The German government has rejected criticism by Polish President Andrzej Duda, who accused Berlin of failing to substitute tanks Warsaw had delivered to Ukraine. It might take Germany a long time to produce the heavy equipment Poland seeks to receive from Berlin, government spokesman Steffen Hebestreit told journalists on Wednesday.

On Tuesday, Duda told the German news outlet Die Welt that Berlin had failed to replenish the Polish stocks in a timely fashion after Warsaw “weakened” its own military potential by sending “a large number” of tanks to Ukraine. Most Polish tanks are German-made ones and Warsaw expected Berlin to step in, the Polish leader added.

“The federal government is perplexed,” Hebestreit said, responding to the Polish president’s comments. Berlin has “taken note” of Duda’s criticism “but that does not make it right,” he added.

Warsaw reportedly specifically requested the most modern Leopard 2A7 tanks. But Germany itself possesses a relatively small quantity of these heavy equipment pieces, Hebestreit explained, adding that producing additional ones would take time.

 

The official has also pointed to other similar swap deals with Eastern European nations. The agreements involved Germany sending some modernized Leopard 2 tanks to its partners to substitute the equipment that was headed to Ukraine, he said, adding that Germany never promised to deliver the most modern Leopard 2A7 models.

German Foreign Minister Annalena Baerbock discussed the issue with Polish Foreign Minister Zbigniew Rau on Tuesday. The two ministers had spoken about the ways to clarify all the “uncertainties” together, she said following the meeting.

Berlin cannot simply deliver heavy military equipment to Ukraine or elsewhere “at the push of a button or with a snap of the fingers,” Baerbock argued, adding that the equipment must first be “made available, repaired or ordered.”

Rau said at the time that he “took note” of the German statement, adding that Baerbock gave him several reasons Berlin cannot fulfill its end of the bargain right away. The minister still admitted that Germany had the power “to solve the issue.”

Berlin previously struck several swap deals with Eastern European nations aimed at supplying weapons to Ukraine. In late April, Germany and Slovenia agreed on a deal that saw Berlin substituting Soviet-made battle tanks Slovenia sent to Kiev.

Last week, Germany announced another such swap, this time with Czechia. Prague is now expecting to receive 15 Leopard 2 tanks from German stocks in exchange for tank deliveries to Ukraine.

Moscow plans to make foreign debt payments in rubles, Russian State Duma Speaker Vyacheslav Volodin said on Wednesday. This comes after the US blocked Russia from servicing its debt to American bondholders.

Volodin added that the country has all the necessary monetary resources for payments.

“The US and the satellites supporting Washington’s decisions should get used to the ruble,” Volodin said on his Telegram channel on Wednesday, citing Russia’s experience requiring ruble payments for gas shipments as an example of how settlements could work.

Russia’s finance ministry also confirmed in a statement that Moscow will continue to fulfill its state debt obligations, despite the tightening of external restrictions.

“The decision of the US Treasury Department to refuse to renew the license … infringes, first of all, on the rights of foreign investors in Russian debt instruments and undermines confidence in the Western financial infrastructure,” the ministry said. The statement added that “the Ministry of Finance of Russia, as a responsible borrower, confirms its readiness to continue servicing and repaying all debt obligations.”

 

On Tuesday, the US Treasury Department announced that it would not extend the sanctions waiver that allowed Russia to make sovereign debt payments to American investors, in a move officials previously said would cause Moscow to be in a technical default on its debt obligations. The license waiver expired at 04:01am GMT on Wednesday.

Meanwhile, Russian Finance Minister Anton Siluanov has slammed Washington’s decision, saying that Russia faces an “artificial situation created by an unfriendly nation.”

He noted that “The current situation has nothing in common with 1998, when Russia didn’t have sufficient funds to pay its debts,” stressing: “We have the money and the willingness to pay.”

Moscow is scheduled to make about $100 million in foreign debt payments on Friday. After May 25, it will still have nearly $2 billion worth of external bond payments due before the end of the year.

The country has so far managed to make all of its scheduled payments to foreign creditors. The Kremlin has described Washington’s recent actions as a default of the Western financial system, due to its failure to fulfill its financial obligations to Russia.

Western countries have tried to bar Arab officials from photo opportunities with Russian counterparts, Russia’s Foreign Minister Sergey Lavrov said during a visit to Egypt on Sunday.

Lavrov revealed that before heading to Cairo he was shown a document from the Arab League, which has its HQ in the Egyptian capital, speaking about “an initiative … by a group of ambassadors from the US, France, Germany, the UK and a representative of the EU.”

“It demanded our Arab friends, firstly condemn, secondly, reject certain actions by Russia. And this initiative especially stressed that they shouldn’t sign any documents with us and take pictures with us,” the Russian FM pointed out after talks with his Egyptian colleague, Sameh Shoukry.

He also recalled how German Foreign Minister Annalena Baerbock recently described a photo of Turkish Presidet Recep Tayyip Erdogan with his Russian and Iranian counterparts Vladimir Putin and Ebrahim Raisi as a “challenge.” Baerbock added that such an image was “incomprehensible” to her.

Even if Germans take to the streets over energy prices, Berlin must support Ukraine by maintaining anti-Russian sanctions, Foreign Minister Annalena Baerbock told a conference in Prague on Wednesday.

While much of the German cabinet was at a working retreat in Castle Meseberg outside Berlin, Baerbock was in Prague for a conference dubbed “Democracy’s Clear and Present Danger: How Do We Respond?” organized by the NGO Forum 2000.

“If I give the promise to people in Ukraine – ‘We stand with you, as long as you need us’ – then I want to deliver. No matter what my German voters think, but I want to deliver to the people of Ukraine,” Baerbock said at one point.

“I have to be clear that this holds on as long as Ukraine needs me,” she said, referring to the EU embargo against Russia.

“We are facing now wintertime, when we will be challenged as democratic politicians. People will go in the street and say ‘We cannot pay our energy prices’. And I will say ‘Yes I know, so we help you with social measures.’ But I don’t want to say ‘Ok then we stop the sanctions against Russia.’ We will stand with Ukraine, and this means the sanctions will stay also in wintertime, even if it gets really tough for politicians,” Baerbock concluded.
