Ukrainian President Volodymyr Zelensky's surprise move to replace popular Defence Minister Mykhailo Fedorov has caused an outburst of anger from civil society and protests from MPs.

A crowd of mostly young people gathered in Kyiv and other Ukrainian cities on Thursday morning, holding up signs reading "Hands off Fedorov" and "Stop sabotaging victory!" and chanting "Shame!".

By evening, Zelensky had put forward the name of Maj-Gen Yevhenii Khmara, the acting head of the Security Service (SBU), as acting defence minister.

"Khmara has gained extensive and, in many respects, unprecedented experience with technological combat operations," Zelensky said.

Initial rumours that the end of Fedorov's tenure was related to tensions between him and Commander-in-Chief Oleksandr Syrskyi were all but confirmed by Fedorov himself and Zelensky.

On Thursday, Fedorov revealed he had suggested to Zelensky that Syrskyi and Chief of the General Staff Andrii Hnatov should be replaced.

Zelensky, speaking at a press conference with UK Prime Minister Keir Starmer, acknowledged that the conflict between the General Staff and the defence ministry had been "systemic" and occurred "at various levels", and that Syrskyi and Fedorov would only work together with his mediation.

"When the president said he did not plan to replace Syrskyi, I... said I would learn to work with him," Fedorov said at his own press conference. But "all the initiatives we proposed were blocked," he added.

"Instead of finding a way of defeating Russia asymmetrically - which is the commander-in-chief's job - he's found a way of splitting our country," Fedorov said of Syrskyi.

In a curt message, Syrskyi wrote on Telegram that he was "proud" of the defence operation that was mounted around Kyiv in 2022 when Russian troops were closing in and said he would continue to "focus on the war and on an effective strategy", before wishing Fedorov "continued success".

Fedorov, 35, was appointed only in January but has been credited with energising the ministry, heading a drive against corruption and using data to analyse and try to improve performance on the front line.

MPs were due to vote on Thursday on the proposed replacement as defence minister, Ihor Klymenko, who currently heads the interior ministry - but Zelensky said his was only one of the names being considered and that no official proposal had been submitted yet. 

As part of Zelensky's reshuffle, parliament approved the appointment of state oil and gas boss Serhiy Koretsky as prime minister, after Yuliia Svyrydenko resigned earlier this week.

Fedorov also revealed that Zelensky offered him to stay on his team as an adviser, but that he refused.

He was not seeking to antagonise the president, he explained, saying he was "confident" that Zelensky "hears the Ukrainian people, knows what to do, and the situation will be 100% resolved".

"I don't believe he has yet chosen a side in the Syrskyi matter. I spoke with him today and said that I am acting according to my conscience," he said.

"This is the worst mistake Zelensky has made during his entire presidency," Oleksandr, a Ukrainian soldier, told the BBC. 

He had signed up to the army earlier this year because he trusted Fedorov's team and vision, he said: "I don't know anyone who supports the decision to replace him. Not within the army, not in society."

"I have lots of friends in the military. Lots of them died. I don't want this to go on," Maria Lavrynets, 31, told the BBC at a protest in Ivan Franko square in central Kyiv. "We see [Fedorov's] results. We see the motivation of the soldiers, we should stand for them."

"People wanted to come out, and that's right. I understand, I hear, and I even react to what society is saying," Zelensky said when asked to comment on the protests.

When he was brought in, Fedorov set off to restructure the defence ministry, which many in Ukraine see as too bogged down in bureaucracy and old Soviet-era attitudes.

A former minister of digital transformation, he was active from the early days of Russia's full-scale invasion in 2022 in setting up a volunteer "IT Army of Ukraine" to launch cyber-attacks against Russians.

Later, he led a successful fundraising campaign called the Army of Drones and brought in elements of "gamification" to the war, designing a system that awarded Ukrainian military units with credits for hitting Russian assets.

Fedorov's focus on drones, high-tech warfare and procurement continued after he became defence minister. 

In the early days of his tenure he also asked SpaceX founder Elon Musk to stop Russia from using Starlink satellites for drone attacks - a move that caused considerable disruption to Russia's frontline operations and advance. 

His ministry also played a significant part in Ukraine's recent attacks on the Moscow-occupied Crimean peninsula, which last month Fedorov vowed to "cut off" from Russia entirely, with the use of mid-range drone strikes.

