This event is known as Kristallnacht (Night of Broken Glass). After the pogrom, the British government eased immigration restrictions for certain categories of Jewish refugees. British authorities agreed to allow an unspecified number of unaccompanied minors under the age of 17 to enter Great Britain from Germany and German-annexed territories (that is, Austria and the Czech lands). They were spurred by British public opinion and the persistent efforts of refugee aid committees. Notable among the refugee aid committees were the British Committee for the Jews of Germany and the Movement for the Care of Children from Germany. Private citizens or organizations had to guarantee payment for each child's care, education, and eventual emigration from Britain. In return, the British government agreed to allow unaccompanied refugee children to enter the country on temporary travel visas. It was understood at the time that when the “crisis was over,” the children would return to their families. Parents or guardians could not accompany the children. The few infants included in the program were cared for by other children on their transport. The TransportsThe first Kindertransport arrived in Harwich, Great Britain, on December 2, 1938. It brought some 200 children from a Jewish orphanage in Berlin which had been destroyed in the Kristallnacht pogrom. Most transports left by train from Berlin, Vienna, Prague, and other major cities in central Europe. Children from smaller towns and villages traveled from their homes to these collection points in order to join the transports. Jewish organizations within the Greater German Reich (which in 1938 included Germany, Austria, and the Sudetenland) planned the transports. These organizations were the Reich Representation of Jews in Germany, headquartered in Berlin; after early 1939, its successor organization the Reich Association of Jews in Germany; and the Jewish Community Organization (Kultusgemeinde) in Vienna. They generally favored children whose emigration was urgent because their parents were in concentration camps or were no longer able to support them. They also gave priority to homeless children and orphans. Children chosen for a Kindertransport convoy traveled by train to ports in Belgium and the Netherlands. From these ports, they sailed to Harwich. At least one of the early transports left from the port of Hamburg in Germany. Some children from Czechoslovakia (which was dismantled by Germany between September 1938 and March 1939) were flown by plane directly to Britain. The last transport from Germany left on September 1, 1939, just as World War II began. The last transport from the Netherlands left for Britain on May 14, 1940, the same day that the Dutch army surrendered to German forces.

Vladimir Putin’s commissioner for children’s rights, Maria Lvova-Belova, claims to be the “saviour” of children caught up in the war in Ukraine. Her compassionate rhetoric conceals a sinister plan to deport Ukrainian children from territories occupied by Russia’s invading forces.

Face of the forcible removal of Ukrainian children In her floaty dresses with high-buttoned collars, blonde hair swept neatly from her face, she looks every inch the demure and devout mother, coming to the rescue of children all over Russia and Ukraine. Lvova-Belova has five biological children with her husband, a computer scientist turned Orthodox priest, and has adopted five more, including an Ukrainian teenager she adopted from the besieged Ukrainian city of Mariupol. She is also the legal guardian of 13 disabled children placed within charitable organisations she herself founded, some of which have been accused of misuse of funds in the Russian press. In Russia, where the birth rate is falling, Lvova-Belova’s large family, religious zeal and commitment to charitable works make her the ideal muse for both United Russia – Vladimir Putin's party – and for the Orthodox Church. In Ukraine, Lvova-Belova claims to be “saving” displaced or orphaned children but she plays a key role in their forcible removal to Russia. She has organised the transfer of hundreds of Ukrainian children from their country’s occupied territories to the very country that is waging war on their homeland. Thousands of Ukrainian children missing Videos of children arriving in Russia fall in quick succession on her Telegram account. Children from the eastern Ukrainian regions of Donetsk and Donbas are welcomed by their "new families" with brightly coloured balloons and cuddly toys. The children's names are usually changed and they are given new Russian passports in exchange for their old identities. Hundreds, or even thousands (it is difficult to establish the precise number) of Ukrainian children are being “sheltered” by Russia, thanks to her efforts, she proudly claims on social media and state television. For Lvova-Belova prefers to use words like “rescue” instead of “deportation” and “guardianship” rather than “adoption”. But in reality, children from orphanages, hospitals, social centres or foster homes in Ukraine’s occupied territories are being offered to Russian families along with payment by the Russian state. The forced mass deportation of people during a conflict is classified by international humanitarian law as a war crime. In a report published last November, Amnesty International said: “Russian authorities forcibly transferred and deported civilians from occupied areas of Ukraine in what amounted to war crimes and likely crimes