‘Richard Woolcott, a retired foreign affairs chief who advised seven prime ministers, launched a sweeping attack on the federal government, saying that Australian democracy was not functioning as it should.

"In 2006 our established ideals of decency, fairness, tolerance, justice and truth in government are under challenge," he said.

Australia's democracy was not functioning as it should, he said.

"I believe it is affected by hubris, the arrogance that comes from 10 years in power, the politics of fear, nurtured by the so-called 'war on terror' and latent racism," he said.

"The government has also suffered from a lack of the important qualities of patience and humility.

"This is impacting adversely on the wider community, including in the areas of human rights and social justice."’

Howard urges calm after Murdoch's Fairfax move
Prime Minister John Howard says people worried about News Corporation buying a stake in the media group Fairfax need to calm down.

Rupert Murdoch's News Corp has paid $364 million for a 7.5 per cent share in Fairfax.

Mr Howard says the Government's new media laws are not behind the acquisition.

"Whatever it is, it would be governed by the current law, because the new law hasn't come into operation," he said.

"But people buy and sell shares every day and I just think everyone ought to calm down."

Labor's communication spokesman, Stephen Conroy, disagrees.

"The decision by News Corp is clearly designed as positioning for when the floodgates truly open," he said.

Senator Conroy says that will do nothing toward ensuring media diversity.
