WASHINGTON — The top U.S. military officer is warning that the war in Ukraine will likely last years, raising concerns that the world "is becoming more unstable and the potential for significant international conflict between great powers is increasing, not decreasing." 

During testimony in front of the House Armed Services Committee on Tuesday, Chairman of the Joint Chiefs of Staff General Mark Milley called Russia's invasion of Ukraine "the greatest threat to peace and security of Europe, and perhaps the world, in (his) 42 years of service in uniform." 

"The United States is at a very critical and historic geostrategic inflection point. We need to pursue a clear-eyed strategy, maintaining the peace with the unambiguous capability of strength relative to China or Russia," he said, referring to the top two potential military threats to the U.S. 

Asked by lawmakers what could have stopped Russian President Vladimir Putin from attacking Ukraine, Milley said the only defense possible may have been to put U.S. forces inside the country, which he would not advise because it would have risked an armed conflict with Russia. 

"Candidly, short of the commitment of U.S. military forces into Ukraine proper, I'm not sure he (Putin) was deterrable. This has been a long-term objective of his that goes back years," Milley said. 

Defense Secretary Lloyd Austin added that Russian demands, which include a ban on Ukraine entering NATO and a limit to NATO's deployments of troops and weapons on its eastern flank, were unacceptable.

Kremlin hopes operation in Ukraine ends ‘in coming days’

 

Either the Russian forces will reach their goals in Ukraine or Moscow and Kiev will reach an agreement in the near future, the Kremlin says

 

Moscow hopes the Russian military operation in Ukraine might end in the near future, possibly “in the coming days,”Kremlin spokesman Dmitry Peskov told Sky News on Thursday. Either the Russian troops will end it by reaching their military goals or Moscow and Kiev will reach an agreement through negotiations, he added.

The prospect of a peace deal would largely depend on the “consistency” of Ukraine’s position and its willingness to agree to Russia’s terms, Peskov said. He particularly said that those responsible for the crimes against civilians in the Donbass should be brought to justice.

When asked about accusations leveled by Kiev against Moscow over the alleged mass killings of civilians in the towns near Kiev, Peskov said that such claims are nothing but a “bold fake.”

“We deny the Russian military can have something in common with these atrocities and that dead bodies were shown on the streets of [the town of] Bucha,” the Kremlin spokesman told Sky News’ Mark Austin. “We are living in days of fakes and lies,” he added.

Russia is “interested in a really independent and objective investigation of all the crimes” committed in Ukraine, Peskov said.

According to Peskov, one of the goals of the Russian operation has been to avert a larger conflict, namely a potential World War III that would likely involve nuclear strikes. Should Ukraine join NATO and then try to seize Crimea through military means, NATO’s members possessing nuclear arms would have to defend it, he argued, adding that it would lead to a global conflict. Ukraine has been an “anti-Russian center” since 2014, the Kremlin spokesman said, adding that NATO is far from being a purely defensive military bloc as well.

Russia's military action in Ukraine is meant to put an end to the US-dominated world order, Russian Foreign Minister Sergey Lavrov has explained. Washington has been seeking supremacy by imposing ad-hoc rules and violating international law, he claimed, in an interview aired by Russian television on Monday.

He was referring to America's attempts to impose its own so-called “rules-based international order,” which have met with strong resistance from Moscow and China.

“Our special military operation is meant to put an end to the unabashed expansion [of NATO] and the unabashed drive towards full domination by the US and its Western subjects on the world stage,” Lavrov told Rossiya 24 news channel.

“This domination is built on gross violations of international law and under some rules, which they are now hyping so much and which they make up on a case-by-case basis,” he added.

 

Russia is among the nations who would not submit to Washington’s will, the Russian diplomat added. It will only be part of an international community of equals and will not allow Western nations to ignore its legitimate security concerns, Lavrov said.

Lavrov blasted EU foreign policy chief Josep Borrell for appearing to encourage more fighting in Ukraine. The bloc’s top diplomat said the conflict “will be won on the battlefield” as he announced more military aid to Kiev last Saturday. Lavrov called the statement “outrageous.”

“When a diplomatic chief … says a certain conflict can only be resolved through military action… Well, it must be something personal. He either misspoke or spoke without thinking, making a statement that nobody asked him to make. But it’s an outrageous remark,” Lavrov added.

The EU's role has shifted during the Ukraine security crisis, the minister believes. Previously it didn’t act as a military organization “fighting collectively against an invented threat.” Lavrov said the change was the result of pressure put on the bloc's members by Washington, which has pushed it closer to NATO.

For its part, Russia wants to negotiate peace with Ukraine, Lavrov added.

Moscow attacked its neighbor in late February, following Ukraine’s failure to implement the terms of the Minsk agreements signed in 2014, and Russia’s eventual recognition of the Donbass republics in Donetsk and Lugansk. The German and French brokered protocols had been designed to regularize the status of those regions within the Ukrainian state.

Russia has now demanded that Ukraine officially declare itself a neutral country that will never join the US-led NATO military bloc. Kiev insists the Russian offensive was completely unprovoked and has denied claims it was planning to retake the two republics by force.

In Mariupol, which once had a population of 450,000, fighting continues as the Donetsk People's Republic and Russian forces sweep the city of remnants of Ukrainian troops and nationalist militias, including the neo-Nazi Azov battalion, which are still hiding in parts of the city.The head of the Russian region of Chechnya, Ramzan Kadyrov, said on Tuesday that more than 1,000 Ukrainian Marines had surrendered in the city of Mariupol. 

"More than 1,000 Marines of the Armed Forces of Ukraine surrendered today in Mariupol. There are hundreds of wounded among them. This is the right choice," he wrote in a Telegram post.

 According to Kadyrov, Ukrainian groups are breaking up one after another, as they do not know what to do with the wounded, nor do they understand where to go and what to do next in their fighting, and that “after all, resistance is useless, and there are practically no combat forces left."The Chechen leader added that only individual small groups of servicemen are currently in combat, which "for some reason are afraid to come out with a white flag to the Russian troops." 

Kadyrov urged the Ukrainian troops "not to be afraid." He also called on them to "think about your loved ones, the wounded, your own and others' lives, about how a stray bullet can bring tragedy to your homes."

 He added that at the moment there are approximately 200 wounded hiding deep in the Azovstal plant area who cannot receive medical care. Kadyrov emphasized that it would be better for the Ukrainian troops to stop fighting and return home. 

"I appeal to those who are still holed up in the basements and tunnels of the plant: you know that we treat prisoners humanely. Come out! Think about your own and other families, as more than a thousand Marines did today," he said.