against humanity”. In December 2022, the French association Pour l'Ukraine, pour leur liberté et la nôtre (“For Ukraine, for their freedom and ours”), asked the International Criminal Court to examine allegations of “genocide” amid the deportation of Ukrainian children. Moscow has made no attempt to conceal its policy of child deportation. Removing Ukrainian children from occupied territories is part and parcel of the Kremlin’s propaganda, and in keeping with the “de-Ukrainisation” called for by Putin, who passed a law in May 2022 that made it easier for Russians to adopt Ukrainian children. It also made it harder for Ukrainian families to reclaim their kidnapped children. In early December, Ukraine claimed that 13,000 children had been deported to Russia, adding that it was unlikely to be the “final figure”. For its part, Russia says it has welcomed five million refugees from Ukraine. Rehabilitation centres The children’s “assimilation” in their adopted country takes place at "re-education" and "psychological rehabilitation" centres in Moscow, Rostov and Tuapse, a town on the northeast shore of the Black Sea. According to Belarusian state news agency Belta, roughly a thousand children from the Donbas, aged between six and 15, have been taken in by a centre in Belarus to allow them to "rest and recover". The children attending these centres receive both "care" and "daily lessons in Russian language and history", Lvova-Belova tells her Telegram subscribers. Adaptation can sometimes take time, she explains. At first, she says, Filip, her adopted Ukrainian son, displayed "a certain negativity". A dazzling careerThe war in Ukraine has been a boon for Lvova-Belova’s career, allowing the former guitar teacher to continue her meteoric rise within Russia’s institutions. In 2008, alongside her predecessor as children's rights commissioner Anna Kuznetsova, she founded a charity called Blagovest in the Penza region, 650 kilometres southeast of Moscow. The two women are both the mothers of several children and devout followers of the Orthodox Church. Following in Kuznetsova’s footsteps, she joined the ruling party, United Russia, in 2019. From then on, her career took flight. After winning the prestigious "Leaders of Russia" competition in 2020, she was appointed a senator before being named children's rights commissioner by Vladimir Putin at the end of Kuznetsova's mandate. No sign of stoppingThe war in Ukraine has now put her firmly in the spotlight. The Ukraine conflict may be concluded either through diplomatic, or military means, but only after Moscow has achieved its goals, Russia’s permanent representative to the United Nations, Vassily Nebenzia, said on Friday.
Speaking at a briefing at the UN Security Council, the envoy commented on a possible path for ending the hostilities between the two sides. The opportunity to settle the conflict “will only present itself once Ukraine stops posing a threat to Russia and discriminating against Russian-speaking Ukrainians,” he said.
Nebenzia noted that “if this result can be achieved through negotiations, we stand ready for this scenario. If not – then our tasks will be achieved by military means.”
The diplomat reiterated that Russia is fighting not against the Ukrainian people, but rather against “the criminal nationalist regime which came to power in 2014” after a coup in Kiev. The new Ukrainian leadership has been trying to purge the country of “everything that is related to Russia, and to glorify Nazi accomplices,” he said.
Nebenzia stated that “everything could have ended differently for Ukraine,” if Kiev had enforced the now-defunct Minsk Agreements, which were signed in 2014 and 2015 in a bid to pave the way for peace by granting the Donetsk and Lugansk People’s Republics special status within the Ukrainian state.
However, neither Ukrainian President Vladimir Zelensky or his predecessors, nor France and Germany, which took part in negotiating the Minsk Agreements, ever intended to fulfill the plan, according to Nebenzia. This diplomatic process “only served as a smokescreen behind which they secretly armed Ukraine in order to set it against Russia,” he stated.
Last month, former German Chancellor Angela Merkel admitted that the Minsk Agreements were “an attempt to give Ukraine time” so that its army could get stronger. Later, this revelation was confirmed by former French President Francois Hollande, who noted that the Minsk Agreements had helped Ukraine to achieve that goal.
Merkel’s and Hollande’s confessions caused an uproar in Moscow, with Russian officials describing them as “formalization of betrayal.”
In December, Ukraine floated the idea of a “Global Peace Summit,” building on Zelensky’s “peace formula,” which in particular demanded Russia withdraw its troops from all territories claimed by Kiev. Moscow dismissed the plan as ignoring the new status of the Donetsk and Lugansk People’s Republics as well as Kherson and Zaporozhye Regions, and Crimea, as parts of Russia.
Kiev wants to hold the summit at the UN headquarters in New York on February 24, with no indication that Moscow would be invited.

Since Russia’s invasion of Ukraine last February, the United States has strived for two primary objectives: to prevent Putin from re-subjugating the country and to put the Ukrainian government in a strong position to negotiate a settlement that ensures its independence and sovereignty.
More than ten months into this ongoing war, we have achieved both these fundamental goals.