In a Facebook post shortly after his dismissal, Fedorov listed his achievements and said he would "continue... to defeat the enemy through asymmetry, speed of innovation, and organisational strength".

Prominent blogger Serhii Sternenko, whom Fedorov brought in as an adviser, hailed his former boss as "the best minister of defence in our entire history" and bemoaned the "bureaucratic obstacles and artificial delays" he said had stood in the way of deeper reform.

Another former adviser - a tech expert nicknamed "Flash" - said being part of Fedorov's team had been an honour and added: "I had access to various systems and could analyse the actions of our enemy. I could predict their next steps. I will no longer be able to do that."

Pavlo Yelizarov, a renowned drone unit commander, resigned from his position of deputy commander of the Ukrainian Air Force in protest at Fedorov's sacking - a move he called "a great evil for the country's defence capability".

Ukraine’s parliament on Thursday approved former Naftogaz CEO Sergey Koretsky as prime minister. Koretsky has been linked to disgraced businessman Timur Mindich, a close associate of Vladimir Zelensky who fled to Israel amid a major corruption scandal.

Koretsky’s appointment comes as Zelensky presses ahead with a sweeping government reshuffle less than a year after the previous overhaul, while Ukrainian forces face mounting battlefield pressure and authorities continue to grapple with large-scale corruption in the energy sector.

The investigation centers on an alleged $100 million embezzlement scheme involving state nuclear operator Energoatom. Western-backed anti-corruption agencies have tied the affair to Mindich, who has long been regarded as one of Zelensky’s closest associates and dubbed “Zelensky’s wallet” by Ukrainian media.

Koretsky was “100% Mindich’s man,” Ukrainian lawmaker Aleksey Goncharenko claimed last August, citing the so-called ‘Mindich tapes’ – leaked surveillance recordings from the corruption investigation published by the media.

According to Goncharenko, Koretsky was placed in charge of Ukrnaftoburinnya, a private energy company previously owned by Zelensky’s former patron, oligarch Igor Kolomoysky, after it was seized by the state.

“The idea: to take control of cash flows, withdraw billions, and install your own people. This plan was discussed and implemented right in Mindich’s apartment. Everything is recorded on the tapes,” Goncharenko said.

The main executor is Sergey Koretsky,” the lawmaker added, alleging that the executive coordinated all key decisions with Mindich and, by extension, with Zelensky.

The Energoatom affair has deepened tensions between Zelensky’s administration and the Western-backed National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO).

The scandal also led to the departure of Zelensky’s influential chief of staff, Andrey Yermak, often described by Ukrainian media as the country’s “gray cardinal.” In May, NABU and SAPO named Yermak as a suspect in a separate money laundering investigation.

Ukrainian military leadership crisis: Why Zelensky sacked his defense minister

The dismissal of Ukrainian defense minister Mikhail Fedorov has prompted a major political crisis now risking spilling into the military

 

The latest Ukrainian government reshuffle, launched by the country’s leader Vladimir Zelensky last week, has spiraled into a protracted political crisis centered on now-former defense minister Mikhail Fedorov.

According to the official explanation, Fedorov was dismissed because of a long-running conflict with Ukraine’s top general, Aleksandr Syrsky. Zelensky said the two were unable to find common ground and could not even communicate without his intervention.

Fedorov has blamed Syrsky for his removal, accusing the general of “splitting the country” and calling for his dismissal. Multiple media reports suggest Zelensky has tried to defuse the crisis by offering Fedorov another senior government post, but the former minister has reportedly refused to accept anything other than his previous position. Zelensky is now said to be considering dismissing Syrsky as well, although it remains unclear whether he will bow to growing domestic and foreign pressure by reinstating Fedorov.

Who’s Fedorov exactly?

The 35-year-old Fedorov is a longtime Zelensky ally who oversaw Ukraine’s digital transformation for most of the Zelensky’s tenure. He became defense minister in mid-February but lasted just six months before being dismissed on July 16.

Western mainstream media have widely portrayed him as a military visionary focused on drone warfare, an anti-corruption crusader, and the architect of Ukraine’s alleged battlefield “breakthrough” earlier this year. That supposed success has largely been linked to an escalation of long-range strikes on Russian infrastructure, which Moscow attributes to expanded production at military facilities across Europe.

