Shapps spoke at Lancaster House in London about the UK’s place in a “more dangerous world.” He painted Britain as a leading global military and industrial power, without once mentioning the US.
Just last week, Shapps said, the UK was “able to both take action to defend ourselves against the Houthis and uplift our support to Ukraine to new record levels.” This was a reference to the mainly US air and missile strikes on the Yemeni group, in which four RAF jets took part.
“For Ukraine, this will be a year when the fate of their nation may be decided,” Shapps said, arguing that “the West must not let them down.”
With the package British Prime Minister Rishi Sunak announced on Friday, Britain’s military aid to Ukraine has exceeded £7 billion ($8.9 billion), “with even more gifted directly from the UK’s equipment inventory,” according to the defense minister.
“This continues the UK’s proud record as a leading donor – always being the first to get Ukraine exactly what they need. The UK was the first to provide Ukraine with weapons training, the first to provide NLAW anti-tank missiles, the first to give modern tanks, the first to send long range missiles. Now we will become the largest provider of drones too,” Shapps said.
He described the security cooperation agreement Sunak signed with Ukrainian President Vladimir Zelensky as “the start of a 100-year alliance” with Kiev, which formalizes British support “in everything from intelligence sharing and cyber security to medical and military training.”
Shapps revealed that the UK has trained over 60,000 Ukrainian soldiers since Russia “launched its invasion” in 2014. This was presumably a reference to the Crimean referendum to rejoin Russia, which followed the US-backed coup in Kiev in February that year.
Notably absent from the British defense minister’s speech was any mention of the US whatsoever, except in vague terms referring to Britain’s “international partnerships.”
Both UK and US generals helped design Kiev’s 2023 counteroffensive, but the Ukrainian high command scrapped the plan just four days into the operation because “nothing went as planned,” the Washington Post revealed in December.
London also had a hand in scuttling the peace talks between Kiev and Moscow in April 2022, according to both Ukrainian media and officials. Then PM Boris Johnson has not denied urging Kiev to reject any peace deal, but said he never “ordered” anyone to do anything.

Ukrainian Foreign Minister Dmitry Kuleba has warned that “time is running out” for US lawmakers to approve additional military aid to Kiev, claiming that costs for Western nations will be far higher if Russian forces are allowed to defeat the former Soviet republic.
Providing more money and weapons to Ukraine will help the US and its NATO allies avoid a direct confrontation with Russia, Kuleba said in an ABC News interview posted on Monday. “Whatever the price of supporting Ukraine is now, the price of fixing the mess in the world if Ukraine loses will be much, much higher,” he added.
Washington, the biggest sponsor of what some US politicians have called a “proxy war” in Ukraine, has run out of money for Kiev after burning through $113 billion in congressionally approved aid packages. President Joe Biden’s latest funding request, which includes $61.4 billion in additional military and financial assistance for Ukraine, has stalled because of increasing opposition from Republican lawmakers. Senator J.D. Vance and other Republican critics have argued that Biden lacks a strategy for victory in Ukraine and is merely prolonging the bloodshed by continuing to send aid.

Kiev launched a massive counteroffensive in June 2023, hoping to break through fortified Russian positions in Zaporozhye, Kherson and the Donbass and to reach the Crimean Peninsula. In November, Ukraine's top general admitted that there would be no "deep and beautiful breakthrough," and said the conflict had reached a "stalemate."
Ukraine seriously bungled its summer counteroffensive and may face the loss of its statehood altogether if things continue in this direction, Russian President Vladimir Putin has said.
"If what is taking place right now continues, and it is now completely obvious that not only has their counteroffensive failed, but the initiative is in the hands of the Russian Armed Forces, if this continues, Ukraine's statehood may face an irreparable and very serious blow," Putin said at a meeting with heads of municipalities of Russia on Tuesday.
Blasting authorities in Kiev for rejecting peace talks with Russia early on during the crisis, Putin also lambasted the Zelensky government's latest attempt to force Moscow to the negotiating table on prohibitive terms. "Zelensky's formula for peace is a set of prohibitive demands for negotiations," he said, referring to the formula, which calls for a series of one-sided Russian concessions, including giving up Crimea and the Donbass, 'reparations' payable to Kiev and a war crimes tribunal targeting Russian officials and the military.
"The so-called 'peace formula' that's being talked about in the West and in Ukraine is a continuation of the decree of the Ukrainian president banning negotiations with Russia," Putin said. "As for the negotiating process, it's an attempt to encourage us to abandon the territorial gains we've achieved over the past year-and-a-half. But this is impossible. Everyone understands that this is impossible," Putin said.

Grant Shapps intended to rally UK citizens behind calls for increased military spending by warning of alleged threats from all sides.
The United Kingdom’s Defense Secretary Grant Shapps warned of potential war with Russia, China, Iran, and North Korea within the next five years in a widely mocked speech in London this week.
Shapps delivered the address to promote greater investment in military spending in the UK and its European allies.
“The era of the peace dividend is over,” said Shapps in remarks he also shared on his profile on the X social media platform. The so-called “peace dividend” was a proposed reinvestment of government finances toward domestic concerns after the end of the Cold War.
The comment may leave many Britons wondering when exactly they enjoyed a peace dividend, as the British government has imposed a policy of economic austerity for a number of years. The UK was also perhaps the US’ strongest ally in the so-called “War on Terror,” which led to the deaths of more than 4.5 million people across the Middle East according to some estimates.
The comments come as European media is reporting on supposed “leaked documents” that allege Russian President Vladimir Putin is planning to launch an attack on Germany and other NATO members in the near future. The claims were dismissed as “fake news” by Kremlin spokesman Dmitry Peskov.
