the new new new world old order?&^%$#@.....The current US-led world order has “sort of run out of steam,” but Washington will shape the system that replaces it, US President Joe Biden told supporters on Saturday. Leaders in Moscow and Beijing, however, have argued otherwise. Speaking at a campaign reception in Washington, Biden bragged about how he convinced Japan and South Korea to send financial aid to Ukraine, and how he signed a rail and ports deal with the EU, India, and Saudi Arabia at the G20 summit in New Delhi last month. “So, I think we have an opportunity to do things, if we’re bold enough and have enough confidence in ourselves, to unite the world in ways that it never has been,” Biden declared. “We were in a post-war period for 50 years where it worked pretty damn well, but that's sort of run out of steam. Sort of run out of steam. We need a new, new world order in a sense,” he continued. The world order that emerged following the Second World War was a bipolar one, with the US and USSR vying for influence and geopolitical supremacy. The collapse of the Soviet Union ushered in a unipolar world order, with the US the sole superpower. As the USSR disintegrated, then-US President George HW Bush proclaimed victory in the Cold War and the dawning of a “new world order” in his 1991 State of the Union address. Three decades later, and with Washington scramblingfor funds to fight two foreign wars, American dominance is less assured. China’s economy was the world’s eleventh largest in 1991, but is now second to only the US’. With Beijing expanding its nuclear arsenal and modernizing its military, President Xi Jinping has referred to the US-led West as “declining” on multiple occasions, and hailed the emergence of a “multipolar world,” in which international relations are governed by laws and treaties, rather than US-enforced “rules.” Russian President Vladimir Putin has also spoken at length about building a multipolar world, describing such an order as one in which individual “civilization-states” are free to pursue their own interests free from the dictates of a hegemonic power like the US. Russia, China, and their partners in the BRICS group and across the Global South all share this goal, Putin told China Central Television (CCTV) last week. “We proceed from the fact that all people are equal, everyone has the same rights, the rights and freedoms of one country and one people end where the rights and freedoms of another person or of an entire state start. This is how a multipolar world should gradually be born,” Putin told the Chinese network.

Russia’s State Duma chairman has compared the US government to a company executive, who has run a business into the ground and now wants to try again with a new corporation.
Vyacheslav Volodin was reacting on Tuesday to remarks by US President Joe Biden, who said last week that a new international order was needed, and that Washington can “unite the world in ways that it never has been”.
The speaker of the lower house of the Russian parliament said that just as a corporate manager with a bankruptcy on their hands would not be trusted with someone else’s money again, “nobody in the world will accept Biden and the US, who have destroyed the global security system, to build a new world order in their interests.”
The Russian official claimed the US has inflicted harm on the world “in attempting to save its hegemony,” causing a disruption of international commerce through trade wars, a deep crisis in the European Union, tensions over Taiwan, and hostilities in Ukraine and the Middle East.