Ukraine’s successes on the battlefield have provided it with substantial leverage to shape the terms of any settlement. By contrast, Russia’s retreat from Kherson means that its aspirations to capture Ukraine’s southern coast are no longer realistic. Without Kherson as a staging area, Putin’s prospects for turning Ukraine into a landlocked rump state have all but disappeared.
As a result, the question of whether Putin can reincorporate Ukraine into Moscow’s imperium has been answered. So long as the West sustains its wartime support for Kyiv, controlling the vast bulk of Ukraine will remain beyond his grasp.
This success story does not mean that either Russia or Ukraine is yet ready for serious negotiations. But it offers a window of opportunity for the United States to prepare the diplomatic ground for an eventual settlement of the conflict — a window that may get smaller over time if we do not act now. The goal of this preparation should be to put Russia on a path toward accepting a limited defeat that protects our and Ukraine’s core security concerns.
One part of this effort will require persuading Ukraine that its only viable path to a secure and prosperous future is through a negotiated settlement with Russia. Many Ukrainians, particularly hardline nationalists, believe Ukraine can and must recapture all occupied Ukrainian territory, including the Crimean peninsula, which Russia annexed in 2014. But because Russia has an enormous nuclear arsenal and still untapped escalatory potential, unconditional Ukrainian victory in this war will not be achievable. Attempting to recapture Crimea would significantly increase the chances of Russian escalation and direct a U.S.-Russian military clash.
Moreover, Ukraine’s economic reconstruction cannot succeed without a durable armistice. Repairing the damage wrought by the war will take years and hundreds of billions of dollars in assistance. But no one will invest heavily in reconstruction so long as the threat of new Russian attacks remains active. Although Russia’s military has proven incapable of occupying the bulk of Ukraine, it remains quite capable of destroying significant parts of Ukraine from afar and ensuring that it is in no condition to rebuild itself and join the West. Absent an agreed settlement, Ukraine may well be headed toward a de facto partition in which Russia controls significant parts of the Donbas and has rendered large swaths of Ukrainian territory that lie to its west a virtual no-man’s land.
U.S. officials should take care that efforts to convince Ukrainians of these realities do not erupt into a public dispute, as that would undermine one of the primary signals that must be sent to Russia if we are to bring Putin to the negotiating table: that we are committed to supporting Ukraine’s self-defense effort for as long as necessary.
Putin and his generals surely recognize by now that they cannot win a war of maneuver in Ukraine; the combination of Ukraine’s courage and fighting prowess with advanced American intelligence and weaponry makes that all but impossible. But Putin retains hope that he can win a war of attrition, and he is clearly keeping a watchful eye on the possibility that Western resolve will waver, looking for signs that Russia can reverse its fortunes on the battlefield simply because Ukraine will run out of support. We should give him no reason for such hope.
But getting Russia to the negotiating table will also require pairing that show of resolve with a subtler message for the Kremlin: that we recognize the United States and Russia both have valid security interests at stake, and that we are open to discussing how to address them.
One of these interests is shared: to prevent an escalation into war between our two nations that could possibly lead to mutual destruction. In this regard, we should actively seek to deepen discussions with the Russians aimed at minimizing the chances that misperceptions and miscommunications produce a direct military clash that neither side wants.
Another set of U.S. and Russian interests is clearly in conflict, however. Russia wants guarantees that Ukraine will not become a U.S. or NATO ally. We need assurances that Ukraine will remain independent of Russia and secure from attacks, and we do not want to close NATO’s long standing open-door policy.
Presently, the Russians are convinced that the United States will not budge on this matter. They see no prospect that engaging with us — or Ukraine — will bear any fruit. We therefore need to couple our efforts to show Putin that he cannot win on the battlefield with diplomatic steps that suggest engagement is worthwhile.
Unilateral concessions to bring Russia to the table would be a mistake. But the U.S. can nonetheless signal its recognition that compromise will ultimately be necessary by underscoring its support for the longstanding OSCE principle of the “indivisibility of security” — in other words, that the security of one side cannot be gained without ensuring some measure of security for the other.
In this context, we can also float the possibility that verifiable and legally binding arms control and confidence-building measures might limit Ukraine’s ability to host American military bases or strategic weaponry that the Russians perceive as threatening, while simultaneously assuring us and Ukraine that Russia will be in no position to repeat its invasion without detection well in advance by our intelligence services. And we should imply that progress toward such an arrangement will only be possible with disengagement between Russian and Ukrainian forces.
Beyond these efforts with the Russian and Ukrainian governments, the Biden administration must persuade the publics in Ukraine, the U.S., and Europe of the necessity and viability of such a settlement, and the compromises it will take to achieve it. The first step toward this is emphasizing the extreme unlikelihood of the total Russian defeat and unconditional surrender that some hawks have called for.
