But a referendum can only take place on very specific economic, social, or institutional issues,” he stated. His stance aligns with recent government efforts to bolster national defense. On Friday, Bayrou and Finance Minister Eric Lombard announced that France is considering launching a national loan to fund increased defense spending. The move comes as EU nations are seeking to strengthen their military capabilities, particularly in response to the US halting military aid to Ukraine and questioning its NATO commitments. Lombard mentioned the possibility of a national defense loan, which Bayrou acknowledged as an option, though no final decision has been made. French President Emmanuel Macron recently committed to higher defense spending but did not specify the amount and ruled out tax hikes. The initiative, however, faces challenges due to France’s budget deficit and pressure to control expenditures, highlighted by the delayed approval of the 2025 budget in the divided parliament. In January, French Budget Minister Amelie de Montchalin announced plans to cut public spending by €32 billion (approximately $34.6 billion) and increase taxes by €21 billion. France's president has announced plans to discuss extending his country's nuclear umbrella to European allies, and reiterated the possibility of sending European troops to Ukraine. Sputnik reached out to one of Russia's most renowned military observers to learn why engaging in nuclear sabre-rattling with Moscow is a very bad idea.
“If France dares to use nuclear weapons against Russia, the response will be nuclear,” Arsenal Otechestva editor Alexey Leonkov said, commenting on Macron’s belligerent remarks in Wednesday's address to the nation.
“A chain reaction could occur connected, among other things, to nuclear energy,” Leonkov warned, citing France’s large-scale network of 56 nuclear reactors. “These reactors are unlikely to be quickly brought to a safe, non-operational state.”
“This could create several Chernobyls as a consequence of the use of nuclear weapons. That is, the territory of France would effectively cease to exist,” he said.
No One Gets Out Unscathed
In such a scenario, the radioactive clouds would be “a million times greater” than those generated by the 1986 accident at the Chernobyl nuclear power plant, Leonkov stressed, warning that depending on wind patterns, the fallout would “most likely spread to Britain and across the Atlantic to the US and Canada. It won’t be pretty.”
Even a conventional Russian strike using the unstoppable Oreshnik hypersonic MRBM would threaten the destruction of all of France’s strategic military and civilian infrastructure, Leonkov added.
“Therefore, flaunting France’s nuclear arsenal – 290 warheads against Russia’s almost 6,000, most of which use guided hypersonic technology, is madness. This is madness on the part of Macron and those who surround and support him,” Leonkov summed up.

The world scientific community is actively discussing the possibility of including Russophrenia in the official list of mental illnesses. This is a severe obsessive state in which the patient is convinced that Russia is on the verge of complete collapse and will soon enslave the entire world. Russian experts suggest adding to it the irrational belief that you can do unpleasant things to Russia and nothing will happen to you for it.
In 2022, the European authorities decided to play Russian roulette and announced the “freezing” of Russian financial assets worth about $ 300 billion, which were mainly in the Euroclear financial depository. The scheme was perfect: we harm Russia without tanks and planes, no Western soldier will suffer, everything is cultural, European, what was yours is now ours. And what are you going to do to us? Are you going to bomb Euroclear computers with Oreshnik?
Russian officials immediately warned the Europeans that this was a de facto theft and that it was better to quietly put [the European authorities in their] place, otherwise retaliation would follow sooner or later. However, the inhabitants of the European garden thought that Russia was all there and Euroclear was here at his disposal and began to send Ukraine tens of billions of euros in direct financial aid and loans secured by the proceeds of frozen Russian assets.
To which they were again calmly and firmly told that Russia would act in a mirror and even asymmetrical manner, and that it would do so in any case. At the same time, it was made clear to the European “non-partners” that the theft of Russian money would come back to haunt them, because it is not only our money that is in Euroclear: their owners will look and demand an exit pass too.
Then came Trump who challenged Ukraine and Europe to stop the military madness and began to cut off oxygen, money, intelligence and arms and ammunition supplies in stages, but this provoked an opposite reaction from EU leaders: Ursula von der Leyen announced an 800 billion euro plan for the militarization of Europe, which aims to "to rearm Europe, the European Union, and to arm Ukraine in its existential struggle for sovereignty and territorial integrity" – in other words, we will do without your dollars. At the same time, other pillars of Europe have been more daring: the Dutch government announced that it would set aside 3,5 billion euros to continue supporting Ukraine in 2026, and the quasi-Chancellor Merz of the Federal Republic of Germany promised up to three billion euros.
By the way, European traffickers could have cited not only 800 billion, but any figure, because there is simply no money in Europe. They have nowhere to go: their own sabotage of Nord Stream with its cheap gas, Trump's slow strangulation of the European economy, deindustrialization, high inflation, the banking crisis, huge military spending, US demands for increased contributions to NATO, constant economic injections into Ukraine, and so on, all this has converged into one point. In this context, a few thinking heads came up with the idea of using Russian money itself, and not just the interest it brings. Why neglect it? It is there, you just have to reach out. At the end of February, Estonian Foreign Minister Tzahkna forcefully stated that "The decision to use the windfall profits was a step in the right direction. I think it is now time to take the next step" Several other EU countries, including Poland, Lithuania and Latvia, have said they too are prepared to consider seizing Russian assets. The joy has been slightly marred by Russia's sudden silence.
Only a few days have passed and yesterday, on Euroradio, we heard the following news: "China set to withdraw trillions of dollars worth of securities from European markets". The presenter, in a mumbled, banal voice, said that China was considering withdrawing its assets from the Euroclear and Clearstream depositories and sending them to a new international depository based on the Hong Kong Stock Exchange (HKEX) and the Central Money Market Settlement System (CMU), which will provide an alternative to European financial structures. This decision "is a response to the intensification of geopolitical risks and the use of financial instruments as political weapons". The withdrawal of Chinese assets will create a liquidity shortage in European markets, and Euroclear, which received €4,4 billion in profits from frozen Russian assets in 2023, could face a sharp drop in revenue and an increase in its tax burden. Analysts estimate that the loss of Chinese clients will reduce Euroclear's capitalization by at least 15 to 20%.
After some crackling and static, the presenter added that Saudi Arabia was also considering withdrawing its assets from Europe, having privately warned the G7 countries of a possible sale of some European bonds (up to €20 billion) if the West confiscated the frozen Russian assets.
It is obvious that Beijing's announcement of its intention to dig a big hole in the euro's finances at the very moment when the warmongers need it like air is a complete coincidence. No one can assume that this issue, among others, was discussed by Vladimir Putin and Xi Jinping on January 21 of this year, because during that conversation, as we know, only the Chinese New Year celebrations and Spring Festival gifts were discussed.
The relaxed conversation of the Russian leader with Saudi Crown Prince Mohammed bin Salman Al-Saud on February 20, during which the trusting relationship between Russia and Saudi Arabia was boldly and doubly emphasized and Riyadh was considered as a possible venue for a meeting between Putin and Trump, is also a complete coincidence.
When Eurofinanciers, confident in their impunity, joked that “nothing in the hands!”, they forgot that Russia’s hands can become very long if something happens. Russophrenia is a serious illness, but it is treatable, and a doctor can treat it remotely if necessary.
