I write this brief letter and appeal on this fifty-second day of conflict between the Israeli government and the hapless population in Gaza. I also write as a child of Holocaust and concentration camp survivors.

The propaganda narrative since 7 October has been to frame this genocide as a war between Hamas and Israel. This is a false and mendacious characterisation of what is currently happening. This is a war of so-called ‘collective punishment’ against a defenceless civilian population in Gaza. The civilian population in Gaza is not responsible or guilty of the war crimes committed by Hamas or Islamic Jihad on 7 October.

This war waged by the Netanyahu government can only be described as a war of terror and annihilation against a civilian population given the power of the Israeli war machine. As you are, I am sure, well aware this onslaught by the Israeli military has already resulted in over fifteen thousand deaths. Gaza is now on the brink of starvation, the Gazans have no clean water to drink, and the Gazan population faces imminent massive deaths not only through starvation, but also through dehydration.

The most urgent question and task now is for the international community to do everything in its power to urgently stop this forthcoming and not too distant genocide.

It is therefore incumbent, on your capacities as a Council, to appeal in the most strongly possible terms to our Federal government to make very clear to the Israeli government that an immediate lasting ceasefire be declared and that negotiations begin with representatives of the Palestinian people in Gaza and the West Bank forthwith.

Above all, what must be emphasised and stressed to the utmost, and communicated to Penny Wong and other members of the Albanese government, is that the killing of the civilian population which is considered a war crime by the United Nations and the International Criminal Court, stop immediately and the current ceasefire be extended indefinitely.

According to Omer Bartov, a strong supporter of Israel and an astute observer of events since October 7, “In brief, Israel seems to have no political plan and a very hazardous military one. It can only blame itself—not least Netanyahu, but also the military leadership—for having arrived at this point.” 

The question for Israelis and the Americans that support them is whether the current war in Gaza is a purely reactive war without an attainable political objective beyond the stunning level of violence that is destroying Gaza and expelling its Arab population. More to the point, is Israel’s desired end state an “Arab-Free Israeli State from the Jordan River to the Mediterranean?”

Contrary to the way Qatar is presented, the emirate is not a neutral negotiator in the Al-Aqsa Operation Flood hostage affair. A blunder by its minister, Lolwah Al-Khater, who came to follow the negotiations in Tel Aviv, shows, on the contrary, that Doha exercises authority over Hamas. The new members of the Israeli war cabinet discovered with surprise that Qatar had participated in Benjamin Netanyahu's plot to prepare the attack against Israel on October 7, 2023.

Lolwah Al-Khater's blunder

Lolwah Al-Khater, Qatari Minister for International Cooperation, visited Tel Aviv on November 25, 2023. It was the first time that a Qatari official visited Israel. She was received by the war cabinet to resolve the problems of application of the agreement on the exchange of hostages. She also visited Gaza.

Accustomed to discussions with David Barnea, director of Mossad, she does not seem to have grasped that the war cabinet does not only include loyalists of Prime Minister Benjamin Netanyahu. Without hiding, she then, to save time, made decisions in the name of Hamas, without referring to it.

The members of the former opposition who joined the emergency cabinet and attended this discussion were shocked to see her step out of her role as mediator and reveal her links of authority over Hamas, the Palestinian branch of the Muslim Brotherhood.

At the end of this meeting, Joshua Zarka, deputy director general for Strategic Affairs at the Israeli Foreign Ministry, declared that Israel “will settle accounts with Qatar» as soon as he has completed his role as mediator. Indeed, if Qatar has the possibility of giving orders to Hamas, it can no longer hide its responsibility in the October 7 attack. Not only is he not a mediator, but he is an enemy of the Israelis.

Let's return for a moment to the identity of Qatar.

