The Federal Communications Minister Helen Coonan has welcomed Queensland Senator Barnaby Joyce's decision to vote in favour of the full sale of Telstra.
Senator Joyce has announced he is going to support the sell off on the condition the sale legislation includes a strengthened Universal Service Obligation.
Senator Coonan says while she is still drawing up the legislation, she believes it will satisfy Senator Joyce.
"What he has said is that he wants to have a look at the legislation," she said.
"That's not at all unreasonable. I think that's fair and I think the detail will bear out the fact that this government is serious about telecommunications and about future-proofing telecommunications for the nation."