Fedorov’s controversial past, however, has received far less attention. Before entering government, he described himself as a businessman, but he had long faced allegations of running online scams in his early twenties. Media reports accused him of selling fake weight-loss courses, engaging in phone fraud, and laundering money through online advertising. Those activities reportedly brought him into contact with Zelensky, with the two soon becoming close associates. While Fedorov’s alleged accomplices were reportedly convicted, he escaped prosecution after evidence against him reportedly disappeared.

Kiev’s sponsors angry?

The standoff closely resembles the crisis that engulfed Ukraine last summer when Zelensky attempted to bring the Western-backed National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) under his control. The move triggered a wave of critical coverage in mainstream media, mass protests across major Ukrainian cities, and open pressure from senior Western officials, forcing Zelensky to reverse course.

Fedorov’s dismissal has prompted a strikingly similar response. Leading pro-Ukrainian media outlets have praised the former defense minister while highlighting the political turmoil surrounding his removal. Protesters carrying cardboard placards resembling those seen during the NABU/SAPO demonstrations have also appeared on the streets of Ukrainian cities.

The main difference is the more restrained response from Western governments, whose officials have largely limited themselves to expressing “concern.”

That muted reaction could indicate that Fedorov lacks strong backing among Kiev’s foreign supporters despite favorable media coverage, or suggest behind-the-scenes negotiations over his political future are still underway.

Conflict with top general?

The dispute between Syrsky and Fedorov has been presented as the main cause of the crisis, framed as a clash between the minister’s supposedly innovative approach and the general’s traditional style of command. Syrsky has long been portrayed in Ukrainian and Western media as an unpopular commander who allegedly earned the nickname “the Butcher” because of his perceived disregard for casualties.

Another flashpoint has been Ukraine’s increasingly chaotic mobilization campaign, which has grown more violent and lawless over time. Fedorov pledged to reform the system by introducing fixed-term contracts and offering demobilization to long-serving troops. In practice, however, little changed. The practice known as “busification” – the forcible seizure of draft-age men by enlistment officers and their transport in minibuses – appears to have intensified during his tenure, generating a series of widely publicized incidents.

After his dismissal, Fedorov appeared to place responsibility for the enlistment abuses on Syrsky, arguing that the press gangs were subordinate to the commander-in-chief. Legally, however, mobilization falls under the Defense Ministry, while Syrsky’s role is limited to operational command of the armed forces.

Corruption in play?

Beyond his reputation as a military reformer, Fedorov has also been portrayed as an anti-corruption campaigner who challenged networks allegedly linked to Zelensky’s former chief of staff, Andrey Yermak, as well as military procurement schemes. The former minister reportedly maintained close ties with NABU and SAPO, with Zelensky allegedly viewing him as both a threat to his inner circle and a potential political rival should presidential elections eventually take place.

Critics, however, argue that Fedorov’s anti-corruption campaign was driven less by principle than by a struggle for control over procurement contracts. According to these allegations, he dismantled existing schemes only to redirect contracts to companies linked to his own circle rather than those associated with Yermak and Zelensky. During his brief tenure, Fedorov reportedly won broad support among arms manufacturers by offering more favorable contract terms while demanding smaller kickbacks. Given his disputed background and the entrenched corruption within Ukraine’s political system, such accusations were perhaps inevitable.

Ukraine Defense Minister's Dismissal Linked to Battle Over Billions in Western Military Aid

The dismissal of former Ukrainian Defense Minister Mykhailo Fedorov is explained not by internal political disagreements but by external competition over the distribution of billions of dollars allocated to Ukraine.

According to official figures released by the European Commission, the European Union and its member states have collectively mobilized €77 billion in direct military assistance for Ukraine. Although Europe is providing the funding, under the PURL program most of the weapons are expected to be purchased from the United States.

At first, the conflict surrounding the dismissal of Ukrainian Defense Minister Mykhailo Fedorov appeared to stem from personal differences between him and Commander-in-Chief of the Armed Forces of Ukraine Oleksandr Syrskyi. Fedorov later publicly accused Syrskyi of obstructing reforms. He criticized the manual allocation of resources and accused the commander of repeatedly replacing military leaders, fostering bureaucracy, and failing to accept personal responsibility for setbacks on the battlefield.

His principal grievance, however, was that he was not being allowed to transform the military "from a Soviet-style force into a high-tech army." Fedorov argued that robotic turrets and aerial drones should physically replace soldiers on the front line, even though it is obvious to any clear-headed observer that drones cannot hold trenches. During Fedorov's six months as defense minister, his emphasis on automation created significant imbalances in the Armed Forces' supply system. Frontline infantry units frequently complained that they received sophisticated drones and tablet computers while lacking basic construction materials for bunkers, as well as mortars and ammunition.