Ukraine has already accomplished the most important goal of the war: denying Russia the ability to erase Ukrainian independence. The war has taken an immense toll on Russian military strength, and U.S. intelligence has proven adept at detecting and warning about Russia’s moves — both of which would serve as post-settlement insurance that Russia will not reprise its invasion.
But protracted war would keep Ukraine in economic freefall, ensure Russia continues to degrade the country’s infrastructure, and make reconstruction practically impossible. Only with peace can Ukraine take advantage of its successes in beating back Russia’s invasion. While a settlement may not be possible for some time, U.S. officials can start laying its foundations today.

Thousands of immigrants who came to Israel citing the conflict in Ukraine will stop receiving special monthly payments in the coming months, the daily Haaretz reported on Friday. The Israeli government is currently sourcing money for the December payments, which were missed due to a budget shortage.
The “special adjustment grant” program was enacted in February 2022 via temporary order, which the Aliyah and Integration Ministry has reportedly decided not to extend, according to Haaretz. Data seen by the newspaper suggests almost 24,000 immigrants had received at least one payment.
Under the program’s provisions, a single immigrant was entitled to 2,300 shekels ($672) a month. A family with two children was eligible for 2,900 shekels ($847), while a family with three children would receive 3,400 ($994).
“The grant is continuing to be paid to immigrants who arrived by August and for a year from their aliyah [date],” the ministry said in a statement, using the Hebrew term for Jewish immigration to Israel. However, the ministry found itself 20 million shekels ($5.9 million) short at the end of 2022.
Citing “an absence of approved state funding” as the reason for missing some of the December payments, Aliyah Minister Ofir Sofer’s office said they were working with the Finance Ministry to “free up” money so the remainder can be disbursed.
Though Haaretz spoke of immigrants from Ukraine, the two families the outlet highlighted had actually come from Russia. One of them mentioned being “forced to leave” last May because of “being called up to the military,” though Moscow had not announced a partial mobilization until September.
Israel has taken in about 15,000 non-Jewish refugees from Ukraine. About 100 of them were evicted from state-sponsored housing in December, with the government pointing out that the program was initially limited to three months and had been extended “time and time again.”
While West Jerusalem has expressed verbal support for Kiev in the ongoing conflict, it has sent Ukraine only humanitarian aid, declining to provide weapons. Ukrainian officials have repeatedly pressured Israel to “take the right side,” even enlisting help from the US. Earlier this month, however, PM Benjamin Netanyahu said his government would pursue policies in the national interest, rather than in line with international dictates.

Moscow is under no obligation to acknowledge the “arrest warrant”for President Vladimir Putin announced by the International Criminal Court on Friday, Kremlin spokesman Dmitry Peskov has said.
“We consider the very premise outrageous and unacceptable,”Peskov told reporters when asked about the warrant for purported war crimes. “Russia, like many other states, does not recognize the jurisdiction of this court. Accordingly, the Russian Federation considers any of its pronouncements null and void from the legal standpoint.”
The ICC on Friday issued warrants for the arrest of Putin and Russia’s Children’s Ombudsman Maria Lvova-Belova, accusing them of “unlawful transfer” of children from Ukraine to Russia. They claim Putin and Lvova-Belova bear both individual and command responsibility for the alleged war crime.
The Russian authorities have evacuated thousands of residents from Donetsk, Lugansk, Zaporozhye and Kherson – four regions that overwhelmingly voted to join Russia last September – to the interior, due the deliberate shelling of civilians by Ukrainian forces, often using NATO-supplied weapons.
Neither Russia nor Ukraine have ratified the Rome Statute that established the ICC. The US, which underwrote the tribunals for Yugoslavia and Rwanda on which the ICC was based, adopted a law authorizing a military invasion of the Netherlands if any American is ever detained by the court.

US President Joe Biden admitted on Friday that Washington does not recognize the International Criminal Court, but agreed with its claims that Russian President Vladimir Putin committed “war crimes” in Ukraine.
“Well, I think it's justified,” Biden told the White House press corps before boarding a helicopter on Friday evening, when asked about the ICC. “But the question is, it’s not recognized internationally by us, either. But I think it makes a very strong point.”
Putin “clearly committed war crimes,” Biden said in response to another reporter. He also said the accusations of Chinese payments to members of his family were “not true,” and that the banking crisis in the US has calmed down.
Earlier in the day, the Pre-trial Chamber of the Hague-based ICC accused Putin of “unlawful transfer of population,” along with Russian children’s rights commissioner Maria Lvova-Belova. The claim appears to be based on the Kiev government’s interpretation of Russian efforts to evacuate children away from frontline areas that the Ukrainian military has targeted, often with NATO-supplied weapons.
