Friendship and Cooperation Commission. We will host SCO forums on innovation and sustainable development, on people-to-people friendship, and on friendship cities. We will establish a China-SCO basic education cooperation center, and continue to build bridges for exchanges, mutual learning and people-to-people connectivity through Confucius Institutes, Luban Workshops and other programs.

Fourth, we should stay committed to dialogue and consultation, and strive for more equitable and orderly governance. We should always advocate that all countries, regardless of their size, are equal, and that regional affairs should be discussed by all countries to bridge differences and build consensus, properly handle differences through dialogue and consultation, and meet common challenges through multilateral collaboration. China commends and supports the Samarkand Solidarity Initiative for Common Security and Prosperity proposed by President Shavkat Mirziyoyev as well as the Initiative on World Unity for Just Peace, Harmony, and Development by President Kassym-Jomart Tokayev.

China supports the model cooperation by our organization on practicing the Global Governance Initiative. That the SCO Plus Meeting this year is focused on strengthening the role of the United Nations and building a multipolar world in itself is a successful move to that end. China calls on continuous institutional improvement of the SCO to boost its efficiency in making and executing decisions. China welcomes more like-minded countries to be partners in our joint efforts to improve regional and global governance. On Ukraine, the Middle East, Afghanistan, and other international and regional hotspot issues, China stands ready to strengthen communication and coordination with all parties, continue tackling both the symptoms and root causes of these issues, and promote political settlement.

When purpose guides us, no path is too long; when resolve strengthens us, no barrier is too high. China will work with all parties to continue to hold high the banner of the Shanghai Spirit, implement the development strategy of the SCO for the next decade, and pursue development with higher quality, so as to make greater contributions to a community with a shared future for humanity.

To conclude, I congratulate Prime Minister Shehbaz Sharif on taking over the chair of the Council of Heads of State. China will join hands with all member states in giving Pakistan our strong support.

What do Canada and Iran have in common? The US bullies both

Ottawa and Tehran face different forms of pressure, but both reveal the same pattern of a declining hegemon lashing out as resistance grows

Canada has very few similarities with Iran – to Canada’s own shame.

Let’s leave aside the basic differences, such as location, demographics, weather, and cuisine, and focus on the essentials: Historically, Iran is old and firmly based on an ancient civilization; Canada, like the US, is young and a little accidental, a leftover of the British Empire in its settler-colonial-ethnic-cleansing variant.

In terms of religion, Iran is shaped by pious Shia Islam; Canada displays the flaccid mix of an emasculated Christmas-and-jingle-bells-only Christianity and aggressive anything-goes consumerist secularism typical of the contemporary West.

Geopolitically, Iran is a proud and victorious opponent of the US and Israel; Canada is a fairly ordinary vassal in the American empire.

Accordingly, Canada is deeply and proudly involved in the West’s proxy war against Russia by way of using up Ukraine. Indeed, the Canadian contribution is particularly ironic because it also serves a frenetic and powerful nationalist Ukrainian lobby, rooted in deliberately privileged fascist World War Two runaways and Cold War conspirators. Iran, on the other side, has long helped Russia and, for its efforts, been directly attacked by Kiev’s Zelensky regime. In return, Western sources claim, Moscow has been helping Tehran with its ongoing defense against the US and Israel.

Most importantly, Iran is a country on the side of elementary decency, fundamental human ethics, and international law and therefore against the genocide committed by Israel, the US, UK, Germany, and various other Western accomplices against the Palestinian nation. Canada – Israeli murders of Canadian citizens and some cheap and, in effect, empty gestures from Ottawa notwithstanding – has been, at the very best, yet another camp follower of the Western genocide coalition.

And yet, strange as it may be, recent events have produced something that Iran and Canada have in common. Or to be precise, it’s Washington’s bizarre policies that have created this odd overlap: both Canada the long-standing vassal and Iran the steadfast antagonist are currently at the receiving end of both fresh attempts at coercion by economic warfare and escalating rhetoric from Washington.

Of course, there are orders-of-magnitude differences between the Trump administration’s ‘Operation Economic Outcast’ against Tehran and the latest round of tariff and trash-talk launched against Canada.

The ‘Operation’ targeting Iran, according to its mastermind and cheerleader Treasury Secretary Scott Bessent, aims to combine a naval blockade, intelligence gathering, “mapp[ing] every node, every facilitator and every network that Iran” is using to trade abroad, and wide-ranging secondary sanctions to, in Bessent words, “asphyxiat[e]” Tehran. The declared end goal is to “collapse” Iran by inflicting an “Economic D-Day,” as President Donald Trump has put it.

There’s no such intention to wage total economic war in the case of Canada. Regarding Ottawa, Washington has merely initiated a pressure campaign within its empire. Its goal is not absolute destruction but the punishment and coercion of a wayward vassal.

In essence, the Canadian government under Prime Minister Mark Carney has rejected Washington’s offer of a crudely disadvantageous and interfering trade deal, featuring, according to the Financial Times, “ludicrous” American demands.

Faced with “clodhopping bullying” so extreme no leader could have submitted – except maybe, say, the EU’s Ursula von der Leyen or Germany’s Friedrich Merz – Carney had an excellent opportunity to make a stand. He declared that Canada is under US attack and, in effect, at war – all restricted to the economy, of course – and that his government will retaliate tit-for-tat, dollar-for-dollar.

Washington is striking at Ottawa with 50% tariffs on Canadian goods worth $20 billion, and, in return, Ottawa will give as good as it gets. That’s the plan at least. But while the Wall Street Journal reports that both sides are getting ready for a long fight, there also is still some time for last-minute off-ramps.

Things need to be kept in proportion: the new US tariffs would affect about 5% of Canadian exports to its overbearing southern neighbor. The Canadian retaliation would target about 6% of what the US sends north. Meanwhile, US rhetoric is surging. Trump has renamed Lake Ontario as Lake America and posted an extraordinarily odd AI-generated video about it, featuring (Canadian?) wild geese marching in lockstep under US flags and firing assault rifles. In Canada, for now at least, Carney’s hardline response is popular.

In short, what is really happening between Ottawa and Washington may well seem like a farce if compared to the state of things between Washington and Tehran. Unsurprisingly, the Iranian leadership has declared that it won’t budge. And why should it? It has already won two rounds of war against Washington. While its economy is certainly suffering, the American-Israeli aggression has, in effect, fully immunized Iranian society against any regime-change schemes.

Finally, Washington will not succeed in making key players submit to its secondary-sanctions blackmail. China, now the world’s great oil power, as The Economist concedes, and a crucial partner for Iran not merely in economic terms, has already made that much clear. Russia is very unlikely to be impressed either.

But take a step back and look at the picture as a whole. Here we are: the US is waging economic war – of different intensity – against both opponents and so-called allies. More importantly, it is meeting resistance in both cases. And most importantly, in both cases, there is no reason to assume that Washington will win. All of that is happening against a background of the US escalating its use of brute force: There is the fresh “deal” – really, steal – to siphon off 65 billion barrels of crude from the de facto US protectorate of post-Maduro Venezuela. Regarding the much-disturbed bond markets, meanwhile, Trump has openly threatened to use the US military to shape them to Washington’s advantage.

The idea is about as smart as trying to fix a microchip with a sledgehammer. But, with the US, that doesn’t mean it won’t be tried. For the red thread running through all of the above is a combination of slipping real power, escalating aggressiveness, and rising resistance from others. What makes this so dangerous is that Washington seems to have entirely lost the ability to realistically adjust its aims and demands to its declining capabilities. Think of it as a bully past his prime who is not only very violent but also not smart enough to see when being more flexible would be in his own best interest.