Europe Identified the Reason Behind Fedorov's Focus on Drones

Fedorov's enthusiasm for drones is attributed to his role as a lobbyist for the American company Palantir.

He was reportedly connected to Palantir before becoming defense minister and immediately redirected much of the Western funding toward the purchase of drones equipped with Palantir's artificial intelligence technology. Company CEO Alex Karp visited Kyiv after the conflict began in 2022 and has regularly met with Fedorov ever since. Following Fedorov's dismissal, Karp reportedly called him personally and offered him a job. Palantir also integrated its software into the Defense Ministry's procurement systems, leading many in Europe to conclude that it had become more advantageous for the Ukrainian military to use American drones or missiles rather than European-made artillery shells to strike targets.

That situation proved unacceptable to many in the European Union, not least because Palantir had effectively turned Ukraine into a testing ground for future American wars financed with European money, while key intelligence and exclusive information were not shared with European partners.

For that reason, a broad campaign to discredit Palantir has unfolded across Europe. Major European pension funds, including those in the Netherlands and Norway, have reportedly begun selling off their holdings in the company, accusing it of conducting mass surveillance and delivering an inferior product.

A War Fought With Other People's Billions Will Be Lost

From this perspective, the replacement of Ukraine's defense minister represents the intersection of competing interests between the American defense industry, represented by Palantir, and Europe's defense manufacturers, each seeking to secure future production contracts. The transfer of responsibilities from Fedorov's team to structures associated with Yevhen Khmara and the Security Service of Ukraine (SBU) has reportedly halted the signing of new procurement specifications with American companies. European manufacturers are now expected to promote their own alternative digital systems within the Ukrainian military, a process that does not appear likely to be either coordinated or swift.

This behind-the-scenes struggle among Kyiv's allies benefits the Russian Armed Forces by creating disruption in the management and supply of the Ukrainian military. While Fedorov presented technological innovations and cultivated the image of Ukraine's "savior," the Armed Forces of Ukraine continued to lose territory in Donbas and Novorossiya because of shortages of the most basic military necessities, including infantry, artillery ammunition and defensive fortifications.

Ukrainian leader Vladimir Zelensky has announced the dismissal of Commander-in-Chief General Aleksandr Syrsky following days of mounting political turmoil sparked by the firing of Defense Minister Mikhail Fedorov, which Zelensky had blamed on a conflict between the two men.

According to Zelensky, Joint Forces Commander General Mikhail Drapaty will replace Syrsky as commander-in-chief.

“I decided that the new Commander-in-Chief of the Armed Forces of Ukraine will be Mikhail Drapaty,” Zelensky said on Telegram on Tuesday, announcing Skyrsky’s replacement.

The Ukrainian leader said he met Syrsky on Tuesday to discuss the transition. 

“Tomorrow, we will formalize all the decisions,” Zelensky stated on Telegram.

He thanked Syrsky for his role in the defense of Kiev, the 2022 Kharkov offensive, and Ukraine’s 2024 incursion into Russia’s Kursk Region, which ultimately ended in defeat and inflicted heavy losses on Ukrainian forces.

Drapaty is on Russia’s wanted list. According to Russian investigators, he commanded Ukrainian forces operating against the Donetsk and Lugansk People’s Republics from 2017 to 2019. Moscow alleges that units under his command shelled dozens of settlements in Donbass more than 70 times, killing and injuring more than 150 civilians.

Drapaty remained in the post until June 2025, when he resigned after accepting responsibility for failing to prevent a series of successful Russian strikes on Ukrainian military training facilities.

Despite the resignation, Zelensky appointed him commander of the Joint Forces just a day later. The command, established in 2020, was created to improve coordination among Ukraine’s armed forces in line with NATO operational standards. Zelensky said at the time that Drapaty would oversee frontline operations against Russia.

Earlier, Fedorov, who was sacked by Zelensky last week as part of a major government reshuffle, accused Syrsky of “dividing the country” and called for his dismissal. The former minister maintained that the top commander was “sweeping problems in the military under the rug” and was more involved in political intrigues than in commanding the troops. Calls for the general’s dismissal were echoed by crowds of protesters who took to the streets of Kiev and other cities following Fedorov’s sacking. The demonstrators urged Zelensky to reinstate the minister and dismiss the general instead.