Qatar and the United States

Qatar only became independent from the British Empire in 1971. Its first emir, Khalifa bin Hamad Al Thani, then turned to France. He is developing his country while wary of easy revenues from hydrocarbons. But in 1995, he was overthrown by his son, Hamad bin Khalifa Al Thani. The new emir concluded gas agreements, but also oil agreements, mainly with Anglo-Saxon companies (Exxon Mobil, Chevron Phillips, Shell, Centrica), French (Total), Chinese (China National Offshore Oil, CNOOC, Petrochina), Indian, South Korean and Japanese. Money is now flowing freely.

In 1996, in the wake of the Oslo Accords, Qatar created with French-Canadian Jews David and Jean Frydman, friends of Yitzhak Rabin and Yasser Arafat, a pan-Arab television to compare Arab and Israeli points of view, Al-Jazeera. It was an immediate success. However, the channel, which participates intellectually in the movement for peace in Israel, becomes the bête noire of the United States during its wars against Afghanistan and Iraq.

In 2002, the United States concluded a military agreement with Qatar. They set up the headquarters of the command of their troops in the Middle East, CentCom, on the gigantic base of Al-Udeid. It houses 11 soldiers and around a hundred planes. For this they are withdrawing their men from Saudi Arabia.

The Pentagon then reminds the emir that it is not in a position to challenge him: one morning, he is awakened by Special Forces in his bedroom. A US officer assures him that they have just protected him from an imaginary coup d'état. The emir understands the message and now complies with the demands of his protectors.

In 2005, the shareholding ofAl-Jazeera is shaken by the boycott of Saudi advertisers. The Frydman brothers are withdrawing from the chain. It is completely reformatted by the consulting company JTrack. This places Brother Wadah Khanfar at its head1. Gradually, he censored any criticism of “American imperialism” and even went so far as to remove certain images showing American crimes in Iraq. Al-Jazeera, several journalists of whom were killed by US forces and a collaborator of whom was taken prisoner and tortured at Guantánamo, became the mouthpiece of the Anglo-Saxon powers and gave voice to Sunni Islamism. In 2009, Wadah Khanfar visited the United States where he was received by all those who were among the ruling elites.

In 2008, the emir enthroned a new president in Lebanon, in violation of the Constitution, in place of the outgoing president.

In 2011, the boss of JTrack, Brother Mahmoud Jibril, suddenly became the leader of the protest against the regime, of which he was a minister. Palestinian Brother Wadah Khanfar leaves Al-Jazeera to chair a Turkish think tank, the Al-Sharq Forum. The channel is taken over by the Prime Minister, Sheikh Hamad bin Jassem bin Jaber Al Thani. Instantly, it placed itself at the service of NATO, of which it became the main propaganda tool in the Arab world. It gives a one-sided view of the conflicts in Libya and Syria to transform itself into the Muslim Brotherhood chain. Imam Youssef al-Qaradawi becomes the official preacher of the channel. He explains to his listeners that Muhammad would undoubtedly be on the side of NATO today.

Qatar becomes the main matchmaker in the Middle East. He negotiates peace agreements between Arabs, wherever the United States asks him to do so, in Western Sahara, in inter-Palestinian rivalries, in Darfur, Eritrea and Yemen. But he can also use his power to restart wars. Thus, in 2012, he gave 2 billion dollars to Sudan, from Brother Omar al-Bashir, so that he could recall his special envoy, General Mohammed Ahmed Mustafa al-Dabi2. The latter, until then appreciated by all, particularly for his peaceful role in Darfur, had been appointed president of the International Mission of the Arab League in Syria. He and his colleagues had access to everything they wanted to see. In a preliminary report, he concluded that Western media were lying and that there was no revolution in Syria.

In 2013, the emir abdicated in favor of his son, Tamim bin Hamad Al Thani.

The “Gulf crisis”

From June 2017 to January 2021, Saudi Arabia and the United Arab Emirates led a blockade of Qatar, paralyzing the Gulf Cooperation Council. This Cold War has been misinterpreted. According to Financial Times, it would be linked to a dark story of ransom payment, according to others to a declaration by the Emir, Sheikh Tamim ben Hamad al-Thani, favorable to the political use of Islam as practiced by the Muslim Brotherhood than Iran.