The first global AI safety summit ambitiously organized by the UK is set to take place on November 1 and 2. Right from the inception of the event's planning in the UK, there was a question of whether China would be invited and whether China would attend. According to latest UK media reports, Wu Zhaohui, vice minister of science and technology, along with representatives from the Chinese Ministry of Foreign Affairs, tech companies, and academic institutions, have been invited to attend. They will engage in discussions with peers from around the world on issues related to the secure development of AI technology in pursuit of international consensus.
The participation of Chinese representatives has sparked a lot of discussions in the international media and has been given additional significance. Some people view it as "another sign of the thaw in China-UK relations," and the POLITICO Europe has stated that if the UK brings China and the US together, it will be a major diplomatic coup. These interpretations are all from a perspective of international relations or geopolitics, and frankly speaking, they are somewhat narrow and limited. Although AI is primarily a technological topic, the global AI safety summit hosted by the UK has never been devoid of the influence of domestic politics, geopolitics, values and ideologies all along. These factors will be obstacles and constraints on the achievement of results at this conference in the future.
Since it's called as a "global AI safety summit," excluding China, which boasts the world's largest AI application market, would be ironic. The UK is just a step away from this. The voices of opposition against inviting China have been quite loud among some British politicians. Even after the UK government decided to extend the invitation, there were still some vehement "dissenting voices" within the UK, with former prime minister Liz Truss even writing a letter requesting incumbent Prime Minister Rishi Sunak to rescind the invitation. This forced Sunak to provide an explanation and emphasize that inviting China is "the right thing to do." The resistance faced by the UK in making the right decision has been a common theme in recent years among Western countries.
In contrast, China considers the inherent complexity and necessity of things when making decisions. China's decision to send representatives to the summit is rooted in the belief that it is necessary, without allowing some narrow-minded attitudes within the UK to deter its participation. This demonstrates China's openness and its responsible approach to the well-being of all humanity.
AI is a new field of human development. Everyone can see the tremendous opportunities brought about by the rapid development of global AI technology, as well as the unpredictable risks and complex challenges. This is a common issue that concerns the fate of all mankind and the countries of the world. However, global AI governance lags far behind the speed of technological development. The world urgently needs to reach a basic consensus on this issue in order to equip rapidly developing AI technology with a global unified standard steering wheel and brakes, so that it can better serve the well-being of all mankind, rather than becoming a new tool of hegemony for some major countries or even facilitating large-scale new types of crimes. Therefore, the world needs more comprehensive discussions. The UK hosting this global AI safety summit provides an opportunity for such discussions, regardless of any subjective calculations. China has supported the UK's move with practical actions.
It is worth mentioning that the three major global powers, China, the US and Europe, have recently made efforts in the global AI governance. On October 18, President Xi Jinping proposed the "Global AI Governance Initiative" in his keynote speech at the opening ceremony of the Third Belt and Road Forum for International Cooperation, systematically outlining China's proposals on AI governance from three aspects, namely, the development, security and governance. On October 30, US President Biden signed an executive order on AI, which was called the "most significant action any government anywhere in the world has ever taken on AI safety, security and trust." Prior to this, President Biden's top science advisor praised the UK's invitation to China to participate in the AI summit as a "terrific idea." The long-awaited Artificial Intelligence Act of the European Union has also entered the final negotiation stage.
If China, the US and the EU can reach some consensus on global AI governance, it would be of great significance. One key aspect, as mentioned in China's "Global AI Governance Initiative," is to oppose drawing ideological lines or forming exclusive groups to obstruct other countries from developing AI, as well as to oppose creating barriers and disrupting the global AI supply chain through technological monopolies and unilateral coercive measures. Whether this healthy and constructive mindset can be maintained not only affects the specific outcomes of this summit, but also the safe development of AI.

Construction work has begun on a new railway project that will connect Russia’s Rostov-on-Don with Crimea, traversing the Donetsk People’s Republic (DPR) and Zaporozhye Region.
The head of the region, Evgeny Balitsky, says the new transportation artery will improve the economic outlook of the area.
Speaking to reporters on Monday, Balitsky said the “railway will go from Akimovka [in Zaporozhye Region] to Rostov via Berdyansk [in Zaporozhye region] and Mariupol [in the DPR).” He added that construction work was already underway near Donetsk.
The new line will be a safe distance away from the front line of the conflict, meaning that Ukrainian shelling should not pose a threat to trains, Balitsky said. He also pointed out that the existing rail infrastructure was already obsolete.
The governor expressed confidence that the project would have a positive impact on the region’s economy, allowing for the transportation of grain, coal and iron ore to mainland Russia. He noted that, while this can already be done via the Crimean Bridge, the existing route is far from optimal.
He also revealed plans to build a highway linking Rostov-on-Don and Dzhankoi, Crimea. When completed, the road will more than double the number of vehicles passing through Zaporozhye Region.
Balitsky also mentioned Melitopol airport, saying that while it cannot be used at present due to Ukrainian shelling, he hopes it will one day become an important transportation hub and even the base for an airline.
Zaporozhye Region, along with Kherson Region and the Donetsk and Lugansk People’s Republics, were integrated into Russia following referendums held there last September, while Crimea did the same back in 2014.
Ukraine insists that all these territories are part of its sovereign territory, temporarily occupied by Russia. Most countries have also refused to recognize the regions’ status as Russian.