In reality, the president of the Arab Republic of Egypt, Abdel Fattah al-Sisi, had managed to obtain documents from the secret society that had governed his country for a year, the Muslim Brotherhood. Former director of military intelligence, he had studied them. After US President Donald Trump's speech in Riyadh against Muslim Brotherhood terrorism (May 21, 2017), he understood the use he could make of it. He therefore transmitted the evidence in his possession to the king, hoping to obtain his support in his fight against the Brothers. They contained evidence of a plot by the Brotherhood and Qatar to overthrow the King of Arabia, Salman bin Abdulaziz Al Saud. For the king and his son, it was a shock: not only did the Brotherhood that the Kingdom had pampered for years, granting it a military budget larger than that of its own army, allow itself to support Daesh, but it also took from the monarch.

On June 5, 2017, Saudi Arabia, the United Arab Emirates, Egypt and Bahrain, followed by the Yemeni government of Abdrabbo Mansour Hadi, the Libyan government of Tobruk, Mauritania, the Maldives and the Comoros broke off diplomatic relations with Qatar. These countries close their land, air and sea borders to the emirate, suddenly strangling it. US President Donald Trump takes sides and accuses Qatar of financing “religious extremism”. The emirate is supported by Turkey, Morocco, Hamas, Iran and Germany where the National Guide of the Brotherhood, Ibrahim el-Zayat, then has his positions at the Ministry of Foreign Affairs. Niger and Chad support Saudi Arabia.

Saudi Arabia, UAE, Egypt and Bahrain issue 13-point ultimatum to Qatar3. It is about breaking with political Islam and its supporters: Türkiye and Iran.

The crisis will only find a solution when US President Donald Trump attempts to reconcile Arab countries among themselves and with Israel. He organized the rapprochement between Morocco and Israel, then that of the Gulf crisis. The controversy surrounding political Islam is muted.

The Emirate of Qatar and the Muslim Brotherhood

The brotherhood (ikwan) pursues the goal set for it by its founder, the Egyptian Hassan El-Banna, at the end of the First World War: to reestablish the Caliphate4. In a letter to the then Egyptian Prime Minister, he described his three objectives:

  • legislative reform and the union of all courts under Sharia law;
  • recruitment within the armies by establishing voluntary service under the banner of jihad;
  • the connection of Muslim countries and the preparation for the restoration of the Caliphate, in application of the unity demanded by Islam.

THEikwan is a secret society organized on the model of the United Grand Lodge of England. We therefore only know about its action from testimonies from its former members or from documents seized during its defeats.

From its creation, the Brotherhood was accompanied by militias responsible for assassinating its opponents. It first developed in Egypt, then throughout the Arab world and in Pakistan. The United Kingdom and the United States were quick to resort to its politicians (like Brother Muhammad Zia-ul-Haq in Pakistan or Brother Mahmoud Jibril in Libya), and to its militias, like Al-Qaeda, Daesh, or the League for the Protection of the Tunisian Revolution. Upon his arrival at the White House, President Barack Obama designated a member of the Brotherhood, Mehdi K. Alhassani, within his National Security Council, in order to establish a permanent bond with her.5

When the United States began the Syrian episode of the “Endless War,” it asked Hamas to move its office from Damascus to Doha. When Saudi Arabia definitively broke with the Brotherhood in 2014, Qatar spontaneously replaced it. Without having the same means as its powerful neighbor, the emirate has become the big financier with the approval of the United States. In 2018, it is Qatar which pays the salaries of Hamas civil servants in Gaza. With the agreement of Benjamin Netanyahu, his ambassador went there with suitcases full of 15 million dollars in small denominations. The operation will be renewed every month.

In 2022, US President Joe Biden elevates Qatar to the rank of major non-NATO Ally; an honor reserved for around ten countries around the world.

Lolwah Al-Khater's blunder proves that Qatar is more than that. He exercises authority over Hamas's political and military strategy.
